Conforming Changes
The Commission is issuing this Final Rule to make minor changes to its regulations. This Final Rule revises a number of references that have become outdated for various reasons. It also updates several provisions to conform to recent legislation and revises the Commission's delegations of authority both to allow the Secretary to refer complaint proceedings to the Commission's Dispute Resolution Service, and to organize better and clarify other delegations.

Notice of Final Policy; Bonneville Power Administration Long-Term Regional Dialogue Policy
The Regional Dialogue Policy defines BPA's power supply and marketing role for the long term and does so in a way that meets key regional and national energy goals. This Policy sets the parameters for moving forward into the next phase of the Regional Dialogue process. The goal is to have new 20-year power sales contracts signed by the end of 2008. A 20-year contract time span gives the Pacific Northwest region greater certainty about its future power supply.
Energy Efficiency Program for Certain Commercial and Industrial Equipment: Public Meeting and Availability of the Framework Document for Small Electric Motors
The Department of Energy (DOE or Department) is initiating the rulemaking process to adopt new energy conservation standards for small electric motors. Accordingly, the Department will hold an informal public meeting to discuss and receive comments on issues it will address in this rulemaking proceeding. The Department also encourages written comments on these subjects. To inform stakeholders and facilitate this process, DOE has prepared a Framework Document, which is available at: https://www.eere.energy.gov/buildings/appliance standards/.
Granby Pumping Plant-Windy Gap Transmission Line Rebuild Project, Grand County, CO
The Western Area Power Administration (Western), U.S. Department of Energy (DOE), intends to prepare an Environmental Impact Statement (EIS) for rebuilding the Granby Pumping Plant-Windy Gap transmission line in Grand County, Colorado. The U.S. Forest Service (USFS) will participate in the preparation of the EIS, which will address the proposed removal of about 12 miles of 69-kilovolt (kV) transmission line, the construction and operation of about 12 miles of new 138-kV double-circuit transmission line (operated at 69/138-kV), and adding a second power transformer. Input for the scope of the EIS may be provided in writing or at an open-house scoping meeting in the project area.
