Faith-Based Security Advisory Council; Request for Applicants for Appointment
The Office of Partnership and Engagement is requesting individuals who are interested in serving on the Faith-Based Security Advisory Council (FBSAC) to apply for appointments as identified in this notice. Pursuant to the Secretary's authority within the Homeland Security Act, this agency-led committee will be established and will operate under the provisions of the Federal Advisory Committee Act.
Agency Information Collection Activities: Submission for OMB Review; Comment Request; FEMA Inspection and Claims Form

National Merchant Marine Personnel Advisory Committee; Vacancy
The Coast Guard is re-soliciting applications from persons interested in membership on the National Merchant Marine Personnel Advisory Committee (Committee). This recently established Committee will advise the Secretary of the Department of Homeland Security on matters relating to personnel in the United States merchant marine, including the training, qualifications, certification, documentation, and fitness of mariners. Please read the notice for description of Committee positions we are seeking to fill.
Changes in Flood Hazard Determinations
This notice lists communities where the addition or modification of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area (SFHA) boundaries or zone designations, or the regulatory floodway (hereinafter referred to as flood hazard determinations), as shown on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports, prepared by the Federal Emergency Management Agency (FEMA) for each community, is appropriate because of new scientific or technical data. The FIRM, and where applicable, portions of the FIS report, have been revised to reflect these flood hazard determinations through issuance of a Letter of Map Revision (LOMR), in accordance with Federal Regulations. The LOMR will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents of those buildings. For rating purposes, the currently effective community number is shown in the table below and must be used for all new policies and renewals.

Changes in Flood Hazard Determinations
On July 10, 2020, FEMA published in the Federal Register a changes in flood hazard determination notice that contained an erroneous table. This notice provides corrections to that table to be used in lieu of the information published. The table provided here represents the changes in flood hazard determinations and communities affected for Mobile County, Alabama.
Proposed Flood Hazard Determinations
Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports for the communities listed in the table below. The purpose of this notice is to seek general information and comment regarding the preliminary FIRM, and where applicable, the FIS report that the Federal Emergency Management Agency (FEMA) has provided to the affected communities. The FIRM and FIS report are the basis of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). In addition, the FIRM and FIS report, once effective, will be used by insurance agents and others to calculate appropriate flood insurance premium rates for new buildings and the contents of those buildings.
Notice To Extend Exemption From Renewal of the Hazardous Materials Endorsement Security Threat Assessment for Certain Individuals
TSA is extending for 90 days the exemption from Renewal of the Hazardous Materials Endorsement Security Threat Assessment for Certain Individuals that TSA published on April 8, 2020, which was scheduled to expire on July 31, 2020. Under this exemption, states may extend the expiration date of hazardous materials endorsements (HMEs) that expire on or after March 1, 2020, for 180 days, due to restrictions and business closures in place in response to the COVID-19 pandemic. If a state grants an extension, the individual with an expired HME must initiate the process of renewing his or her security threat assessment (STA) for the HME no later than 60 days before the end of the state- granted extension. State licensing agencies and related associations report ongoing difficulties in timely renewal of expiring HMEs and asked TSA to consider extending the exemption for 90 days. TSA has determined it is in the public interest to extend the exemption for 90 days. TSA may extend this exemption at a future date depending on the status of the COVID-19 crisis.
Privacy Act of 1974: Implementation of Exemptions; Department of Homeland Security/ALL-045 Statistical Immigration Data Production and Reporting System of Records
The Department of Homeland Security is issuing a final rule to amend its regulations to exempt portions of a newly established system of records titled, ``Department of Homeland Security/ALL-045 Statistical Immigration Data Production and Reporting System of Records'' from certain provisions of the Privacy Act. Specifically, the Department exempts portions of the ``Department of Homeland Security/ ALL-045 Statistical Immigration Data Production and Reporting System of Records'' from one or more provisions of the Privacy Act because of criminal, civil, and administrative enforcement requirements.
Procedures and Standards for Declining Surety Immigration Bonds and Administrative Appeal Requirement for Breaches
The U.S. Department of Homeland Security (DHS) is promulgating two changes that apply to surety companies certified by the Department of the Treasury, Bureau of the Fiscal Service (Treasury), to underwrite bonds on behalf of the Federal Government. First, this final rule requires Treasury-certified sureties seeking to overturn a surety immigration bond breach determination to exhaust administrative remedies by filing an administrative appeal raising all legal and factual defenses. This requirement to exhaust administrative remedies and present all issues to the administrative tribunal will allow Federal district courts to review a written decision addressing all of the surety's defenses, thereby streamlining litigation over the breach determination's validity. Second, this rule sets forth ``for cause'' standards and due process protections so that U.S. Immigration and Customs Enforcement (ICE), a component of DHS, may decline bonds from companies that do not cure their deficient performance. Treasury administers the Federal corporate surety bond program and, in its regulations, allows agencies to prescribe in their regulations for cause standards and procedures for declining to accept bonds from a Treasury-certified surety company. ICE adopts the for cause standards contained in this rule because certain surety companies have failed to pay amounts due on administratively final bond breach determinations or have had in the past unacceptably high breach rates.
Privacy Act of 1974; System of Records
In accordance with the Privacy Act of 1974, the Department of Homeland Security (DHS) proposes to establish a new DHS system of records titled, ``Department of Homeland Security/ALL-047 Records Related to DHS Personnel, Long-Term Trainees, Contractors, and Visitors During a Declared Public Health Emergency System of Records.'' This system of records describes DHS's collection, use, and maintenance of records on individuals associated with DHS and its facilities during a declared public health emergency. This newly established system will be included in DHS's inventory of record systems.
COBRA Fees To Be Adjusted for Inflation in Fiscal Year 2021

