Notice of Annual Factors for Determining Administrative Fees for the Section 8 Housing Choice Voucher, Mainstream, and Moderate Rehabilitation Programs for Calendar Year 2022
As required by the U.S. Housing Act of 1937, this Notice announces the per unit, monthly fee rates to determine the on-going administrative fees for public housing agencies (PHAs) administering the Housing Choice Voucher (HCV), Mainstream, and Moderate Rehabilitation programs, including Single Room Occupancy, during calendar year (CY) 2022. PHAs use administrative fees to cover costs associated with administering the HCV Program. Publishing the CY 2022 administrative fees allow PHAs to budget appropriately and is important for PHA record keeping purposes. This notice follows HUD's previous publication of the rates on HUD's website and makes no changes to those rates.

Privacy Act of 1974; System of Records
The purpose of the Rental Assistance Demonstration (RAD) Evaluation is to assess the effect of the RAD program. This evaluation will assess the implementation and effect of the choice mobility option on properties, tenants, and the voucher program; the impact of RAD on the long-term preservation and financial viability of converted properties; the adequacy of asset management for RAD conversions; PHA's organizational change; and other RAD tenant protections and outcomes. This System of Records pertains primarily to the choice mobility component of the study, specifically the aspect of that component that evaluates the effect of the choice mobility option on tenant outcomes, but also includes some of the other components of the study. The study will use HUD administrative data to determine which residents lived in a RAD-converted property and are eligible for the RAD choice mobility option and are still residents at those properties or have since left the property using a tenant-based voucher. The study includes a census of residents who used the choice mobility option and a survey of residents eligible to use the choice mobility option but remained in their RAD-converted developments. The study will also collect PII on property owners/managers, including their names and contact information, to survey them about the impact of RAD on long-term preservation, financial viability, and asset management.

Privacy Act of 1974; System of Records
Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of Housing and Urban Development (HUD) is issuing a public notice of its intent to create the Office of Single Family Program Development Privacy Act system of records, ``Credit Alert Reporting Verification System (CAIVRS)'', CAIVRS was developed by the HUD in June 1987 as a shared database of defaulted Federal debtors and enables processors of applications for Federal credit benefit to identify individuals who are in default or have had claims paid on direct or guaranteed Federal loans or are delinquent on other debts owed to Federal agencies. The purpose of this system is to enable program agencies to prescreen their borrowers and to broaden the Federal Government's base in determining an applicant's creditworthiness. Some of these factors include: verifying loan applicants are not in default or delinquent on direct or guaranteed loans of participating Federal programs, providing authorized users with a means to prescreen applicants for Federal credit benefit in order to avoid extending benefits to individuals who are considered credit risks, and demonstrating to the public the importance of meeting Federal obligations and its commitment to collecting delinquent debt. CAIVRS is included in the HUD's inventory of record systems.
Privacy Act of 1974; System of Records
The Enterprise Income Verification System (EIV) is used to verify program participants/tenants, reported income, identify unreported income sources and/or amounts and identify substantial annual income discrepancies amongst households that receive HUD provided rental assistance through programs administered by HUD's Office of Public and Indian Housing and Office of Housing Multifamily program. Under the Privacy Act of 1974, the Department of Housing and Urban Development, the Office of Public and Indian Housing proposes to update the system of records titled EIV. The EIV System has been modified replacing the Income Discrepancy Report with the Income Validation Tool built on the MicroStrategy platform.

This system of records allows the Department of Housing and Urban Development OCFO's HUDCAPS to collect and maintain records on PIH Section 8 recipients and grantees for the Section 8 Voucher program.

As required by Section 8(q) of the U.S. Housing Act of 1937, this Federal Register notice announces the per unit, monthly fee rates used to determine the on-going administrative fees for public housing agencies (PHAs) administering the Housing Choice Voucher (HCV), Mainstream, and Moderate Rehabilitation programs, including the Moderate Rehabilitation Single Room Occupancy program, for calendar year (CY) 2021. PHAs use administrative fees to cover costs associated with administering the HCV Program. Publishing the CY 2021 fees allow PHAs to budget appropriately and is important for PHA record keeping purposes. Additionally, publishing this notice retroactively allows PHAs to continue portability billing for families that ported in CY 2021. This notice follows HUD's previous publication of the rates on HUD's website and makes no changes to those rates.

Changes in Certain Office of Healthcare Programs Insurance Premiums; Correction
On May 19, 2022, HUD published a notice in the Federal Register entitled, ``Changes in Certain Office of Healthcare Programs Insurance Premiums.'' The notice contained a chart showing FHA Office of Health Care Facilities Insurance Premiums by Rate & Category. That chart incorrectly listed current upfront capitalized mortgage insurance premium (MIP) basis points for some of the listed programs. Additionally, the chart contained an incorrect note related to MIPs. Today's notice corrects the chart and associated note in the notice published on May 19, 2022.
Mortgage and Loan Insurance Programs Under the National Housing Act-Debenture Interest Rates
This Notice announces changes in the interest rates to be paid on debentures issued with respect to a loan or mortgage insured by the Federal Housing Administration under the provisions of the National Housing Act (the Act). The interest rate for debentures issued the Act during the 6-month period beginning July 1, 2022, is 2\7/8\ percent. The interest rate for debentures issued under any other provision of the Act is the rate in effect on the date that the commitment to insure the loan or mortgage was issued, or the date that the loan or mortgage was endorsed (or initially endorsed if there are two or more endorsements) for insurance, whichever rate is higher. The interest rate for debentures issued under these other provisions with respect to a loan or mortgage committed or endorsed during the 6-month period beginning July 1, 2022, is 3\1/4\ percent.
