Energy Conservation Program: Energy Conservation Standards for Miscellaneous Refrigeration Products
The U.S. Department of Energy ("DOE") published a direct final rule to establish new energy conservation standards for miscellaneous refrigeration products in the Federal Register on May 7, 2024. DOE has determined that the comments received in response to the direct final rule are not adverse and, thus, do not provide a reasonable basis for withdrawing the direct final rule. Therefore, DOE provides this document confirming the effective and compliance dates of those standards. This document also corrects an error in the amended regulatory text as it appeared in the direct final rule published on May 7, 2024.
Energy Conservation Program: Energy Conservation Standards for Air-Cooled Commercial Package Air Conditioners and Heat Pumps
The U.S. Department of Energy ("DOE") published a direct final rule to establish amended energy conservation standards for air- cooled commercial package air conditioners and heat pumps with a rated cooling capacity greater than or equal to 65,000 Btu/h in the Federal Register on May 20, 2024. DOE has determined that the comments received in response to the direct final rule do not provide a reasonable basis for withdrawing the direct final rule. Therefore, DOE provides this document confirming the effective and compliance dates of those standards.
Request for Information To Release a Solicitation for Certification and Allocation of Credits Under the Civil Nuclear Credit Program
The U.S. Department of Energy (DOE or the Department) is issuing this RFI to request information from interested parties of DOE's intent to release a solicitation for applications, and to seek advance notice of an intent to submit applications in the form of a Letter of Interest (LOI), from nuclear reactor owners or operators for certification and allocation of credits under the Civil Nuclear Credit (CNC) Program to support nuclear reactors at risk of ceasing operations due to economic factors. In the Infrastructure Investment and Jobs Act, Congress directed the Secretary of Energy (Secretary) to establish a CNC Program to evaluate and certify nuclear reactors that are projected to cease operations due to economic factors and to allocate credits to selected certified nuclear reactors via a sealed bid process.
Critical Infrastructure Protection Reliability Standard CIP-015-1-Cyber Security-Internal Network Security Monitoring
The Federal Energy Regulatory Commission (Commission) proposes to approve proposed Reliability Standard CIP-015-1 (Cyber Security Internal Network Security Monitoring), which the North American Electric Reliability Corporation (NERC), submitted in response to a Commission directive. In addition, the Commission proposes to direct that NERC develop certain modifications to proposed Reliability Standard CIP-015-1 to extend internal network security monitoring to include electronic access control or monitoring systems and physical access control systems outside of the electronic security perimeter.

Golden Pass LNG Terminal LLC; Request for Extension of Commencement Deadline
The Office of Fossil Energy and Carbon Management (FECM) of the Department of Energy (DOE), formerly the Office of Fossil Energy (FE), gives notice (Notice) of receipt of a request (Request) filed by Golden Pass LNG Terminal LLC (GPLNG or Golden Pass LNG) on August 28, 2024. GPLNG requests an extension of the deadline in its current authorization to export domestically produced liquefied natural gas (LNG) to non-free trade agreement countries, set forth in DOE/FE Order No. 3978, as amended, to allow GPLNG to commence commercial export operations from the proposed GPLNG Export Terminal by March 31, 2027. This modification would extend GPLNG's existing commencement deadline by eighteen months. GPLNG filed the Request under the Natural Gas Act (NGA) and pursuant to DOE's Policy Statement on Export Commencement Deadlines in Authorizations to Export Natural Gas to Non-Free Trade Agreement Countries (Commencement Extension Policy). Protests, motions to intervene, notices of intervention, and written comments are invited.
Commission Information Collection Activities (FERC-588) Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995 (PRA), the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-588, Emergency Natural Gas Transportation, Sale, and Exchange Transactions (OMB Control Number 1902-0144). The 60- day notice comment period ended on September 18, 2024, and no comments were received.
Privacy Act of 1974; System of Records
As required by the Privacy Act of 1974 and the Office of Management and Budget (OMB) Circulars A-108 and A-130, the Department of Energy (DOE or the Department) is publishing notice of a new Privacy Act system of records. DOE proposes to establish System of Records DOE- 47 Reasonable Accommodation Requests Records. The purpose of this system of records is to assemble under a single, focused system the Department's collection and treatment of information concerning records on employees and applicants for employment who seek and receive medical and non-medical reasonable accommodations.
