Assistance to Firefighters Grant Program; Fire Prevention and Safety Grants
This Notice provides guidelines that describe the application process for Fire Prevention and Safety (FP&S) grants and the criteria the Federal Emergency Management Agency (FEMA) will use to award these grants for Fiscal Year (FY) 2019. It explains the differences, if any, between these guidelines and those recommended by representatives of the Nation's fire service leadership during the annual Criteria Development meeting, which was held Dec. 12-13, 2018. The application period for the FY 2019 FP&S Grant Program was April 27, 2020, to May 29, 2020, and was announced on the Assistance to Firefighters Grant (AFG) website (www.fema.gov/firegrants), www.grants.gov, and the U.S. Fire Administration website (www.usfa.fema.gov).

Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports for the communities listed in the table below. Agency Information Collection Activities: Submission for OMB Review; Comment Request; FEMA Public Assistance Customer Satisfaction Surveys
The Federal Emergency Management Agency (FEMA) will submit the information collection abstracted below to the Office of Management and Budget for review and clearance in accordance with the requirements of the Paperwork Reduction Act of 1995. The submission will describe the nature of the information collection, the categories of respondents, the estimated burden (i.e., the time, effort and resources used by respondents to respond) and cost, and the actual data collection instruments FEMA will use.
Suspension of Community Eligibility
This rule identifies communities where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP) that are scheduled for suspension on the effective dates listed within this rule because of noncompliance with the floodplain management requirements of the program. If the Federal Emergency Management Agency (FEMA) receives documentation that the community has adopted the required floodplain management measures prior to the effective suspension date given in this rule, the suspension will not occur and a notice of this will be provided by publication in the Federal Register on a subsequent date. Agency Information Collection Activities: Proposed Collection; Comment Request; Coronavirus (COVID-19) Donations Web Portal
The Federal Emergency Management Agency, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public to take this opportunity to comment on new information collection. In accordance with the Paperwork Reduction Act of 1995, this notice seeks comments concerning a voluntary donations web portal located on the FEMA.gov internet site. This information will allow FEMA to collect voluntary information on possible donations of key equipment and resources that can be distributed to key organizational recipients directly responding to the COVID-19 pandemic.
Request for Information on Effectiveness in Maintaining and Improving State, Local, Tribal, and Territorial Preparedness
The Federal Emergency Management Agency (FEMA) is issuing this Request for Information (RFI) to receive information in response to a list of priority research questions to further understand existing evidence on the Homeland Security Grant Program's (HSGP's) influence on State, local, Tribal, and territorial (SLTT) preparedness. The HSGP includes a suite of risk-based grants to assist SLTT efforts in preventing, preparing for, protecting against, and responding to acts of terrorism. HSGP funding can also be used to enhance preparedness for other catastrophic events (e.g., hurricanes, wildfires) when the use of such funds has a nexus to preventing, preparing for, protecting against, and responding to terrorism.

Changes in Flood Hazard Determinations
New or modified Base (1-percent annual chance) Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, and/or regulatory floodways (hereinafter referred to as flood hazard determinations) as shown on the indicated Letter of Map Revision (LOMR) for each of the communities listed in the table below are finalized. Each LOMR revises the Flood Insurance Rate Maps (FIRMs), and in some cases the Flood Insurance Study (FIS) reports, currently in effect for the listed communities. The flood hazard determinations modified by each LOMR will be used to calculate flood insurance premium rates for new buildings and their contents.

This notice lists communities where the addition or modification of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or the regulatory floodway (hereinafter referred to as flood hazard determinations), as shown on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports, prepared by the Federal Emergency Management Agency (FEMA) for each community, is appropriate because of new scientific or technical data. The FIRM, and where applicable, portions of the FIS report, have been revised to reflect these flood hazard determinations through issuance of a Letter of Map Revision (LOMR), in accordance with Federal Regulations. The LOMR will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents of those buildings. For rating purposes, the currently effective community number is shown in the table below and must be used for all new policies and renewals.
