Draft NIJ Duty Holster Retention Standard for Law Enforcement
In an effort to obtain comments from interested parties, the U.S. Department of Justice, Office of Justice Programs, National Institute of Justice will make available to the general public two draft documents: (1) A draft standard entitled, ``NIJ Duty Holster Retention Standard for Law Enforcement'' and (2) a draft companion document entitled, ``NIJ Duty Holster Retention Certification Program Requirements.'' The opportunity to provide comments on these two documents is open to industry technical representatives, law enforcement agencies and organizations, research, development and scientific communities, and all other stakeholders and interested parties. Meeting of the CJIS Advisory Policy Board
The purpose of this notice is to announce the meeting of the Criminal Justice Information Services (CJIS) Advisory Policy Board (APB). The CJIS APB is a federal advisory committee established pursuant to the Federal Advisory Committee Act (FACA). This meeting announcement is being published as required by Section 10 of the FACA.

Solicitation for a Cooperative Agreement-Evaluation of Technical Assistance for Evidence-Based Decisionmaking in Local Criminal Justice Systems
The National Institute of Corrections (NIC) is soliciting proposals to enter into a cooperative agreement for a 20-month project to begin in June 2010. Work under this cooperative agreement will involve documenting the technical assistance (TA) provided to up to six sites selected as grantees under Phase II of the Evidence-Based Decisionmaking in Local Criminal Justice Systems project. The purpose of the evaluation is to assess the quality of the services provided to the sites and to document the degree to which the technical assistance services affected the sites' preparation to implement the Evidence- Based Decisionmaking Framework (the Framework).
Inmate Communication With News Media: Removal of Byline Regulations
In this interim rule, the Bureau of Prisons (Bureau) revises its regulations regarding inmate contact with the community to delete two current Bureau regulations that prohibit inmates from publishing under a byline, due to a recent court ruling invalidating Bureau regulation language containing this prohibition.
Solicitation for a Cooperative Agreement: Development of Two Documents-Inmate Behavior Management: A Guide to Meeting Inmates' Basic Needs and-Inmate Behavior Management: A Guide to Defining and Conveying Expectations for Inmates
The National Institute of Corrections, Jails Division, is seeking applications for the development of two documents that provide jail practitioners with a guide on (1) meeting inmates' basic needs and (2) defining and conveying expectations for inmates as part of an overall strategy to manage inmate behavior.
FBI Criminal Justice Information Services Division User Fees
This Final Rule sets out the Director of the FBI's authority to establish and collect fees for providing fingerprint-based and name- based Criminal History Record Information (CHRI) checks and other identification services submitted by authorized users for noncriminal justice purposes, including employment and licensing. The FBI may set such fees at a level to include an amount to establish a fund to defray expenses for the automation of fingerprint identification and criminal justice information services and associated costs. It further provides that future fee adjustments will be made by notice published in the Federal Register.

Communication Management Units
In this document, the Bureau of Prisons (Bureau) proposes to establish and describe Communication Management Units (CMUs) by regulation. CMUs are designed to provide an inmate housing unit environment that enables staff monitoring of all communication between CMU inmates and persons in the community. The ability to monitor such communication is necessary to ensure the safety, security, and orderly operation of correctional facilities, and protect the public. The Bureau currently operates CMUs in two of its facilities. This rule would clarify existing Bureau practices with respect to CMUs.
Meeting of the Compact Council for the National Crime Prevention and Privacy Compact
The purpose of this notice is to announce a meeting of the National Crime Prevention and Privacy Compact Council (Council) created by the National Crime Prevention and Privacy Compact Act of 1998 (Compact). Thus far, the Federal Government and 28 states are parties to the Compact which governs the exchange of criminal history records for licensing, employment, and similar purposes. The Compact also provides a legal framework for the establishment of a cooperative federal-state system to exchange such records.
