Manufactured Housing Consensus Committee: Notice Inviting Nominations of Individuals To Serve on the Committee
The Department of Housing and Urban Development (HUD or the Department) invites the public to nominate individuals for appointment, with the approval of the Secretary, to the Manufactured Housing Consensus Committee (MHCC), a federal advisory committee established by the National Manufactured Housing Construction and Safety Standards Act of 1974, as amended by the Manufactured Housing Improvement Act of 2000. HUD will make appointments from nominations submitted in response to this notice. Individuals that applied previously must re-apply; prior applications on file will not be considered for appointments. Current MHCC members whose first term ends on December 31, 2022, are eligible for reappointment but will need to submit their nomination application to be considered.

Adjustable Rate Mortgages: Transitioning From LIBOR to Alternate Indices
HUD is proposing to remove the London Interbank Offered Rate (LIBOR) as an approved index for adjustable interest rate mortgages (ARMs), and replace LIBOR with the Secured Overnight Financing Rate (SOFR) as a Secretary-approved index for newly originated forward ARMs. HUD also proposes to codify its removal of LIBOR and approval of SOFR as an index for newly-originated Home Equity Conversion Mortgage (HECM or reverse mortgage) ARMs. In addition, HUD is proposing to establish a spread-adjusted SOFR index as the Secretary-approved replacement index to transition existing forward and HECM ARMs off LIBOR. HUD also proposes to make clarifying changes to its HECM Monthly ARM regulation and establish a lifetime five percent interest rate cap for monthly adjustable rate HECMs.

Indexing Methodology for Title I Manufactured Home Loan Limits
Section 2145 of the Housing and Economic Recovery Act of 2008 amended the maximum loan limits for manufactured home loans insured under Title I of the National Housing Act and required regulations to implement future indexing of the loan limit amounts for manufactured homes originated under the Manufactured Home Loan program and the Property Improvement Loan program. This proposed rule would establish indexing methodologies using data from the United States Census Bureau to annually calculate the loan limits for Manufactured Home Loans, Manufactured Home Lot Loans, and Manufactured Home and Lot Combination Loans (``Combination Loans'') insured under Title I of the National Housing Act for the Manufactured Home Loan program.

Notice of HUD-Held Multifamily and Healthcare Loan Sale (MHLS 2023-1)
This notice announces HUD's intention to sell one unsubsidized multifamily and fifteen unsubsidized healthcare mortgage loans, without Federal Housing Administration (FHA) insurance, in a competitive, sealed bid sale on or about November 16, 2022 (MHLS 2023-1 or Loan Sale). This notice also describes generally the bidding process for the sale and certain persons who are ineligible to bid.
Privacy Act of 1974: System of Records
Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD), the Office of Chief Human Capital Officer (OCHCO), proposes to modify the records titled Personnel Security Integrated Tracking System (PerSIST). PerSIST is an enterprise personnel security case management system that automates activities associated with the tracking of personnel security investigations for HUD. The Department of Housing and Urban Development is issuing a public notice of its intent to modify the Personnel Security Integrated System for Tracking (PerSIST). This system of records is being modified to make clarifying notification in the supplementary information that the process is being partially automated, which will become effective immediately.
Privacy Act of 1974; System of Records
The Distributive Shares and Refund Subsystem (DSRS) serves as the Federal Housing Administration (FHA) repository for verifying mortgage insurance premium refunds and distributive share payments which are issued to eligible homeowners (mortgagors) who had an FHA mortgage insured loan. Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD) is issuing a public notice of its intent to modify a system of records entitled ``Distributive Shares and Refund Subsystem'' (DSRS). This system of records is being revised to make clarifying changes within: System Location, System Manager, Record Authority for Maintenance of the System, Purpose of the System, Categories of Individuals Covered by the System, Categories of Records in the System, Records Source Categories, Routine Uses of Records Maintained in the System, Retention and Disposal of Records. Section 106 of the Department of Housing and Urban Development Reform Act of 1989 (the HUD Reform Act) requires HUD to publish quarterly Federal Register notices of all regulatory waivers that HUD has approved. Each notice covers the quarterly period since the previous Federal Register notice. The purpose of this notice is to comply with the requirements of section 106 of the HUD Reform Act. This notice contains a list of regulatory waivers granted by HUD during the period beginning on January 1, 2022 and ending on March 31, 2022.
Request for Information Regarding Small Mortgage Lending
In its 2022-2026 Strategic Plan, the Department established strategic goals to ``Support Underserved Communities'' and to ``Promote Homeownership.'' Among the goal of supporting underserved communities is to advance housing justice and proactively strengthen and protect vulnerable and underserved communities. Through this Request for Information (RFI), the Federal Housing Administration (FHA) seeks public input regarding barriers to the origination of small mortgages in the FHA program. Information provided in response to this RFI will allow FHA to identify barriers to the origination of small mortgages in the FHA program and consider the development of policies and programs that better support and expand affordable homeownership opportunities in underserved markets with lower housing prices.