Homeland Security Advisory Council; Meeting
The Homeland Security Advisory Council (HSAC or Council) will meet in person on Tuesday, August 18, 2020. The meeting will be partially closed to the public and have both an open session and a closed session. Due to the National Emergency concerning the Novel Coronavirus Disease (COVID-19) pandemic members of the public will join the public session by teleconference.
Security Zone; North Atlantic Ocean, Approaches to Ocean City, MD
The Coast Guard is establishing a temporary security zone encompassing certain waters of the North Atlantic Ocean. The security zone is necessary to prevent waterside threats before, during, and after National Geospatial-Intelligence Agency equipment testing conducted offshore near Ocean City, MD. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Maryland-National Capital Region or his designated representative.
Emergency Safety Zone; Lower Mississippi River, Helena, AR
The Coast Guard is establishing a safety zone for emergency purposes for all waters of the Lower Mississippi River (LMR), extending from mile 660.0 to mile 663.0. This emergency safety zone is needed to protect persons, property, and infrastructure from the potential safety hazards associated with the diving and salvage effort of a sunken barge at Mississippi River Mile Marker (MM) 661.0, in the vicinity of the Helena Highway Bridge, Helena, Arkansas. Deviation from the safety zone is prohibited unless specifically authorized by the Captain of the Port Lower Mississippi River or a designated representative.
Safety Zone; Fireworks Display; Fox River, Green Bay, WI
The Coast Guard is establishing a temporary safety zone for navigable waters of the Fox River in Green Bay, WI. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards from a fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port (COTP) Lake Michigan.

Drawbridge Operation Regulation; Lacombe Bayou, LA
The Coast Guard is changing the operating schedule that governs the Tammany Trace swing bridge across Lacombe Bayou, mile 5.2, at Lacombe, St. Tammany Parish, Louisiana. This bridge will open on signal if at least two hours notice is given. This rule is being changed because there are infrequent requests to open the bridge. This change allows St. Tammany Parish to open the bridge when needed by Tammany Trace park officials.
Safety Zone; Northern Atlantic Ocean, Nahant, MA
The Coast Guard is establishing a temporary safety zone for navigable waters within a 100-yard radius of the DREDGE 200 salvage vessels and machinery located in the Northern Atlantic Ocean approximately 2 miles southeast of Nahant, Massachusetts. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by salvage operations. This temporary safety zone is necessary to protect mariners and vessels from the navigational hazards associated with a fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Buffalo or a designated representative.
Technical Amendment to List of User Fee Airports: Addition of Four Airports
This document amends U.S. Customs and Border Protection (CBP) regulations by revising the list of user fee airports to reflect the designation of user fee status for four additional airports: New York Stewart International Airport in New Windsor, New York; Lakeland Linder International Airport in Lakeland, Florida; Boca Raton Airport in Boca Raton, Florida; and Ontario International Airport in Ontario, California. User fee airports are those airports which, while not qualifying for designation as international or landing rights airports, have been approved by the Commissioner of CBP to receive, for a fee, the customs services of CBP officers for the processing of aircraft entering the United States, and the passengers and cargo of those aircraft.
Drawbridge Operation Regulation; Middle River, Near Discovery Bay, CA
The Coast Guard proposes to change the operating schedule that governs the Woodward Island Bridge across Middle River, mile 11.8, near Discovery Bay, CA. The proposed operating schedule change will require the removable span to open for vessels engaged in emergency levee repairs. We invite your comments on this proposed rulemaking.

The Coast Guard will enforce Special Local Regulations for the Olympia Harbor Days Tug Boat Races, Budd, Inlet, WA, from 11 a.m. until 4 p.m. on September 6, 2020. This action is necessary to limit vessel movement within the specified race area immediately prior to, during, and immediately after racing activity in order to ensure the safety of participants, spectators, and the maritime public. Entry into, transit through, mooring, or anchoring within the specified race area is prohibited unless authorized by the Captain of the Port Puget Sound or Designated Representatives.

The Coast Guard will enforce safety zones surrounding vessels involved in Coast Guard training exercises in Hood Canal, WA, from August 17, 2020, through August 21, 2020. This enforcement is necessary to ensure the safety of the maritime public and vessels near training exercises. During the enforcement period, entry into the safety zones is prohibited, unless authorized by the Captain of the Port or her Designated Representative.

The Coast Guard is establishing a temporary safety zone for navigable waters within a 100-yard radius of the West Seattle Freeway Bridge Light List Number 16870.2. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by inspection and repair work on the West Seattle Bridge. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Puget Sound.
