SUPPLEMENTARY INFORMATION: Notice is
hereby given that, in a letter dated May
8, 2020, the President issued a major
disaster declaration under the authority
of the Robert T. Stafford Disaster Relief
and Emergency Assistance Act, 42
U.S.C. 5121 et seq. (the ‘‘Stafford Act’’),
as follows:

I have determined that the damage in
certain areas of the State of North Carolina
resulting from severe storms, tornadoes, and
flooding during the period of February 6 to
February 19, 2020, is of sufficient severity
and magnitude to warrant a major disaster
declaration under the Robert T. Stafford
Disaster Relief and Emergency Assistance
Act, 42 U.S.C. 5121 et seq. (the ‘‘Stafford
Act’’). Therefore, I declare that such a major
disaster exists in the State of North Carolina.
In order to provide Federal assistance, you
are hereby authorized to allocate from funds
available for these purposes such amounts as
you find necessary for Federal disaster
assistance and administrative expenses.
You are authorized to provide Public
Assistance in the designated areas and
Hazard Mitigation throughout the State.
Consistent with the requirement that Federal
assistance be supplemental, any Federal
funds provided under the Stafford Act for
Public Assistance and Hazard Mitigation will
be limited to 75 percent of the total eligible
costs.
Further, you are authorized to make
changes to this declaration for the approved
assistance to the extent allowable under the
Stafford Act.

Security (DHS), Science and Technology
Directorate (S&T) seeks to submit the
following Information Collection
Request (ICR) to the Office of
Management and Budget (OMB) for
review and clearance in accordance
with the Paperwork Reduction Act of
1995. The survey of Understanding
Public Perception and Acceptance of
First Responders Use of Unmanned
Aircraft Systems (UAS) is the
application of unmanned aircraft
systems (UAS) to firefighting, law
enforcement, and emergency medical
missions. First responder organizations
have used UAS to search for lost
children, identify high risk areas in
burning structures, facilitate relief
operations following hurricanes, reduce
risk and exposure for law enforcement
officers in active-shooter events, and
many other use cases. The primary
purpose of this survey is to understand
the public perception of and identify
concerns with current and potential
uses of UAS technology by first
responders. The survey will ask
respondents to report their demographic
characteristics, their knowledge of
unmanned aircraft systems (UAS), their
knowledge of the use of UAS by first
responders, their overall trust in the use
of new technologies by the government
and first responders, their general
attitudes about such use, and their
opinions about the use of drones by first
responders for specific applications like
search-and-rescue. The survey will also
ask respondents to evaluate the
effectiveness of different test messages
that we have created to deliver
