information technology, e.g., permitting

Application information is needed to
determine the competition winner, i.e.,
the technical assistance provider best
able to help jurisdictions ensure
housing needs are considered as part of
their larger infrastructure investment
plan while supporting equitable
development and local economic
ecosystems. Additional information is
needed during the life of the award from
the competition winner, i.e., the
technical assistance providers, to fulfill
the administrative requirements of the
award.

Estimated Total Annual Cost: The
total estimated cost is $23,300.
The Consolidated Appropriations Act
2022 gave $25 million to the
Department of Transportation (DOT) for
a Thriving Communities program. HUD
was directed, in the report language to
the Appropriations Act, to use $5
million of its technical assistance
funding to work with the Department of
Transportation ‘‘to ensure housing and
infrastructure development is taken into
consideration as part of the thriving
communities program.’’
The emergency review is needed to
fulfill Congress’ intent for the HUD to
expeditiously provide technical
assistance to jurisdictions, which are
currently designing and implementing
infrastructure investments, to support
them in to meet critical housing needs,
particularly for their low-income
residents. Given the critical role housing
plays in the well-being of individuals
and communities, this opportunity to
support more housing during this time
of historic investment is essential.
