Critical Energy Information Infrastructure
This document contains corrections to the final regulations (Docket No. RM06-23-000) which were published in the Federal Register of Wednesday, November 14, 2007. The final rule document amended regulations for gaining access to critical energy infrastructure information (CEII).
Agency Information Collection Activities: Submission for OMB Review; comment request
The EIA has submitted the form OE-417, ``Electric Emergency Incident and Disturbance Report'' to the Office of Management and Budget (OMB) for review and a three-year extension under section 3507(h)(1) of the Paperwork Reduction Act of 1995 (Pub. L. 104-13) (44 U.S.C. 3501 et seq., at 3507(h)(1)). The OE-417 data is used in EIA's Electric Power Monthly.
Proposed Agency Information Collection
The Department of Energy (DOE) has submitted to the Office of Management and Budget (OMB) for clearance a proposal for collection of information under the provisions of the Paperwork Reduction Act of 1995. The proposed collection will be used to assess the organizational climate and Safety Conscious Work Environment as part of the Office of Civilian Radioactive Waste Management's desire to continuously improve performance and comply with the employee protection requirements of 10 CFR 63.9, Employee protection, and Section 211 of the Energy Reorganization Act of 1974, as amended (42 U.S.C. 5851).
Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection package to OMB for extension under the provisions of the Paperwork Reduction Act of 1995, 44 U.S.C. 3501 et seq. The information collection package requests a three-year extension of, OMB Control Number 1910-0600, entitled ``Industrial Relations.'' This information collection package covers information necessary for collection of Human Resource information from major Department contractors for contract management, administration, and cost control.
Robert D. Willis Power Rate
The Administrator, Southwestern Power Administration (Southwestern), has prepared Current and Revised 2008 Power Repayment Studies that show the need for an increase in annual revenues to meet cost recovery criteria. Such increased revenues are required primarily due to increases in U.S. Army Corps of Engineers' operations and maintenance estimates. The Administrator has developed a proposed Robert D. Willis rate schedule, which is supported by a power repayment study, to recover the required revenues. Beginning October 1, 2008, the proposed rates would increase annual revenues approximately 14.0 percent from $815,580 to $929,388.

Notice of Intent To Prepare an Environmental Assessment and To Conduct Public Scoping Meetings; Baja Wind U.S. Transmission, LLC
The Department of Energy (DOE) will prepare an EA and hold public scoping meetings on the proposed Federal action of granting a Presidential permit to Baja Wind U.S. Transmission, LLC (Baja Wind) to construct a new electric transmission line at the U.S.-Mexico border in San Diego County, California, near the community of Jacumba. The proposed international transmission line would originate at a wind generation facility to be located in northern Baja California, Mexico, cross the U.S.-Mexico international border, and extend one mile into the U.S. where it would terminate at a substation to be constructed by San Diego Gas & Electric Company (SDG&E) adjacent to the existing Southwest Powerlink (SWPL) 500-kV transmission line, located in San Diego County, California. Baja Wind has applied to DOE's Office of Electricity Delivery and Energy Reliability (OE) for a Presidential permit to construct either a double-circuit 230-kilovolt (kV) or a single-circuit 500-kV electric transmission line across the U.S. border with Mexico. The EA, entitled Baja Wind U.S. Transmission Environmental Assessment (DOE/EA-399) will address potential environmental impacts from the proposed action and the range of reasonable alternatives. The EA will be prepared in compliance with the National Environmental Policy Act of 1969 (NEPA) and applicable regulations, including Council on Environmental Quality NEPA Implementing Regulations (40 CFR parts 1500-1508) and DOE NEPA implementing regulations at 10 CFR Part 1021. It will help DOE determinie whether to prepare an EIS. Given that the proposed transmission line is short, and that the imports into the U.S. appear to be small, DOE believes an EA is appropriate. DOE invites the public to participate in determining the scope of the EA by suggesting alternatives and pointing out potential environmental impacts. If at any time during preparation of the EA DOE determines that an environmental impact statement (EIS) is needed, DOE will issue a Notice of Intent to prepare an EIS in the Federal Register. In that case, this scoping process will serve as the scoping process that normally would follow a Notice of Intent to prepare an EIS. Accordingly, DOE will consider any comments on the scope of the EA received during this scoping process in preparing such an EIS.
Rebuild of the Libby (FEC) to Troy Section of BPA's Libby to Bonners Ferry 115-Kilovolt Transmission Line Project
This notice announces the availability of the ROD to implement the Proposed Action with the Kootenai River Crossing realignment option that was identified in the Rebuild of the Libby (FEC) to Troy Section of BPA's Libby to Bonners Ferry 115-kilovolt Transmission Line Project Final Environmental Impact Statement (DOE/EIS-0379, May 2008). BPA has decided to rebuild the 17-mile-long Libby-Troy section of the existing transmission line in Lincoln County, Montana at the same voltage (115 kilovolt (kV)) with the same number of circuits (one). BPA will rebuild this section of line using a combination of wood and steel H-frame and single pole structures. BPA will also acquire additional transmission line corridor width through new easements or permitted areas in some sections to bring the corridor up to BPA's minimum width standards for 115-kV transmission line operation. Helicopters will be used for constructing the rebuilt line, except in the Big Horn Terrace and Pipe Creek residential areas, where all construction will occur from the ground. The Kootenai River Crossing realignment option will move the Kootenai River line crossing about 0.75 mile east of the existing crossing and require acquisition of new easements and permitted areas. All mitigation measures identified in the EIS are adopted.
