Security Zones; Corpus Christi Ship Channel, Corpus Christi, TX
The Coast Guard is establishing three temporary, 500-yard radius, moving security zones for certain vessels carrying Certain Dangerous Cargoes (CDC) within the Corpus Christi Ship Channel and La Quinta Channel. The temporary security zones are needed to protect the vessels, the CDC cargo, and the surrounding waterway from terrorist acts, sabotage, or other subversive acts, accidents, or other events of a similar nature. Entry of vessels or persons into these zones is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.
National Merchant Mariner Medical Advisory Committee; April 2023 Meetings
The National Merchant Mariner Medical Advisory Committee (Committee) will conduct a series of meetings over two days in Piney Point, MD to discuss issues relating to medical certification determinations for issuance of licenses, certificates of registry, merchant mariners' documents, and merchant mariner credentials; medical standards and guidelines for the physical qualifications of operators of commercial vessels; medical examiner education; and medical research.
Recertification of Prince William Sound Regional Citizens' Advisory Council
The Coast Guard announces the recertification of the Prince William Sound Regional Citizens' Advisory Council (PWSRCAC) as an alternative voluntary advisory group for Prince William Sound, Alaska. This certification allows the PWSRCAC to monitor the activities of terminal facilities and crude oil tankers under an alternative composition, other than prescribed, the Prince William Sound Program established by the Oil Terminal and Oil Tanker Environmental Oversight and Monitoring Act of 1990.
Safety Zone; French Quarter Festival Fireworks Display, New Orleans LA
The Coast Guard will enforce a safety zone for the French Quarter Festival fireworks display from 7:30 to 8:45 p.m. on April 13, 2023. The safety zone will be enforced for all navigable waters of the Lower Mississippi River, New Orleans, LA from Mile Marker (MM) 94 to MM 95. This action is needed to provide for the safety of life on the navigable waterways during this event. In the event of inclement weather, the safety zone will be enforced from 7:30 to 8:45 p.m. on April 14, 2023. During the enforcement period, entry into this zone is prohibited to all vessels and persons except vessels authorized by the Captain of the Port New Orleans (COTP) or designated representative.
Safety Zone; Missouri River Mile Markers 175.5-176.5, Jefferson City, MO
The Coast Guard is establishing a temporary safety zone for all navigable waters in the Missouri River at Mile Marker (MM) 175.5 to 176.5. The safety zone is needed to protect personnel, vessels, and the marine environment from all potential hazards associated with electrical line work. Port Access Route Study: Approaches to Galveston Bay and Sabine Pass, Texas and Calcasieu Pass, Louisiana
On March 1, 2023, the Coast Guard published a notice of a Port Access Route Study to evaluate the adequacy of existing vessel routing measures and determine whether additional vessel routing measures are necessary for port approaches to Galveston Bay and Sabine Pass, Texas, Calcasieu Pass, Louisiana, and international and domestic transit areas in the Eighth Coast Guard District area of responsibility. The Notice contained an incorrect telephone number for the agency contact listed. This document corrects that error and extends the public comment period to April 27, 2023.

The Coast Guard is establishing a temporary security zone for certain navigable waters of Biscayne Bay and the Atlantic Intracoastal Waterway near Miami Beach, Florida. The moving security zone will encompass all navigable waters within 100 yards of the M/V BISCAYNE LADY. This action is necessary to protect an official party, public, and surrounding waterways from terrorist acts, sabotage or other subversive acts, accidents, or other events of a similar nature. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port (COTP) Miami, or a designated representative.
Fire Safety of Small Passenger Vessels; OMB Approval of Information Collection Request
The Coast Guard announces that it has received approval from the Office of Management and Budget (OMB) for an information collection request associated with the interim rule requirements for fire safety on certain covered small passenger vessels. This rule announces the effective dates for the requirements for vessel operators to log the occurrence of passenger emergency egress drills and to post passenger safety bills in overnight accommodation spaces. In the interim rule, we stated we would publish a document in the Federal Register announcing the effective date of the collection-of- information related sections upon OMB approval. This rule establishes April 24, 2023 as the effective date for those sections.
Safety Zone; Military Ocean Terminal Concord Safety Zone, Suisun Bay, Military Ocean Terminal Concord, CA
The Coast Guard will enforce the safety zone in the navigable waters of Suisun Bay, off Concord, CA, in support of explosive on- loading to Military Ocean Terminal Concord (MOTCO) from March 23, 2023, through March 29, 2023. This safety zone is necessary to protect personnel, vessels, and the marine environment from potential explosion within the explosive arc. The safety zone is open to all persons and vessels for transitory use, but vessel operators desiring to anchor or otherwise loiter within the safety zone must obtain the permission of the Captain of the Port San Francisco or a designated representative. All persons and vessels operating within the safety zone must comply with all directions given to them by the Captain of the Port San Francisco or a designated representative.
