The City of Los Angeles, through the City of Los Angeles's Housing and Community Investment Department (HCID) is providing Notice of Intent (NOI) to prepare a combined Environmental Impact Report (EIR) and Environmental Impact Statement (EIS) in accordance with the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) for the Rancho San Pedro public housing redevelopment project, located in Los Angeles, California. The proposed action is subject to NEPA because the Housing Authority of the City of Los Angeles (HACLA), as the recipient of HUD's grant funding, proposes to carry out a Section 18/Rental Assistance Demonstration (RAD) demolition/disposition through a ground lease and to use a combination of Project-Based Vouchers (PBV) and Tenant Protection Vouchers (TPV). A Public Scoping Meeting for CEQA issues was held on February 6, 2021. This NOI complies with the NEPA public scoping process requirements by providing notice of a second Public Scoping Meeting on April 27, 2021 to discuss the EIR/EIS. Following the public scoping process, a Draft EIR/EIS will be prepared and ultimately circulated for public comment.

In accordance with the Presidential directive as expressed in the memorandum of January 20, 2021 from the Assistant to the President and Chief of Staff, entitled ``Regulatory Freeze Pending Review,'' HUD is reviewing all its pending proposed rules to determine which should move forward. HUD has identified a proposed rule, ``Housing and Community Development of Act 1980: Verification of Eligible Status'' that is inconsistent with the Executive order entitled ``Advancing Racial Equity and Support for Underserved Communities Through the Federal Government'' and the Executive order entitled ``Restoring Faith in Our Legal Immigration Systems and Strengthening Integration and Inclusion Efforts for New Americans.'' This document informs the public that HUD has determined not to pursue this proposed rule previously published in the Federal Register. HUD will proceed to formally withdraw the rule from HUD's upcoming Spring 2021 Unified Agenda of Regulatory and Deregulatory Actions.
Tribal HUD-VASH Expansion; Notice of Rating Factors
The 2017 Consolidated Appropriations Act provided $7 million for the U.S. Department of Housing and Urban Development (HUD) to use for the Tribal HUD-VASH demonstration program. HUD-VASH is a collaborative program between HUD and the Department of Veterans Affairs (VA) that combines HUD housing vouchers with VA supportive services to help Veterans who are homeless and their families find and sustain permanent housing. The 2017 Appropriations Act also requires HUD to publish in the Federal Register the ``need'' and ``administrative capacity'' review and selection criteria HUD includes in the Tribal HUD-VASH Notice of Funding Availability. This Notice does not provide information on the application process. Section 8 Housing Assistance Payments Program-Fiscal Year (FY) 2021 Inflation Factors for Public Housing Agency (PHA) Renewal Funding
This notice establishes Renewal Funding Inflation Factors (RFIFs) to adjust Fiscal Year (FY) 2021 renewal funding for the Housing Choice Voucher (HCV) Program of each public housing agency (PHA), as required by the Consolidated Appropriations Act, 2021. The notice apportions the expected percent change in national Per Unit Cost (PUC) for the HCV program, 5.80 percent, to each PHA based on the change in Fair Market Rents (FMRs) for their operating area to produce the FY 2021 RFIFs. HUD's FY 2021 methodology is the same as that which was used in FY 2020.

Manufactured Home Construction and Safety Standards; Delay of Effective Date
The Department of Housing and Urban Development is delaying the effective date of its final rule published on January 12, 2021, that amends the Federal Manufactured Home Construction and Safety Standards (the Construction and Safety Standards) that were based upon the third group of recommendations made to HUD by the Manufactured Housing Consensus Committee (MHCC), as modified by HUD. The March 15, 2021, effective date does not provide adequate time for affected manufacturers and stakeholders to implement the new requirements. By extending the effective date from March 15, 2021, to July 12, 2021, manufacturers and other stakeholders will have sufficient time to implement the new or amended requirements.

Mortgage and Loan Insurance Programs Under the National Housing Act-Debenture Interest Rates
This Notice announces changes in the interest rates to be paid on debentures issued with respect to a loan or mortgage insured by the Federal Housing Administration under the provisions of the National Housing Act (the Act). The interest rate for debentures issued under Section 221(g)(4) of the Act during the 6-month period beginning January 1, 2021, is\3/4\ percent. The interest rate for debentures issued under any other provision of the Act is the rate in effect on the date that the commitment to insure the loan or mortgage was issued, or the date that the loan or mortgage was endorsed (or initially endorsed if there are two or more endorsements) for insurance, whichever rate is higher. The interest rate for debentures issued under these other provisions with respect to a loan or mortgage committed or endorsed during the 6-month period beginning January 1, 2021, is 1\3/8\ percent.
