Energy Conservation Program for Consumer Products: Publication of the Petition for Waiver and Granting of the Application for Interim Waiver of Samsung Air Conditioning From the DOE Residential and Commercial Package Air Conditioner and Heat Pump Test Procedures (Case No. CAC-009)
Today's notice publishes a Petition for Waiver from Samsung Air Conditioning (Samsung). The Samsung Petition requests a waiver of the test procedures applicable to residential and commercial package air conditioners and heat pumps. The Department of Energy (DOE) is soliciting comments, data, and information with respect to the Petition for Waiver. Today's notice also grants an Interim Waiver to Samsung from the existing Department of Energy (DOE or Department) test procedures applicable to residential and commercial package air conditioners and heat pumps.
Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection package to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The package requests a three-year extension of its ``Procurement Reporting and Record Keeping Burdens,'' OMB Control Number 1910-4100. This information collection package collects data that is used by the Department to exercise management oversight and control over contractors including management and operating (M&O) contractors operating DOE's facilities and other contractors furnishing goods and services with regard to implementation of applicable statutory, regulatory and contractual requirements and obligations. The information collection requires that contractors submit information pertaining to their Procurement activities such as acquisition of real property, facilities management, and subcontracting goals and reporting requirements. The collection is critical to ensure that the Government has sufficient information to judge the degree to which contractors are meeting requirements, that public funds are spent in an efficient and effective manner and that fraud, waste and abuse are avoided. The Department published a Notice and Request for Comment for this collection in the Federal Register on December 10, 2004 at 69 FR 71807. No comments were received in response to the Notice.
Office of Nonproliferation Policy; Proposed Subsequent Arrangement
This notice has been issued under the authority of section 131 of the Atomic Energy Act of 1954, as amended (42 U.S.C. 2160). The Department is providing notice of a proposed ``subsequent arrangement'' under the Agreement for Cooperation Concerning Civil Uses of Atomic Energy between the United States and Canada and Agreement for Cooperation in the Peaceful Uses of Nuclear Energy between the United States and the European Atomic Energy Community (EURATOM). This subsequent arrangement concerns the retransfer of 59,172 kg of U.S.-origin natural uranium hexafluoride, 40,000 kg of which is uranium, from Cameco Corp., Port Hope, Ontario, Canada to Urenco Capenhurst, United Kingdom. The material, which is now located at Cameco Corp., Port Hope, Ontario, will be transferred to Urenco Capenhurst for toll enrichment. Upon completion of the enrichment, Urenco Capenhurst will transfer the material for final use by the Florida Power & Light Company. Cameco Corp. originally obtained the uranium hexafluoride under NRC Export License XSOU8798. In accordance with section 131 of the Atomic Energy Act of 1954, as amended, we have determined that this subsequent arrangement is not inimical to the common defense and security. This subsequent arrangement will take effect no sooner than fifteen days after the date of publication of this notice.

Electronic Notification of Commission Issuances
The Federal Energy Regulatory Commission is amending its regulations to provide for electronic notification of Commission issuances to service list recipients. In most instances, the Commission will now send such notices by e-mail. This change will increase the speed with which participants receive notice, reduce the Commission's costs, and provide for more accurate service lists. Allowance will be made for participants who are unable to utilize e-mail. Other revisions to the Commission's regulations will allow it to send electronic notifications to mailing list recipients once a system for doing so becomes operational. This final rule also makes revisions that are intended to increase the utilization of electronic forms of service between participants, and to clarify the Commission's regulations to ensure that documents with certification or verification requirements may be filed electronically.
