Reauthorization of Permits, Maintenance, and Vegetation Management on Western Area Power Administration Transmission Lines on National Forest System Lands, Colorado, Nebraska, and Utah (DOE/EIS-0442)
The Western Area Power Administration (WAPA) has determined that it will implement the proposed action, or Project, as described in the Reauthorization of Maintenance and Vegetation Management on Western Area Power Administration Transmission Lines on Forest Service Lands, Colorado, Nebraska, and Utah final environmental impact statement (Final EIS) (DOE/EIS-0442). The proposed action includes changing WAPA's vegetation management and facility maintenance practices in some rights-of-way (ROWs) along approximately 273 miles of electrical transmission lines on National Forest System (NFS) lands in Colorado, Nebraska, and Utah. The U.S. Forest Service (USFS) was a joint lead agency on the EIS and proposes to authorize the changes through new Special Use Permits (SUPs) and Operations and Maintenance (O&M) Plans. This Record of Decision (ROD) was prepared in accordance with the requirements of the National Environmental Policy Act (NEPA), Council on Environmental Quality (CEQ) regulations for implementing NEPA, and U.S. Department of Energy (DOE) NEPA regulations.
Wildfire Risk Reduction, Reliability, and Asset Protection (WRAP) Project, Trinity County, California (DOE/EIS-0548)
The Western Area Power Administration (WAPA) and Trinity Public Utility District (Trinity PUD) are proposing a proactive Wildfire Risk Reduction, Reliability, and Asset Protection (WRAP) Project to reduce fire risk to the surrounding communities and public lands, as well as to increase electric reliability to maintain critical services in local communities. WAPA and Trinity PUD will prepare a joint Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) in accordance with the National Environmental Policy Act of 1969 (NEPA), U.S. Department of Energy (DOE) NEPA Implementing Procedures, Council on Environmental Quality (CEQ) regulations for implementing NEPA, and the California Environmental Quality Act (CEQA) as codified in California's Public Resource Code, and the Guidelines for Implementation of the California Quality Act (CEQA Guidelines) in Title 14 of the California Code of Regulations. Portions of the proposed action may affect floodplains or wetlands, so this Notice of Intent (NOI) also serves as a notice of proposed floodplain or wetlands action in accordance with DOE floodplain and wetlands review requirements.
Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of Western Area Power Administration's (WAPA) Applicant Profile Data (APD), OMB Control Number 1910-5136. The proposed collection is necessary for the proper performance of WAPA's functions. WAPA markets a limited amount of Federal hydropower. Due to the high demand for WAPA's power, WAPA needs the ability to collect information under the information collection request in order to evaluate who may receive an allocation of Federal power pursuant to specific marketing plans. This APD public process only determines the information WAPA will collect in its information collection request. The actual allocation of Federal power will be conducted through a separate marketing plan process outside the scope of this APD process.

Western Area Power Administration (WAPA) is proposing an adjustment to the base charge and rates for fiscal year (FY) 2021 Boulder Canyon Project (BCP) electric service under Rate Schedule BCP- F10. The proposal would reduce the base charge 1.2 percent from $66.4 million in FY 2020 to $65.6 million for FY 2021. The reduction is primarily the result of an increase in prior year carryover funds and non-power revenue projections for the Hoover Dam visitor center. The proposed base charge and rates would go into effect on October 1, 2020, and remain in effect through September 30, 2021.