Special Local Regulation; Bush River and Otter Point Creek; Between Perryman, MD and Edgewood, MD
The Coast Guard is proposing to establish a temporary special local regulation for certain waters of the Bush River and Otter Point Creek, in Maryland. The Coast Guard will enforce special local regulations for the Windermere Cup on May 6, 2023, from 7 a.m. to 1 p.m. to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the Thirteenth Coast Guard District identifies the regulated area for this event on the Montlake Cut and Union Bay Reach between Portage Bay and Webster Point on Lake Washington in Seattle, WA. Drawbridge Operation Regulation: Housatonic River, Stratford, CT
The Coast Guard is temporarily modifying the operating schedule that governs the US 1 Bridge across the Housatonic River, mile 3.5, at Stratford, CT. This action is necessary to allow for an unexpected delay in construction material delivery related to the COVID-19 pandemic. This temporary final rule is necessary to allow the bridge owner to complete the remaining replacements and repairs.
Regulated Navigation Area; Tampa Bay, Tampa, FL
The Coast Guard proposes to revise existing regulations for a Regulated Navigation Area in Tampa Bay, Florida by updating the geographic boundaries of Egmont Channel in the Gulf of Mexico. The proposed change is designed to align the coordinates in the regulation with the coordinates needed to properly control traffic in the Captain of the Port St. Petersburg Zone. The current coordinates do not reflect the Regulated Navigation Area that the Coast Guard intended to put in place. The Coast Guard invites your comments on this proposed rulemaking.
Safety Zone; Atlantic Ocean, Cape Canaveral Offshore Launch Area, FL
The Coast Guard is establishing a temporary safety zone for waters of the Atlantic Ocean, adjacent to Cape Canaveral, FL. This safety zone would implement a special activities provision of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021. The Coast Guard is establishing this safety zone for the launch of the Terran 1 rocket, which is being launched by Relativity Space. The temporary safety zone will be located within the Coast Guard District Seven area of responsibility offshore of Cape Canaveral, Florida. This rule prohibits U.S.-flagged vessels from entering the temporary safety zone unless authorized by the District Commander of the Seventh Coast Guard District or a designated representative. Foreign-flagged vessels are encouraged to remain outside the safety zone. This action is necessary to protect vessels and waterway users from the potential hazards created by launch of the Terran 1 rocket, flying over the U.S. Exclusive Economic Zone (EEZ).
Safety Zone; Fireworks Displays Within the Fifth Coast Guard District
The Coast Guard will enforce a safety zone for a fireworks display at The Wharf DC on April 1, 2023, to provide for the safety of life on navigable waterways during this event. Our regulation for Fireworks Displays within the Fifth Coast Guard District identifies the safety zone for this event in Washington, DC. During the enforcement period, vessels may not enter, remain in, or transit through the safety zone unless authorized to do so by the COTP or his representative, and vessels in the vicinity must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
Special Local Regulation; Horsepower on the Hudson, Hudson River, Castleton-on-Hudson, NY
The Coast Guard proposes establishing a special local regulation on certain waters of the Hudson River near Castleton-on- Hudson, NY, in support of the Horsepower on the Hudson event, reoccurring annually one day in August. This action is necessary to ensure the safety of participants, participant vessels, spectators, and mariners transiting the area from the dangers associated with vessels operating at high speeds during the Horsepower on the Hudson event. This proposed rulemaking would allow the Coast Guard to enforce vessel movements within two regulated areas in a portion of the Hudson River near Castleton-on-Hudson, NY. Update to Electrical Engineering Regulations
The Coast Guard is updating electrical engineering standards that are incorporated by reference and adding acceptable alternative standards. This rule also eliminates several outdated or unnecessarily prescriptive electrical engineering regulations. This regulatory action is consistent with the standards currently used by industry and supports the Coast Guard's maritime safety mission.
Safety Zone; Southern California Annual Firework Events for the San Diego Captain of the Port Zone
The Coast Guard will enforce the safety zones for the Big Bay Boom Fourth of July Fireworks on the waters of San Diego Bay, CA on Tuesday, July 4, 2023. The safety zones are necessary to provide for the safety of the participants, spectators, official vessels of the event, and general users of the waterway. Our regulation for the Southern California Annual Firework Events for the San Diego Captain of the Port Zone identifies the regulated areas for this event. During the enforcement period, spectators may not anchor, block, loiter in, or impede the transit of official patrol vessels in the regulated areas without the approval of the Captain of the Port, or his designated representative.
Anchorage Regulations; Special Anchorages Areas Within the First Coast Guard District
The First Coast Guard District is removing notes from its special anchorage area regulations and removing language from the text of four of these regulations because those provisions are inconsistent with simply designating the location of a special anchorage area. These existing notes and regulatory text provisions, which contain obsolete and duplicative language, will be replaced with a note in a new section we are adding that will apply to all special anchorage area regulations in the First Coast Guard District. The note will advise interested persons that state and local regulations may apply and that they should contact other authorities, such as the local harbormaster, to ensure compliance with any such applicable regulations. These changes are primarily editorial in nature and are intended to clarify and update First Coast Guard District special anchorage area regulations. This rule will not create, remove, or change any previously established special anchorage areas in the First Coast Guard District.
