Notice of Extension of Time for Completion of Manufacturer Corrections Approved Under a Waiver of a Plan for Notification
This notice advises the public that HUD received a request from Champion Home Builders, Incorporated (Champion) for an extension of time to fully implement its plan to correct affected homes without implementation of a Plan of Notification. Certain manufactured homes built and sold by Champion contained certain fuel-burning Nortek furnace models with the in-line drain reversal, potentially causing the furnace to shut off because condensation will not drain. After reviewing Champion's request, HUD determined that Champion has shown good cause and granted its request for an extension. The requested extension is granted until May 2, 2016.

The Department of Housing and Urban Development announces the charter renewal of the Housing Counseling Federal Advisory Committee, a federal advisory committee established pursuant to the Dodd-Frank Wall Street Reform and Consumer Protection Act and the Federal Advisory Committee Act. This charter renewal will take effect on May 1, 2016, and will expire after 2 years.
Section 8 Housing Assistance Payments Program-Fiscal Year (FY) 2016 Inflation Factors for Public Housing Agency (PHA) Renewal Funding
The Consolidated Appropriations Act, 2016 requires that HUD apply ``an inflation factor as established by the Secretary, by notice published in the Federal Register'' to adjust FY 2016 renewal funding for the Tenant-based Rental Assistance Program or Housing Choice Voucher (HCV) Program of each PHA. HUD began using Renewal Funding Inflation Factors in FY 2012. These Renewal Funding Inflation Factors incorporate economic indices to measure the expected change in per unit costs (PUC) for the HCV program. The methodology for FY 2016 is modified from what was used in FY 2015.

Implementation of the Privacy Act of 1974, as Amended; System of Records Notice Amendment, Distributive Shares and Refunds Subsystem
HUD is proposing to amend information published in the Federal Register about one of its system of records, Distributive Shares and Refunds Subsystem (DSRS). The revision implemented under this republication reflects administrative changes to the system of records location, authority, purpose, and records retention statements to refine previously published information, and incorporates a new coding structure to easily differentiate this system of records notice (SORN) from other program specific SORNs. This update improves previously published details in a clear and cohesive format. A more detailed description of the present systems status is republished under this notice. This notice deletes and supersedes prior notice published in the Federal Register at 72 FR 40890 on July 25, 2007. The scope and functional purpose in place for this system remain unchanged.

In Section III of the notice, HUD inadvertently referred to the applicable assessment tool as the Assessment Tool for States and Insular Areas. This notice acknowledges the error in the notice, advises that HUD meant to reference the Assessment for Public Housing Agencies, and corrects this error.

Request for Specific Policy Proposals and Methods of Research and Evaluation for MTW Demonstration Expansion
This notice is to solicit recommendations for specific policy proposals and methods of research and evaluation to be implemented as part of the expansion of the Moving to Work (MTW) demonstration program. The 2016 Consolidated Appropriations Act (the Act) authorizes HUD to expand the MTW demonstration program by an additional 100 high performing Public Housing Agencies over a period of seven years.\1\ Agencies will be added to the MTW demonstration by cohort and the Act requires that for each cohort of agencies ``the Secretary shall direct one specific policy change to be implemented by the agencies.'' Having an entire cohort adopt a specific policy will facilitate the evaluation of that policy.
Federal Agency Final Regulations Implementing Executive Order 13559: Fundamental Principles and Policymaking Criteria for Partnerships With Faith-Based and Other Neighborhood Organizations
The Agencies publishing this final rule amend or establish their regulations to implement Executive Order 13279, as amended by Executive Order 13559. Executive Order 13279 established fundamental principles to guide the policies of Federal agencies regarding the participation of faith-based and other community organizations in programs that the Federal agencies administer. Executive Order 13559 amended Executive Order 13279 to clarify those principles and add certain protections for beneficiaries of Federal social service programs.
