The National Institute of Justice (NIJ) and the International Association of Chiefs of Police (IACP) are hosting two workshops in conjunction with the 118th Annual IACP Conference in Chicago, Ill. The focus of the workshops is the development of NIJ performance standards for Interview Room Recording Systems and License Plate Readers used by law enforcement agencies. Sessions are intended to inform manufacturers, test laboratories, certification bodies and other interested parties of these standards development efforts. Attendees in each workshop will be provided with an overview of the NIJ standards development process, work to date on the effort and a projected timeline for completion. Pursuant to the provisions of the Privacy Act of 1974 (5 U.S.C. 552a), notice is given that the Department of Justice proposes to modify a system of records notice, specifically the ``Executive Clemency Case Files/Executive Clemency Tracking System,'' JUSTICE/OPA- 001, last published in the Federal Register on October 31, 2002 (67 FR 66417). This system notice is modified to include the following: (1) The system name has been changed to reflect OPA's new case tracking system, the Executive Clemency Records Database (ECRD), which replaces the Executive Clemency Tracking System; (2) removal and addition of, and changes to, routine uses of records maintained in the system; (3) clarification that the system contains records concerning persons who have been denied executive clemency, in addition to those who have applied for or been granted such clemency; and (4) other modifications to reflect current practices for the system of records. The entire notice is republished for the convenience of the public.

The Office of Justice Programs (OJP) announces that the Review Panel on Prison Rape (Panel) will hold hearings in Washington, DC on September 15-16, 2011. The hearing times and location are noted below. The purpose of the hearings is to assist the Bureau of Justice Statistics (BJS) in identifying common characteristics of victims and perpetrators of sexual victimization in U.S. jails, and the common characteristics of jails with the highest and lowest incidence of rape, respectively, based on an anonymous survey by the BJS of inmates in a representative sample of U.S. jails. On August 26, 2010, the BJS issued the report Sexual Victimization in Prisons and Jails Reported by Inmates, 2008-09. The report provides a listing of jails grouped according to the prevalence of reported sexual victimization, and formed the basis of the Panel's decision about which facilities would be the subject of testimony.

Meeting of the CJIS Advisory Policy Board

The purpose of this notice is to announce the meeting of the Criminal Justice Information Services (CJIS) Advisory Policy Board (APB). The CJIS APB is a Federal advisory committee established pursuant to the Federal Advisory Committee Act (FACA). This meeting announcement is being published as required by Section 10 of the FACA. The CJIS APB is responsible for reviewing policy issues and appropriate technical and operational issues related to the programs administered by the FBI's CJIS Division, and thereafter, making appropriate recommendations to the FBI Director. The programs administered by the CJIS Division are the Integrated Automated Fingerprint Identification System, Interstate Identification Index, Law Enforcement Online, National Crime Information Center, National Instant Criminal Background Check System, National Incident-Based Reporting System, Law Enforcement National Data Exchange, and Uniform Crime Reporting. The meeting will be open to the public on a first-come, first- seated basis. Any member of the public wishing to file a written statement concerning the CJIS Division's programs or wishing to address this session should notify the CJIS Designated Federal Officer, R. Scott Trent at (304) 625-5263 at least 72 hours prior to the start of the session. The notification should contain the requestor's name, corporate designation, and consumer affiliation or government designation along with a short statement describing the topic to be addressed and the time needed for the presentation. A requestor will ordinarily be allowed no more than 15 minutes to present a topic.
