Making Admission or Placement Determinations Based on Sex in Facilities Under Community Planning and Development Housing Programs; Withdrawal; Regulatory Review
In accordance with the Presidential directive as expressed in the memorandum of January 20, 2021 from the Assistant to the President and Chief of Staff, entitled ``Regulatory Freeze Pending Review,'' HUD is reviewing all its pending proposed rules to determine which should move forward. HUD has identified a proposed rule, ``Making Admission or Placement Determinations Based on Sex in Facilities Under Community Planning and Development Housing Programs'' that is inconsistent with the Executive Order entitled ``Advancing Racial Equity and Support for Underserved Communities Through the Federal Government'' and the Executive Order entitled ``Preventing and Combating Discrimination on the Basis of Gender Identity or Sexual Orientation.'' This document informs the public that HUD has determined not to pursue this proposed rule previously published in the Federal Register. HUD will proceed to formally withdraw the rule from HUD's upcoming Spring 2021 Unified Agenda of Regulatory and Deregulatory Actions.

Housing Trust Fund: Request for Public Comment on Prior Interim Rule
This document seeks comments regarding the Housing Trust Fund (HTF) program administered by HUD. On January 30, 2015, an interim final rule was published in the Federal Register establishing regulations governing the administration of HTF and the formula that determines how HTF funds are distributed among eligible grantees. In the interim rule, HUD stated its intention to open the interim rule for public comment once funding was made available and the grantees gained experience in administering the HTF program. Since the publication of the interim rule, HTF funds have been allocated to eligible grantees in Federal Fiscal Years 2016 through 2021. Grantees have had adequate time to administer the HTF under the interim rulemaking and gain experience necessary to provide substantive comments on the workability of the HTF program requirements and ways program administration can be improved. In addition to comments on the interim rule, HUD is asking for the public to consider and comment on additional issues that may inform its rulemaking. HUD will consider all comments submitted in undertaking further rulemaking for the HTF.

Housing Trust Fund Federal Register Allocation Notice; Fiscal Year 2021
The Housing and Economic Recovery Act of 2008 (HERA) established the Housing Trust Fund (HTF) to be administered by HUD. Pursuant to the Federal Housing Enterprises Financial Security and Soundness Act of 1992 (the Act), as amended by HERA, Division A, eligible HTF grantees are the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Commonwealth of Northern Mariana Islands, and the United States Virgin Islands. In accordance with Section 1338(c)(4)(A) of the Act, this notice announces the formula allocation amount for each eligible HTF grantee.

The Notice of Intent, as required by the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), notified the public of a second Public Scoping Meeting on April 27, 2021 to discuss a combined Environmental Impact Report (EIR) and Environmental Impact Statement (EIS) for the Rancho San Pedro public housing redevelopment project, located in Los Angeles, California. The notice provided the incorrect Zoom link and call-in information for the Public Scoping Meeting. Today's notice provides the correct Zoom link and call-in information for the public to use for the Tuesday, April 27, 2021 Public Scoping Meeting.

Notice of Intent To Prepare a Draft Environmental Impact Statement (EIS) for the One San Pedro Specific Plan Project in Los Angeles City, California
The City of Los Angeles, through the City of Los Angeles's Housing and Community Investment Department (HCID) is providing Notice of Intent (NOI) to prepare a combined Environmental Impact Report (EIR) and Environmental Impact Statement (EIS) in accordance with the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) for the Rancho San Pedro public housing redevelopment project, located in Los Angeles, California. The proposed action is subject to NEPA because the Housing Authority of the City of Los Angeles (HACLA), as the recipient of HUD's grant funding, proposes to carry out a Section 18/Rental Assistance Demonstration (RAD) demolition/disposition through a ground lease and to use a combination of Project-Based Vouchers (PBV) and Tenant Protection Vouchers (TPV). A Public Scoping Meeting for CEQA issues was held on February 6, 2021. This NOI complies with the NEPA public scoping process requirements by providing notice of a second Public Scoping Meeting on April 27, 2021 to discuss the EIR/EIS. Following the public scoping process, a Draft EIR/EIS will be prepared and ultimately circulated for public comment.

Section 106 of the Department of Housing and Urban Development Reform Act of 1989 (the HUD Reform Act) requires HUD to publish quarterly Federal Register notices of all regulatory waivers that HUD has approved. Each notice covers the quarterly period since the previous Federal Register notice. The purpose of this notice is to comply with the requirements of section 106 of the HUD Reform Act. This notice contains a list of regulatory waivers granted by HUD during the period beginning on July 1, 2020 and ending on September 30, 2020, including those made pursuant to the CARES Act.
