Proposed Collection; Comment Request
In compliance with the Paperwork Reduction Act of 1995, the Department of the Navy announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

Notice of Availability of Record of Decision for the Hawaiian Islands and Southern California Training and Testing Final Environmental Impact Statement/Overseas Environmental Impact Statement
The United States Department of the Navy (DoN), after carefully weighing the strategic, operational, and environmental consequences of the Proposed Action, announces its decision to conduct training and testing activities as identified in Alternative 1 of the Hawaii-Southern California Training and Testing (HSTT) Final Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) dated October 2018. Under Alternative 1, the DoN will be able to meet current and future DoN training and testing requirements.
Federal Acquisition Regulation: Whistleblower Protection for Contractor Employees
DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement an act to enhance whistleblower protection for contractor employees. The rule would make permanent the protection for disclosure of certain information. It also would clarify that the prohibition on reimbursement for certain legal costs applies to subcontractors, as well as contractors.
