Commission Information Collection Activities; Comment Request
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is submitting the information collection FERC-914 (Cogeneration and Small Power ProductionTariff Filings) to the Office of Management and Budget (OMB) for review of the information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission issued a Notice in the Federal Register (77 FR 31342, 5/ 25/2012) requesting public comments. FERC received no comments on the FERC-914 and is making this notation in its submittal to OMB.
Agency Information Collection Extension
EIA has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Petroleum Marketing Program, OMB Control Number 1905-0174. The proposed collection will collect basic data necessary to meet EIA's legislative mandates as well as the needs of EIA's public and private customers. Data collected include costs, sales, prices, and distribution of crude oil and petroleum products. The data are used for analyses, publications, and multi-fuel reports. Respondents are refiners, first purchasers, gas plant operators, resellers/retailers, motor gasoline wholesalers, suppliers, distributors and importers. EIA intends to extend for three years the petroleum marketing survey forms listed below:

Central Arizona Project-Rate Order No. WAPA-158
The Western Area Power Administration (Western), a power marketing administration with the Department of Energy (DOE), is proposing to extend the existing formula rates for Central Arizona Project (CAP) transmission services on the CAP 115-kilovolt (kV) and 230-kV transmission facilities through December 31, 2015. The existing Transmission Service Formula Rate Schedules CAP-FT2, CAP-NFT2, and CAP- NITS2, expire December 31, 2012. This notice of proposed extension of rates is issued pursuant to 10 CFR 903.23(a). Publication of this Federal Register notice begins the formal process for the proposed extension of the CAP Transmission Formula Rates.
Revisions to Electric Quarterly Report Filing Process; Availability of Draft XML Schema
The Federal Energy Regulatory Commission is making available on its Web site (https://www.ferc.gov) a draft of the XML schema that is being developed for use in filing Electric Quarterly Reports as proposed in the Commission's June 21, 2012 Notice of Proposed Rulemaking, 77 FR 39447 (July 3, 2012). Agency Information Collection Extension
EIA has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its information collection, EIA-882T, ``Generic Clearance for Questionnaire Testing, Evaluation, and Research.'' The proposed collection will utilize qualitative and quantitative methodologies to pretest questionnaires and validate EIA survey forms data quality, including conducting pretest surveys, pilot surveys, respondent debriefings, cognitive interviews, usability interviews, and focus groups.

FERC received no comments on the FERC-576 and is making this notation in its submittal to OMB.
Proposed Agency Information Collection
EIA invites public comment on the proposed collection of information for the new Form EIA-915, ``Monthly Gas Processing and Liquids Report'' that EIA is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. This new form would replace Form EIA-64A, Annual Report of the Origin of Natural Gas Liquids, and Form EIA-816, Monthly Natural Gas Liquids Report, as well as obtain crucial data elements that were lost with the recent termination of the Form EIA-895, Annual Quantity and Value of Natural Gas Production Report. With the implementation of the proposed Form EIA-915, the Form EIA- 816 will be terminated on Jan 31, 2013 (after collecting monthly data for December 2012), and Form EIA-64A will be terminated in 2014 (after collecting annual data for 2012). Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) The accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
Mid-Columbia Coho Restoration Program
This notice announces the availability of the ROD for the Mid- Columbia Coho restoration program, sponsored by the Confederated Tribes and Bands of the Yakama Nation and based on the Mid-Columbia Coho Restoration Program EIS (DOE/EIS-0425, March 2012). The purpose of the program is to re-establish naturally spawning coho populations to harvestable levels in tributaries of the Wenatchee and Methow basins in north-central Washington State (Okanogan and Chelan Counties). To accomplish this goal, the Yakama Nation would expand an existing program, ongoing since 1996, by releasing up to 2.16 million coho smolts from up to 24 new acclimation sites in both basins. The Yakama Nation would also continue the use of hatcheries, incubation, and broodstock collection sites already in use by the existing program; build a small new hatchery in the Wenatchee basin; and implement a comprehensive monitoring and evaluation program. The ROD describes BPA's decision to fund the final phases of this program in order to honor commitments outlined in the 2008 Columbia Basin Fish Accords Memorandum of Agreement and to mitigate for the effects of the Federal Columbia River Power System on fish and wildlife in the Columbia River.

Briefings on Preliminary Findings of 2012 National Electric Transmission Congestion Study
Section 216(a)(1) of the Federal Power Act (FPA) requires the Department of Energy (Department or DOE) to complete a study of electric transmission congestion every three years. DOE previously issued the 2006 and 2009 studies and is currently developing the 2012 study. DOE, as part of the consultation process, will host three webinars in August 2012 to receive input and suggestions concerning the preliminary findings of the study. After the webinars, DOE will release a draft of the study for public comment. After reviewing and considering the comments received, DOE will publish a final version of the study.
