Civil Monetary Penalty Adjustments for Inflation

In this final rule, the Department of Homeland Security (DHS) is making the 2020 annual inflation adjustment to its civil monetary penalties. The Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (2015 Act) was signed into law on November 2, 2015. Pursuant to the 2015 Act, all agencies must adjust civil monetary penalties annually and publish the adjustment in the Federal Register. Accordingly, this final rule adjusts DHS's civil monetary penalties for 2020 pursuant to the 2015 Act and OMB guidance. The new penalties will be effective for penalties assessed after June 17, 2020 whose associated violations occurred after November 2, 2015.

The Department of Justice and the Department of Homeland Security (collectively, ``the Departments'') propose to amend the regulations governing credible fear determinations so that individuals found to have such a fear will have their claims for asylum, withholding of removal under section 241(b)(3) of the Immigration and Nationality Act (``INA'' or ``the Act'') (``statutory withholding of removal''), or protection under the regulations issued pursuant to the legislation implementing the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (``CAT''), adjudicated by an immigration judge within the Executive Office for Immigration Review (``EOIR'') in streamlined proceedings (rather than in proceedings under section 240 of the Act), and to specify what standard of review applies in such streamlined proceedings. The Departments further propose changes to the regulations regarding asylum, statutory withholding of removal, and withholding and deferral of removal under the CAT regulations. The Departments also propose amendments related to the standards for adjudication of applications for asylum and statutory withholding.

This advisory group monitors the activities of terminal facilities and crude oil tankers under the Cook Inlet program established by the statute. The Coast Guard may certify an alternative voluntary advisory group in lieu of the CIRCAC. The current certification for the CIRCAC will expire August 31, 2020.

The Department of Homeland Security (DHS), Science and Technology Directorate (S&T) seeks to submit the following Information Collection Request (ICR) to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995. The survey of Understanding Public Perception and Acceptance of First Responders Use of Unmanned Aircraft Systems (UAS) is the application of unmanned aircraft systems (UAS) to firefighting, law enforcement, and emergency medical missions. First responder organizations have used UAS to search for lost children, identify high risk areas in burning structures, facilitate relief operations following hurricanes, reduce risk and exposure for law enforcement officers in active-shooter events, and many other use cases. The primary purpose of this survey is to understand the public perception of and identify concerns with current and potential uses of UAS technology by first responders. The survey will ask respondents to report their demographic characteristics, their knowledge of unmanned aircraft systems (UAS), their knowledge of the use of UAS by first responders, their overall trust in the use of new technologies by the government and first responders, their general attitudes about such use, and their opinions about the use of drones by first responders for specific applications like search-and-rescue. The survey will also ask respondents to evaluate the effectiveness of different test messages that we have created to deliver information to the public about first responder drone applications.

This action is necessary to provide for the safety of life on these navigable waters near the National Mall and Memorial Parks at Washington, DC, on July 4, 2020, (with alternate date of July 5, 2020) during a fireworks display to commemorate the July 4th holiday. This proposed rulemaking would prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Maryland-National Capital Region or a designated representative. Modernization of the Customs Brokers Regulations

This document proposes to amend the U.S. Customs and Border Protection (CBP) regulations by modernizing the customs brokers regulations to coincide with the development of CBP trade initiatives including, the Automated Commercial Environment (ACE) and the Centers of Excellence and Expertise (Centers). Specifically, CBP proposes to transition all brokers to national permits and to eliminate broker districts and district permits. CBP is also proposing, among other changes, to update the responsible supervision and control oversight framework, ensure that customs business is conducted within the United States, and require that the customs broker have direct communication with the importer. Additionally, CBP proposes to raise the broker license application fees to recover some of the costs associated with reviewing the customs broker license application and conducting the necessary vetting for individuals and business entities (i.e., corporations, partnerships, and associations). The Department of the Treasury retains authority over CBP regulations relating to customs revenue in accordance with the Homeland Security Act of 2002. Accordingly, CBP is publishing a concurrent notice of proposed rulemaking to eliminate all references to customs broker district permit fees (See ``Removal of References to Customs Broker District Permit Fee'' RIN 1515-AE43).
