Statutorily Mandated Designation of Difficult Development Areas and Qualified Census Tracts for Section 42 of the Internal Revenue Code of 1986
This document designates ``Difficult Development Areas'' (DDAs) and ``Qualified Census Tracts'' (QCTs) for purposes of the Low- Income Housing Tax Credit (LIHTC) under Section 42 of the Internal Revenue Code of 1986 (the Code) (26 U.S.C. 42). The United States Department of Housing and Urban Development (HUD) makes new DDA designations annually and is making new designation of QCTs at this time on the basis of revised metropolitan statistical area (MSA) definitions published by the Office of Management and Budget (OMB) and on the basis of more detailed census tract income distribution data from the 2000 Census.
No FEAR Act Notice

Final Fair Market Rents for the Housing Choice Voucher Program and Moderate Rehabilitation Single Room Occupancy Program for Fiscal Year 2007
Section 8(c)(1) of the United States Housing Act of 1937 (USHA) requires the Secretary to publish FMRs periodically, but not less than annually, adjusted to be effective on October 1 of each year. The primary uses of FMRs are to determine payment standard amounts for the Housing Choice Voucher program, to determine initial renewal rents for some expiring project-based Section 8 contracts, to determine initial rents for housing assistance payment (HAP) contracts in the Moderate Rehabilitation Single Room Occupancy program (Mod Rehab), and to serve as a rent ceiling in the HOME rental assistance program. Today's notice provides final FY2007 FMRs for all areas that reflect the estimated 40th and 50th percentile rent levels trended to April 1, 2007.

Privacy Act of 1974; New System of Records, Personnel Security Files
HUD is creating a new Privacy Act System of Records, Personnel Security Files. The records in this system of records are used to document and support decisions regarding clearance for access to classified information, the suitability, eligibility, and fitness for service of applicants for federal employment and contract positions, including students, interns, or volunteers to the extent their duties require access to federal facilities, information, systems, or applications. The records may be used to document security violations and supervisory actions taken.
Privacy Act of 1974; Amendment to Existing Privacy Act Systems, Employee Identification Files, HUD/Dept-71
HUD is completely revising HUD/Dept-71 to implement Homeland Security Presidential Direction 12 (HSPD-12) policy for a common identification standard for Federal employees and contractors. All of the sections including the system name are revised to reflect the current information requirements for individuals and contractors who require ongoing access to HUD's facilities and information technology systems.

This includes a Special Information Booklet, a Good Faith Estimate, an Initial Servicing Disclosure, the Form HUD-1 or Form HUD-1A, and when applicable an Initial Escrow Account Statement, an Annual Escrow Account Statement, an Escrow Account Disbursement Disclosure, an Affiliated Business Arrangement Disclosure, and a Servicing Transfer Disclosure.

This notice announces the reopening of the public comment period on HUD's advance notice of proposed rulemaking (ANPR) regarding the Accelerated Claim and Asset Disposition (ACD) program, published on June 5, 2006. The June 5, 2006, ANPR provided for a 60-day public comment period, which closed on August 4, 2006. In response to recent requests for additional time to submit public comments, HUD is announcing through this notice that it is reopening the public comment period for an additional 30-day period.

On January 20, 2006, HUD published its Fiscal Year (FY) 2006 Notice of Funding Availability (NOFA) Policy Requirements and General Section to the SuperNOFA for HUD's Discretionary Grant Programs. On March 8, 2006, HUD published its FY 2006 SuperNOFA for HUD's Discretionary Grant Programs, which included a Program Section addressing three Lead Hazard Programs. That NOFA closed on June 7, 2006; awards are being announced concurrently with today's Notice. Today's Notice announces the reopening of the Lead Hazard Reduction Demonstration Grant Program NOFA competition (CFDA number 14.905) only. Applicants announced today as award recipients under the 2006 Lead Hazard Reduction Demonstration Grant Program are ineligible for the reopened competition. Further, as previously stated in the initial March 8, 2006, Lead Hazard Reduction Demonstration NOFA, applicants awarded grants under the FY 2005 Lead Hazard Reduction Demonstration Grant Program, Operation Lead Elimination Action Program, or Lead-Based Paint Hazard Control Program are still ineligible under this reopening.

PHAs complete energy audits, benefit/cost analyses for individual vs. mastermetering. PHAs review tenant utility allowances. HUD is seeking reinstatement of the approval to collect this information. The Department is soliciting public comments on the subject proposal.

Notice of Submission of Proposed Information Collection to OMB; Indian Housing Operating Cost Study
The proposed information collection requirement described below has been submitted to the Office of Management and Budget (OMB) for review, as required by the Paperwork Reduction Act. The Department is soliciting public comments on the subject proposal. This is a collection of cost data on the costs of operating housing developed by Indian Housing Authorities under provisions of the Housing Act of 1937 and an examination of how these data reflect location differences for the continued operation of this housing. The collected cost data will be used to analyze the AEL factor in the current Indian Housing Block Grant formula.

The information is collected to ensure that escrowed funds are disposed of correctly for completion of offsite facilities, construction changes, construction cost not paid at final endorsement, non-critical repairs and capital needs assessment. The mortgagor uses the data to request withdrawal of escrowed funds for each item through a depository (mortgagee), and the HUD staff must use the information to approve the withdrawal of escrowed funds for each item.

In accordance with section 102(a)(4)(C) of the Department of Housing and Urban Development Reform Act of 1989, this document notifies the public of the fiscal year 2001 funding awards made under the Fair Housing Initiatives Program (FHIP). The purpose of this document is to announce the names and addresses of the award winners and the amount of the awards to be used to strengthen the Department's enforcement of the Fair Housing Act and to further fair housing.
Public Housing Operating Fund Program; Guidance on Implementation of Asset Management
On September 19, 2005, HUD published a final rule entitled, ``Revisions to the Public Housing Operating Fund Program,'' which established a new formula for determining operating subsidies for public housing agencies (PHAs) and requiring that PHAs with 250 or more units convert to asset management. This notice clarifies and provides interim guidance pertaining to various aspects of public housing's conversion to asset management. The interim guidance provided in this notice is intended to assist all PHAs that operate federal public housing. Special provisions are included in the notice to assist small PHAs with less than 250 public housing units that are not subject to asset management conversion. HUD is soliciting public comment on this interim guidance and, based on the comments received, will issue final guidance and commence rulemaking, as appropriate, on the asset-based management requirements. Until such time as final guidance is issued or rulemaking commenced, PHAs should refer to the interim guidance provided by this notice to assist in their conversion to asset-based management.