Safety Zone, Point Mugu Airshow, Naval Base Ventura County, California
The U.S. Coast Guard is establishing a safety zone over the waters near Naval Base Ventura County, Point Mugu, CA, in support of the Point Mugu Airshow. This action is necessary to provide for the safety of life on these navigable waters in the area near the air demonstrations and to provide an emergency landing area for the event. This regulation prohibits vessels from entering into, transiting through, or remaining within the designated area unless specifically authorized by the Captain of the Port, Sector Los Angeles-Long Beach (COTP), or a designated representative.
Safety Zone; South Fork Wind Farm Project Area, Outer Continental Shelf, Lease OCS-A 0517, Offshore Rhode Island, Atlantic Ocean; Corrections
On March 6, 2023, the Coast Guard published a notice of proposed rulemaking (NPRM) to establish 13 temporary 500-meter safety zones in the South Fork Wind Farm project area. That proposed rule contained four labeling plot location errors and one error of the coordinates describing a labeling plot location. This document corrects those errors in the NPRM.
Regulated Navigation Area; Hampton Roads, VA
The Coast Guard is proposing to amend the Chesapeake Bay entrance and Hampton Roads, VA and adjacent watersRegulated Navigation Area. Officially codified in 2003, the need for this review and update of the Regulated Navigation Area has been prompted by changes in the organizational structure, responsibilities, and shipboard requirements over the last 20 years. The Coast Guard is proposing to remove outdated or redundant language and requirements, including those related to port security. This action will provide administrative changes and amend vessel reporting requirements operating within the Regulated Navigation Area during Maritime Security Level 1. In accordance with Coast Guard regulations, Enterprise Products has submitted a Letter of Intent and Preliminary Waterway Suitability Assessment to the Coast Guard Captain of the Port, Port Arthur, TX (COTP) regarding the company's plans to handle and transport Liquefied Hazardous Gas (LHG) at the Enterprise Products East docks located in Orange, TX. The Coast Guard is notifying the public of this proposed increase in LHG marine traffic on the Sabine-Neches Waterway and is soliciting comments relevant to the Coast Guard's preparation of a Letter of Recommendation (LOR) for issue to the Federal, State or local agency with jurisdiction over the proposed facility.

The Coast Guard is proposing to establish 13 temporary 500- meter safety zones around the construction of 12 wind turbine generators (WTGs) and one offshore substation (OSS) located in the South Fork Wind Farm (SFWF) project area within federal waters on the Outer Continental Shelf (OCS), specifically in the Bureau of Ocean Energy Management (BOEM) Renewable Energy Lease Area OCS-A 0517, approximately 16 nautical miles (NM) southeast of Block Island, Rhode Island, and 30 NM east of Montauk Point, New York. This action is necessary to provide for the safety of life, property, and the environment during the planned construction of each facility's monopile type foundation and subsequent installation of the WTGs turbines and OSS platform from May 1, 2023, to December 31, 2023. When enforced, only attending vessels and those vessels specifically authorized by the First Coast Guard District Commander, or a designated representative, are permitted to enter or remain in the safety zones. Safety Zones in Reentry Sites; Panama City, Pensacola, and Tallahassee, Florida
The Coast Guard is establishing three temporary safety zones for the safe splashdown and recovery of reentry vehicles launched by Space Exploration Technologies Corporation (SpaceX) in support of National Aeronautics and Space Administration (NASA) missions. The temporary safety zones are located within the Coast Guard Sector Mobile area of responsibility (AOR) offshore of Panama City, Pensacola, and Tallahassee, Florida. This rule prohibits U.S.-flagged vessels from entering any of the temporary safety zones unless authorized by the Commanding Officer of Coast Guard Sector Mobile or a designated representative. Foreign-flagged vessels are encouraged to remain outside the safety zones. This action is necessary to protect vessels and waterway users from the potential hazards created by reentry vehicle splashdowns and recovery operations in the U.S. Exclusive Economic Zone (EEZ). It is also necessary to ensure the safe recovery of reentry vehicles, and any personnel involved in reentry services, after the splashdown. We received no public comments.
Safety Zone; Ocean Rainforest Aquaculture, Santa Barbara, CA, Second Safety Zone
The U.S. Coast Guard is establishing a temporary safety zone for the navigable waters, approximately 5 miles offshore of Santa Barbara, California. This safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by ongoing aquaculture gear deployment and installation. Entry of persons or vessels into this safety zone is prohibited unless specifically authorized by the Captain of the Port Sector Los AngelesLong Beach (COTP), or their designated representative. The Coast Guard recently issued a safety zone for this area, but additional time is needed to complete the installation.
Safety Zones; Annual Events in the Captain of the Port Buffalo Zone
The Coast Guard will enforce the safety zone for the annual Parade of Lights event in the Captain of the Port of Buffalo zone. Enforcement of this safety zone is necessary to protect the safety of life and property on the navigable waters immediately prior to, during, and immediately after this event. During the enforcement period, no person or vessel may enter the respective safety zone without permission from the Captain of the Port Buffalo or a designated representative.
Safety Zone; Aransas Bay, Corpus Christi, TX
The Coast Guard is establishing a temporary safety zone for certain navigable waters in the Aransas Bay. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a firework display launched from a barge in the Aransas Bay, Corpus Christi, Texas. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Corpus Christi or a designated representative.
