Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Housing and Urban Development (HUD), Office of Policy Development & Research (PD&R) is modifying a system of records, the Community Choice Demonstration (formerly the Housing Choice Voucher (HCV) Mobility Demonstration) Evaluation Data Files (CCD-EDF). The purpose of the Community Choice Demonstration Evaluation Data Files system is to serve as a repository to store, maintain, and statistically analyze all data collected through the evaluation of the Community Choice Demonstration. The modification makes updates to the system of records name, categories of records in the system, system location, record source categories, routine uses, policies and practices for storage and retrieval of records, policies and practices for retention and disposal of records, and safeguards. The updates are explained in the ``Supplementary Section'' of this notice.

This notice governs Community Development Block Grant disaster recovery (CDBG-DR) and Community Development Block Grant National Disaster Resilience (CDBG-NDR) funds awarded under several appropriations acts identified in the Table of Contents. Submission for Community Development Block Grant Program, Consolidated Plans, and Indian Community Development Block Grant Program Changes
HUD is proposing to revise the Community Development Block Grant (CDBG) and related Section 108 loan guarantee program regulations to make it easier for recipients to promote economic development and recovery in low- and moderate-income communities and support investments in underserved areas. This proposed rule also would revise provisions related to Consolidated Plan and citizen participation requirements for the CDBG program and institute quarterly reporting to improve performance with respect to timeliness. HUD is also proposing to make certain corresponding changes to the Indian Community Development Block Grant (ICDBG) program regulations to align the ICDBG program with the revisions being made to the CDBG program regulations.
Changes to the Methodology Used for Calculating Section 8 Income Limits Under the United States Housing Act of 1937
The United States Housing Act of 1937 provides for assisted housing for ``low-income families'' and ``very low-income families.'' These designations are defined as percentages of area median family income and are known as income limits. Since FY 2010, HUD has limited the increase from year to year in its income limits as the higher of five percent or twice the percentage change in national median family income. This notice adds an express stipulation that the annual income limit increase may never exceed ten percent. HUD further clarifies the definition of national median family income for purposes of setting income limits.

Under the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD), Office of Public and Indian Housing (PIH) is modifying system of records notice, the Inventory Management System (IMS), also known as the Public and Indian Housing Information Center (IMS/PIC), to amend and replace the current system of records with one that encompasses both the IMS/PIC and the Housing Information Portal (HIP) system, add three new routine uses and a new collection authority. The updates are explained in the ``Supplementary Section'' of this notice. The system name is changing from IMS/PIC to IMS/PIC-HIP because HUD is adding functionality from HIP to the IMS/PIC system. The existing scope, objectives, business processes, and uses being made of the data by HUD remains unchanged.

Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Housing and Urban Development (HUD), Office of Public and Indian Housing, Office of Public Housing and Voucher Programs, is issuing a public notice of its intent to rescind the Tracking-at-a-Glance (TAAG) case management system because this system was a one-time-use system designed to contain information for a specific population (FEMA eligible referrals), a specific use, and specific amount of time (Disaster Housing Assistance Program (DHAP) eligible families who worked towards self-sufficiency) which ended in 2011.
Manufactured Housing Consensus Committee (MHCC): Notice Inviting Nominations of Individuals To Serve on the Committee
The Department of Housing and Urban Development (HUD or the Department) invites the public to nominate individuals for appointment, with the approval of the Secretary, to the Manufactured Housing Consensus Committee (MHCC), a Federal advisory committee established by the National Manufactured Housing Construction and Safety Standards Act of 1974, as amended by the Manufactured Housing Improvement Act of 2000. HUD will make appointments from nominations submitted in response to this Notice but prior nominations on file will not be considered for appointments. Individuals that applied under the previous Notice are strongly encouraged to re-apply under this Notice. Current MHCC members whose first term ends on December 31, 2023, are eligible for reappointment, but will need to submit their nomination to be considered.
Notice of Intent To Prepare an Environmental Impact Statement for the Fulton Elliott-Chelsea Houses Redevelopment Project in Manhattan, New York
New York City, through the New York City Department of Housing Preservation and Development (``HPD''), and the New York City Housing Authority (``NYCHA''), are providing Notice of Intent (``NOI'') to prepare an EIS for the proposed Fulton Elliott-Chelsea Houses Redevelopment Project in Manhattan, New York. As part of the NYCHA Permanent Affordability Commitment Together (``PACT'') Program, NYCHA intends to submit an application(s) to the United States Department of Housing and Urban Development (``HUD'') for: disposition of public housing, and conversion of Section 9 public housing subsidies to Section 8 Project Based Vouchers (``PBVs'') under the HUD Rental Assistance Demonstration (``RAD'') Program and Section 18 of the U.S. Housing Act of 1937 (``USHA'') as amended. This NOI initiates the public scoping for the EIS, and provides project information on the proposed action, the proposed action's purpose and need, and the alternatives being considered for evaluation in the EIS. This NOI invites public comments on the environmental impacts that may be associated with the proposed action and alternatives.
