In compliance with the requirements of Section 3507 of the Paperwork Reduction Act of 1995, 44 U.S.C. 3507, the Federal Energy Regulatory Commission (Commission) has submitted the information collections described below to the Office of Management and Budget (OMB) for review and an extension of the expiration date for these information collection requirements. Any interested person may file comments directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission received one comment in response to an earlier Federal Register notice of March 4, 2011 (76FR12091) and has made this notation in its submission to OMB.

Energy Priorities and Allocations System Regulations
This final rule establishes standards and procedures by which the Department of Energy (DOE) may require that certain contracts or orders that promote the national defense be given priority over other contracts or orders. This rule also sets new standards and procedures by which DOE may allocate materials, services and facilities to promote the national defense. DOE is publishing this rule to comply with a requirement of the Defense Production Act Reauthorization of 2009 to publish regulations providing standards and procedures for prioritization of contracts and orders and for allocation of materials, services and facilities to promote the national defense.
Freeport LNG Development, L.P.; Application for Blanket Authorization To Export Liquefied Natural Gas
The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application filed on April 21, 2011, by Freeport LNG Development, L.P. (Freeport LNG), requesting blanket authorization to export liquefied natural gas (LNG) that previously had been imported into the United States from foreign sources on a short-term or spot market basis. The LNG would be exported from the existing Freeport LNG terminal facilities on Quintana Island, Texas, in an amount up to the equivalent of 24 billion cubic feet (Bcf) of natural gas to any country that has the capacity to import LNG via ocean-going carrier, and with which trade is not prohibited by U.S. law or policy. Freeport LNG seeks to export the LNG over a two year period commencing on the date of the authorization on its own behalf or as agent for others. The application is filed under section 3 of the Natural Gas Act (NGA). Protests, motions to intervene, notices of intervention, and written comments are invited.
Energy Conservation Program for Consumer Products: Decision and Order Granting a Waiver to BSHHome Appliances Corporation from the Department of Energy Residential Clothes Dryer Test Procedure
The U.S. Department of Energy (DOE) gives notice of the decision and order (Case No. CD-006) that grants to BSH Home Appliances Corporation (BSH) a waiver from the DOE clothes dryer test procedure. The waiver pertains to the specified models of condensing residential clothes dryer specified in BSH's petition. Condensing clothes dryers cannot be tested using the currently applicable DOE test procedure. Under today's decision and order, BSH shall be not be required to test and rate its specified models of residential condensing clothes dryer pursuant to this test procedure.

Energy Conservation Program for Certain Industrial Equipment: Publication of the Petition for Waiver From Fujitsu General Limited and Granting of the Interim Waiver From the Department of Energy Commercial Package Air Conditioner and Heat Pump Test Procedures
This notice announces receipt of and publishes a petition for waiver from Fujitsu General Limited (Fujitsu). The petition for waiver (hereafter ``petition'') requests a waiver from the U.S. Department of Energy (DOE) test procedure applicable to commercial package air-source central air conditioners and heat pumps. The petition is specific to the Fujitsu variable capacity AIRSTAGE V-II (commercial) multi-split heat pumps. Through this document, DOE: (1) Solicits comments, data, and information with respect to the Fujitsu petition; and (2) announces the grant of an interim waiver to Fujitsu from the existing DOE test procedure for the subject commercial multi-split air conditioners and heat pumps.

Energy Conservation Program for Certain Commercial and Industrial Equipment: Decision and Order Granting a Waiver to Carrier Corporation From the Department of Energy Commercial Package Air Conditioner and Heat Pump Test Procedures
This notice publishes the U.S. Department of Energy's (DOE) Decision and Order in Case No. CAC-031, which grants Carrier Corporation (Carrier) a waiver from the existing DOE test procedures applicable to commercial package air-source central air conditioners and heat pumps. The waiver is specific to the Carrier Super Modular Multi-System (SMMSi) variable refrigerant flow (VRF) multi-split commercial heat pumps. As a condition of this waiver, Carrier must use the alternate test procedure set forth in this notice to test and rate its SMMSi VRF multi-split commercial heat pumps.

Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of its Printing and Publishing Activities, OMB Control Number 1910-0100. The proposed collection of this data is a Congressional Joint Committee on Printing requirement: The Department reports on information gathered and compiled from its facilities nation-wide on the usage of in-house printing and duplicating activities as well as all printing production from external Government Printing Office (GPO) and GPO vendors.
Energy Conservation Program for Certain Consumer Appliances: Test Procedures for Battery Chargers and External Power Supplies
The U.S. Department of Energy (DOE) is amending its test procedures for battery chargers and external power supplies. In particular, DOE is inserting a new active mode energy consumption test procedure for battery chargers, which is necessary to develop energy conservation standards for battery chargers as mandated by the Energy Independence and Security Act of 2007 (EISA 2007). DOE is also amending portions of its existing standby and off mode battery charger test procedure by decreasing the required testing time. Further, DOE is amending its active mode single-voltage external power supply test procedure to permit the testing of certain types of external power supplies. Finally, DOE is inserting a new procedure to address multiple-voltage external power supplies, which are not covered under the current single-voltage external power supply test procedure.
