Proposed Collection; Comment Request
In compliance with the Paperwork Reduction Act of 1995, the Office of the Undersecretary of Defense for Personnel and Readiness announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.
TRICARE; Extended Care Health Option (ECHO) Respite Care
This proposed rule requests public comment on a proposed revision to the TRICARE Extended Care Health Option (ECHO) respite care benefit. Under the current program, TRICARE beneficiaries enrolled in ECHO are eligible for 16 hours of respite care per month in any month during which the beneficiary receives another ECHO authorized benefit (other than the EHHC benefit). This proposed rule seeks to eliminate the concurrent ECHO benefit requirement and allow beneficiaries enrolled in ECHO to receive a maximum of 16 hours of respite care per month, regardless of whether another ECHO benefit is received in the same month.

On Friday, August 10, 2018, the Department of Defense published a notice titled ``Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces; Notice of Federal Advisory Committee Meeting.'' In that notice, the waiver language in the first paragraph of the SUPPLEMENTARY INFORMATION section contains incorrect references to the Defense Business Board and an incorrect meeting date. This notice corrects those errors. All other information in the notice of August 10, 2018 remains the same.
Availability of the Arlington National Cemetery Southern Expansion Project and Associated Roadway Realignment Draft Environmental Assessment, Arlington, VA
The U.S. Army Corps of Engineers (USACE) Norfolk District, on behalf of the Arlington National Cemetery (ANC), announces the availability of a Draft Environmental Assessment (Draft EA) for the Arlington National Cemetery Southern Expansion Project and Associated Roadway Realignment project, for review and comment. The Draft EA evaluates the proposal to increase the cemetery's contiguous acreage, realign roadways, and maximize burial space by utilizing an area adjacent to the existing cemetery that includes the former Navy Annex site, located south of the existing cemetery, in Arlington, Virginia. The cemetery has been working with the owners and operators of the adjacent road network, Arlington County and the Virginia Department of Transportation, and the Federal Highway Administration, on a roadway realignment that supports the short- and long-term multimodal transportation system for the Commonwealth of Virginia and Arlington County.

Provision of Early Intervention Services to Eligible Infants and Toddlers With Disabilities and Their Families, and Special Education Children With Disabilities Within the Section 6 School Arrangements
This final rule removes the Department of Defense (DoD) regulation concerning the provision of early intervention services to eligible infants and toddlers with disabilities and their families, and special education children with disabilities within the Section 6 school arrangements. The contents of this part have been updated and incorporated into the revision of DoD's regulation at 32 CFR part 57, ``Provision of Early Intervention and Special Education Services to Eligible DoD Dependents.'' Therefore, this part is unnecessary and can be removed from the CFR.
Availability of Department of the Navy Records and Publication of Department of the Navy Documents Affecting the Public
This final rule removes DoD's regulation concerning the Department of the Navy's Freedom of Information Act (FOIA) program. The DoD has revised their FOIA program rule to include DoD component information and has removed the requirement for component supplementary rules. Therefore, the Navy's FOIA program rule can be removed from the CFR.
