In accordance with the Privacy Act of 1974, the Department of the Army proposes to establish a new system of records titled, Army Safety Management Program Records (ASMPR)-A0385-1 DAS. It supports the management and prevention of work-related illnesses and injuries by individuals engaged in DoD work-related activities while on or off the worksite. The system automates accidents, mishaps, safety inspections, and workplace hazard investigation data collection, identifies causal factors and potentially unsafe practices or conditions, and makes recommendations for corrective actions to prevent recurrence and reduce hazardous conditions. Additionally, DoD is issuing a Notice of Proposed Rulemaking, which proposes to exempt this system of records from certain provisions of the Privacy Act, elsewhere in today's issue of the Federal Register.

The Department of Defense (DoD) proposes to amend the regulations governing medical malpractice claims by members of the uniformed services to adjust and update certain portions of the regulation related to calculation of damages. Currently, total potential damages are reduced by offsetting most of the compensation otherwise provided or expected to be provided by DoD or the Department of Veterans Affairs (VA) for the same harm that is the subject of the medical malpractice claim. The amendments would apply offsets to economic damages only. The amendments would also clarify when future lost wages may be awarded.

MOTSU is a 16,435-acre installation located on the banks of the Cape Fear River between the towns of Boiling Spring Lakes and Southport, North Carolina. The scoping process will help identify reasonable alternatives, potential environmental impacts, and key issues of concern to be analyzed in the EIS. The Army intends to comply with the requirements of section 106 of the National Historic Preservation Act in parallel with this NEPA process and invites federally recognized Tribes and the State Historic Preservation Office (SHPO) of North Carolina to participate in the consultation process.

This notice announces proposed changes to the JRAP, which prescribe uniform rules of procedure for Courts of Criminal Appeals. Although these rules of practice and procedure fall within the Administrative Procedure Act's exemptions for notice and comment, the Department, as a matter of policy, has decided to make these changes available for public review and comment before they are implemented. The proposed changes are a refinement of the JRAP effective January 1, 2019 and implement statutory changes expanding the jurisdiction of Courts of Criminal Appeals and creating special trial counsel. The approval authorities for these changes are the Judge Advocates General of the Army, Navy, Air Force, and Coast Guard.
