This notice allows Public Housing Authorities (PHAs) that are in Presidentially declared disaster areas and that either (a) have submitted Letters of Interest (LOI) to reserve their position on the Rental Assistance Demonstration (RAD) waiting list and that have subsequently been notified that they are eligible for award if they submit a complete RAD Application, Portfolio Award proposal, or Multi- phase Award Application within 60 days of notification or (b) have received a Portfolio Award and have been provided 365 days from issuance of the Portfolio Award to submit acceptable RAD Applications for the remaining projects included in the Portfolio Award, to request an extension to the due date for making submissions.

Pursuant to the Privacy Act of 1974, as amended, notice is hereby given that the Office of Policy Development and Research (PD&R), Department of Housing and Urban Development (HUD), provides public notice regarding its System of Records for the Section 811 Project Rental Assistance EvaluationPhase II. This evaluation will assess the implementation and effectiveness of the Section 811 Project Rental Assistance program for extremely low-income nonelderly adults with disabilities. Primary data collection will include interviews with grantees and program partners and stakeholders and surveys of Section 811 Project Rental Assistance and Project Rental Assistance Contract residents. Secondary (existing) datasets will include HUD administrative data, Medicare and Medicaid data from the Centers for Medicare & Medicaid Services (CMS), state Medicaid data from six state Medicaid agencies, Project Rental Assistance and Project Rental Assistance Contract program documents, and neighborhood administrative data. This notice advises the public that HUD, as a result of Presidentially declared Major Disaster Declarations (MDD) following Hurricanes Harvey, Irma and Maria has established an expedited process for the review of requests for relief from HUD regulatory and/or administrative requirements (``HUD requirements'') for public housing agencies (PHAs) and Tribes or tribally designated housing entities (TDHEs) that are located in Texas, U.S. Virgin Islands, Puerto Rico, Florida, and Georgia. The notice covers MDDs DR-4332, issued on August 25, 2017, DR-4335, issued on September 7, 2017, DR-4336, issued on September 10, 2017, DR-4337, issued on September 10, 2017, DR-4338, issued on September 15, 2017, DR-4339 issued on September 20, 2017 and DR-4340 issued on September 20, 2017. Specifically, these PHAs and Tribes/TDHEs may request waivers of HUD requirements and receive expedited review of such requests. In addition, this notice advises that PHAs, Tribes and TDHEs located in areas covered by MDDs issued during the remainder of 2017 may utilize the flexibilities and expedited waiver process set out by this notice.
