Loveland Area Projects-Western Area Colorado Missouri Balancing Authority-Rate Order No. WAPA-155
The Western Area Power Administration (Western) is proposing to update its Loveland Area Projects (LAP) Transmission and Western Area Colorado Missouri (WACM) Balancing Authority Ancillary Services formula rates. Current formula rates, under Rate Schedules L-FPT1, L- NFPT1, L-NT1, L-AS1, L-AS2, L-AS3, L-AS4, L-AS5, L-AS6 and L-AS7, have been extended and will expire on February 28, 2013. Pursuant to Western's revised Open Access Transmission Tariff (OATT), which was effective December 1, 2009, Western is also proposing new formula rates for Generator Imbalance Service and Unreserved Use Penalties. Western has prepared a brochure that provides detailed information on the proposed formula rates to all interested parties. If adopted, the proposed formula rates, under Rate Schedules L-FPT1, L-NFPT1, L-NT1, L- AS1, L-AS2, L-AS3, L-AS4, L-AS5, L-AS6, L-AS7, L-AS9 and L-AS10, would be in effect from October 1, 2011, through September 30, 2016, or until superseded. Publication of this Federal Register notice begins the formal process for consideration of the proposed formula rates.
Interconnection of the Proposed Hyde County Wind Energy Center Project (DOE/EIS-0461), and Proposed Crowned Ridge Wind Energy Center Project (DOE/EIS-0462)
Western Area Power Administration (Western) published separate Notices of Intent to prepare environmental impact statements (EISs) for the Hyde County Wind Energy Center Project and the Crowned Ridge Wind Energy Center Project in the Federal Register on November 30, 2010. Both Notices of Intent specified a 45-day public scoping period, which would end on January 14, 2011. Western received a request for an extension of the public scoping period deadline to January 30, 2010, due to the holidays. Western is granting that request, and by this notice and local advertising is extending the formal scoping period to midnight Monday, January 31, 2011.
Loveland Area Projects/Western Area Colorado Missouri Balancing Authority-Rate Order No. WAPA-154
This action is being taken to temporarily extend the existing Loveland Area Projects (LAP) Transmission and Western Area Colorado Missouri Balancing Authority (WACM) Ancillary Services Formula Rates through February 28, 2013. The existing transmission and ancillary services formula rates will expire February 28, 2011, with the exception of the Regulation and Frequency Response Service formula rate which expires May 31, 2011.
Central Arizona Project-Rate Order No. WAPA-153
This action is to extend the existing Central Arizona Project (CAP) formula rates through December 31, 2012. The existing Transmission Service Formula Rate Schedules CAP-FT2, CAP-NFT2, and CAP- NITS2 expire on December 31, 2010. These Transmission Service Rate Schedules contain formula rates that are recalculated from annual updated financial and load data.
Notice of Intent To Prepare an Environmental Impact Statement for the TransWest Express 600 kV Direct Current Transmission Project in Wyoming, Colorado, Utah, and Nevada (DOE/EIS-0450), and Notice of Potential for Land Use Plan Amendments
The Bureau of Land Management (BLM) Wyoming State Office, Cheyenne, Wyoming, intends to prepare an Environmental Impact Statement (EIS) analyzing the impacts of a right-of-way (ROW) application for the TransWest Express 600-kilovolt (kV) Direct Current Transmission Project (Project) and potential land use plan amendments. The Western Area Power Administration (Western) is a joint lead agency with the BLM for the EIS preparation. Western is a power-marketing agency within the Department of Energy (DOE) and is proposing to jointly own the Project with TransWest Express, LLC. TransWest Express, LLC is a wholly-owned subsidiary of the Anschutz Corporation. The EIS will be prepared in accordance with the National Environmental Policy Act of 1969, as amended (NEPA).
The Central Valley Project, the California-Oregon Transmission Project, the Pacific Alternating Current Intertie, and Path 15 Transmission-Rate Order No. WAPA-156
The Western Area Power Administration (Western) is proposing new and revised formula rates and information for the following: Western power, the Central Valley Project (CVP) transmission, the California-Oregon Transmission Project (COTP) transmission, the Pacific Alternating Current Intertie (PACI) transmission, ancillary services, custom product power, and information on Path 15 transmission upgrade. In addition to these existing rates for services, Western also is proposing to implement two new rates and services: Unreserved Use Penalties and Generator Imbalance Services (GI). Western is not proposing any changes to its existing formula rate methodologies. The proposed rates will provide sufficient revenue to pay all annual costs including interest expense, investments, and aid to irrigation within the allowable time periods. Western's rate brochure providing detailed information on the proposed formula rates will be available January 11, 2011, to all interested parties upon request. The current rates for existing services expire on September 30, 2011.\1\ If approved, the proposed rates would become effective on October 1, 2011, and remain in effect through September 30, 2016, or until superseded by another rate schedule. Publication of this Federal Register notice begins the formal process for the proposed rate adjustments.