Gato Negro Permitium Dos, S.A.P.I. de C.V.; Application for Long-Term Authorization To Re-Export U.S.-Sourced Natural Gas in the Form of Liquefied Natural Gas From Mexico to Non-Free Trade Agreement Countries
The Office of Fossil Energy and Carbon Management (FECM) of the Department of Energy (DOE) gives notice (Notice) of receipt of an application (Application), filed on August 21, 2024, by Gato Negro Permitium Dos, S.A.P.I. de C.V. (Gato Dos). As relevant here, Gato Dos requests long-term authorization to re-export U.S.-sourced natural gas in the form of liquefied natural gas (LNG) to non-free trade agreement countries in a volume equivalent to 0.556 billion cubic feet per day (Bcf/d). Gato Dos seeks to re-export this LNG by vessel from the Gato Negro Manzanillo LNG Plant (Manzanillo Plant), under development in the State of Colima, Mexico. Gato Dos filed the Application under the Natural Gas Act (NGA).

The Commission will submit this request for comment to the Office of Management and Budget (OMB) for review. No comments were received on the 60-day notice.
Privacy Act of 1974; System of Records
As required by the Privacy Act of 1974 and the Office of Management and Budget (OMB) Circulars A-108 and A-130, the Department of Energy (DOE or the Department) is publishing notice of a modification to an existing Privacy Act system of records. DOE proposes to amend System of Records DOE-10 Energy Employees Occupational Illness Compensation Program Act Files. This System of Records Notice (SORN) is being modified to align with new formatting requirements, published by OMB, and to ensure appropriate Privacy Act coverage of business processes and Privacy Act information. This notice also incorporates into the "Routine Uses" section changes required by amendments to The Energy Employees Occupational Illness Compensation Program Act (EEOICPA). While there are no substantive changes to the "Categories of Individuals" or "Categories of Records" sections covered by this SORN, substantive changes have been made to the "System Locations," "Routine Uses," and "Administrative, Technical and Physical Safeguards" sections to provide greater transparency. Changes to "Routine Uses" include new provisions related to responding to breaches of information held under a Privacy Act SORN as required by OMB's Memorandum M-17-12, "Preparing for and Responding to a Breach of Personally Identifiable Information" (January 3, 2017). Changes to routine uses pertaining to EEOICPA have been modified to remove two categories of obsolete users due to the 2004 amendments that repealed the use of physician panels. Three routine uses have been consolidated into one to reduce redundancy. Language throughout the SORN has been updated to align with applicable Federal privacy laws, policies, procedures, and best practices.
Agency Information Collection Revision; Correction
The Department of Energy (DOE) published in the Federal Register on August 12, 2024, a notice of a Proposed Agency Information Collection Revision. DOE's Office of the Associate General Counsel for Contactor Human Resources had submitted to the Office of Management and Budget (OMB) for clearance, a proposal for a three-year extension, with changes, of a collection of information under the provisions of the Paperwork Reduction Act of 1995. This document makes a correction to that notice (a miscalculation of the burden hours).
Privacy Act of 1974; System of Records
As required by the Privacy Act of 1974 and the Office of Management and Budget (OMB) Circulars A-108 and A-130, the Department of Energy (DOE or the Department) is publishing notice of a newly established Privacy Act system of records. DOE proposes to establish System of Records DOE-42 Nondiscrimination in Federally Assisted Programs Files. This System contains information on individuals who engage with entities that may receive Federal financial assistance (FFA) from the Department. The information is necessary to ensure the programs and activities of entities that receive FFA comply with Federal civil rights laws prohibiting discrimination against any individual on the basis of race, color, national origin, sex, disability, or age. The information is used by the DOE's Office of Energy Justice and Equity's, Office of Civil Rights and Equal Employment Opportunity (OCR-EEO) to fulfill the requirements outlined in Federal law.
Privacy Act of 1974: Implementation of Exemptions
The Department of Energy (DOE, the Department) is proposing to revise its regulations to exempt certain records maintained under a newly established system of recordsDOE-42 Nondiscrimination in Federally Assisted Programs Filesfrom the notification and access provisions of the Privacy Act of 1974. The Department proposes to exempt portions of this system of records from these subsections of the Privacy Act because of requirements related to investigatory material compiled for law enforcement purposes.
