publication and availability of the
COMDTINST 16630.3B. This
COMDTINST includes information on
the use of communications, surveillance
equipment and Captain of the Port or
VTS specific regulatory authority. We
have posted a copy of the COMDTINST
16630.3B in the docket where indicated
under the ADDRESSES section.
Section 70001 of Title 46, United
States Code, delegated to the Coast
Guard in Department of Homeland
Security Delegation No. 00170, Revision
No. 01.3, requires the Coast Guard to
establish a national policy which is
inclusive of local variances and publish
such policy in the Federal Register.
This Federal Register notice is intended
to meet this requirement.
This notice is issued under authority
of 46 U.S.C. 70001.

ACTION:
The National Navigation
Safety Advisory Committee (Committee)
will conduct a series of meetings over 2
days in Portsmouth, Virginia to discuss
matters relating to maritime collisions,
rammings, and groundings; Inland Rules
of the Road; International Rules of the
Road; navigation regulations and
equipment; routing measures; marine
information; and aids to navigation
systems. All meetings will be open to
the public.
SUMMARY:
DATES:
Meetings: The Committee will hold
meetings on Tuesday, March 28, and
Wednesday, March 29, 2023, from 8
a.m. to 5:30 p.m. Eastern Daylight Time
(EDT). Please note these meetings may
adjourn early if the Committee has
completed its business.
Comments and supporting
documents: To ensure your comments
are reviewed by Committee members
before the meetings, submit your written
comments no later than March 14, 2023.
The meetings will be held at
the Renaissance Portsmouth-Norfolk
Waterfront hotel located at 425 Water

Charts and Navigational Equipment
Carriage Requirements.
(b) Task Statement 23–01: Review of
NVIC 01–19 (CH 1) which incorporated
recommendations provided by

Offshore Renewable Energy Installations
(c) Task Statement 23–02: Defining
the term ‘‘prudent mariner’’ referenced
in the Rules of the Road, on nautical
charts and in navigation publications.

Recommendation to clarify the term
‘‘crosses a navigational channel’’ as
used in Rules of the Road, Rule 27.
