DoD is publishing the updated annual list of product categories for which the Federal Prison Industries' share of the DoD market is greater than five percent.

Under the provisions of the Paperwork Reduction Act the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a currently approved information collection requirement concerning service contracting.

This final rule removes the Department of the Navy (DON) regulation concerning Medical and Dental Care for Eligible Persons at Navy Department Facilities. Eligibility for healthcare in military medical treatment facilities is established in statute and other DoD regulations, therefore, this regulation is redundant and should be repealed.

This notice informs the public that the Global Positioning Systems (GPS) Directorate will host a ``Virtual'' 2019 Public Interface Control Working Group on May 7, 2019 for the following NAVSTAR GPS public documents: IS-GPS-200 (Navigation User Interfaces), IS-GPS-705 (User Segment L5 Interfaces), and IS-GPS-800 (User Segment L1C Interface). The Office of the Secretary of Defense (OSD) proposes to modify a system of records, titled ``Department of Defense (DoD) Insider Threat Management and Analysis Center (DITMAC) and DoD Component Insider Threat Records System,'' DUSDI 01-DoD. This system enables DoD to implement the requirements of Executive Order (E.O.) 13587, Structural Reforms to Improve the Security of Classified Networks and the Responsible Sharing and Safeguarding of Classified Information; and Presidential Memorandum dated November 21, 2012, the National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs. The system analyzes, monitors, and audits insider threat information to detect and mitigate DoD insider threats to U.S. Government installations, facilities, personnel, missions, or resources. The system supports the DITMAC and DoD Component insider threat programs, enables the identification of systemic insider threat issues and challenges, provides a basis for the development and recommendation of solutions to mitigate potential insider threats, and assists in identifying best practices from other Federal government insider threat programs. The proposed modification to the system expands the population of covered individuals to include individuals with an active identification card, pass or credential from a DoD organization used to gain physical or logical access to a DoD facility, network, system or program. Modifications were made to the following sections of this system of records: System manager, purpose, categories of individuals, categories of records, and routine uses.

This final rule removes DoD's regulation concerning policies for conducting the Army's Junior Reserve Officers' Training Corps (JROTC) Program in high schools. This applies to the program given at high school level institutions. This part conveys internal Army policy and procedures, and is unnecessary.

The United States Department of the Navy (Navy), after carefully weighing the strategic, operational, and environmental consequences of the proposed action, announces its decision to implement Alternative 2A of the Final Environmental Impact Statement (EIS) for EA-18G ``Growler'' Airfield Operations at Naval Air Station (NAS) Whidbey Island Complex, WA. Alternative 2A is the Navy's Preferred Alternative and will enable the Navy to augment its existing Electronic Attack community at NAS Whidbey Island Complex with additional aircraft in order to provide Combatant Commanders with expanded electronic attack capabilities to support the national defense.

In accordance with applicable laws and regulations, announcement is made of the intent to grant an exclusive, royalty- bearing, revocable license.

The DLA announces the availability of a Draft Final Environmental Assessment (EA) that analyzes the potential environmental impacts associated with the Proposed Action of the demolition of the 1.25-Mile Pipelines Associated with DFSP Newington, New Hampshire. The Draft Final EA has been prepared as required under the National Environmental Policy Act (NEPA) of 1969. In addition, the Draft Final EA complies with DLA Regulation 1000.22.

This NOA documents DLA's decision to proceed with the proposed action to construct and operate hazardous materials warehouses and gas cylinder sheds at Naval Station Norfolk and Norfolk Naval Shipyard, Virginia following the completion of an Environmental Assessment (EA). The EA was prepared as required under the National Environmental Policy Act (NEPA) of 1969.

This final rule removes the Department of Defense (DoD) regulation concerning a program to encourage public and community service by separating/retiring Service members, and DoD civilian personnel leaving the Government, and encourages spouses to enter public and community service employment. The authorizing legislation for this program has been repealed. Therefore, this part is outdated and unnecessary and should be removed.

The Department of Defense proposes to add a new routine use to facilitate a computer matching agreement which allows participating State Public Assistance Agencies to identify individuals receiving both federal compensation and pension benefits and public assistance benefits under federal programs administered by the states and to verify public assistance clients' income declarations. The system of records contains personnel, employment, and pay data on current and former military and civilian personnel and survivors and dependents of military personnel. System data is used to conduct computer matches with various agencies in accordance with the Computer Matching and Privacy Protection Act of 1988. This proposed routine use will enable the conducting of a match with state public assistance agencies to continue.
