The study will identify and evaluate the feasibility of providing a deep-water connection between the Houston Ship Channel (HSC) and a planned future deepwater terminal facility at Cedar Port Industrial Park while enhancing efficient, safe, and reliable navigation in the Cedar Bayou Navigation Channel and HSC to existing stakeholder terminals. The Corps Water Infrastructure Financing Program (CWIFP) is the U.S. Army Corps of Engineers' (Corps) new credit assistance program for non-federal dam safety projects. Through the Consolidated Appropriations Act of 2021, the Infrastructure Investment and Jobs Act, and the Consolidated Appropriations Act of 2022, CWIFP has been provided $81 million in budget authority. The purpose of this Notice of Funding Availability (NOFA) is to solicit preliminary applications from prospective borrowers seeking credit assistance from the Corps under CWIFP. The Corps will evaluate and select projects using selection criteria as further described in this NOFA.

After carefully weighing the strategic, operational, and environmental consequences of the proposed action, the DoN announces its decision to select Alternative 1A (Preferred Alternative) from the Final Environmental Impact Statement for Proposed Land Acquisition at WNY, Washington, DC (hereafter, Final EIS). This alternative will enable the DoN to improve the Antiterrorism (AT) posture, protect adjacent mission-critical activities from encroachment, and otherwise meet the purpose and need of this action. Additionally, this alternative allows the DoN to meet a long-term need of relocating the existing museum. Construction and operation of the relocated museum will provide a location for a new, world-class museum for public enjoyment and bring potential retail and commercial amenities to the local area.
