The U.S. Army Corps of Engineers, Sacramento District (Corps), intends to prepare an integrated Feasibility Report & Draft Environmental Impact Statement (DEIS) for the Yuba River Ecosystem Restoration Feasibility Study. The Corps will serve as the lead agency for compliance with the National Environmental Policy Act. The Yuba County Water Agency (YCWA) will serve as the non-federal sponsor. The feasibility study is evaluating opportunities for ecosystem restoration in the Yuba River watershed, located in portions of Sierra, Placer, Yuba, and Nevada counties.

DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement a higher simplified acquisition threshold for overseas acquisitions in support of humanitarian or peacekeeping operations.

The U.S. Army Corps of Engineers is publishing an Interim Deauthorization List of water resources development projects and separable elements that have been identified for deauthorization in accordance with section 6001(c) of the Water Resources Reform and Development Act of 2014, Public Law 113-121, 128 STAT. 1346-1347 (WRRDA 2014), and is soliciting comments from the public on the list for 90 calendar days. Comments should be provided to the contact named below by January 4, 2016.

A notice was published in the Federal Register at 80 FR 34433 on June 16, 2015. No comments were received.

The U.S. Army Corps of Engineers (Corps) has updated the existing guidance for providing in-kind credit under Section 221(a)(4) of the Flood Control Act of 1970, as further amended by Section 1018 of the Water Resources Reform and Development Act of 2014. In response to requests to extend the comment period, we are extending the comment period by 30 days.

DoD is revising its DoD-DIB Cybersecurity (CS) Activities regulation to mandate reporting of cyber incidents that result in an actual or potentially adverse effect on a covered contractor information system or covered defense information residing therein, or on a contractor's ability to provide operationally critical support, and modify eligibility criteria to permit greater participation in the voluntary DoD-Defense Industrial Base (DIB) Cybersecurity (CS) information sharing program.

The Department of the Navy hereby gives notice of its intent to grant to OLII Technology Corporation, a revocable, nonassignable, partially exclusive license in the United States to practice the Government-Owned inventions described in U.S. Patent No. 8369567 ``Method for detecting and mapping fires using features extracted from overhead imagery.''

The Office of the Secretary of Defense (OSD) is exempting those records contained in DPFPA 07, entitled ``Counterintelligence Management Information System (CIMIS),'' pertaining to investigatory material compiled for counterintelligence and law enforcement purposes (under (k)(2) of the Act), other than material within the scope of subsection (j)(2) of the Privacy Act to enable the protection of identities of confidential sources who might not otherwise come forward and who furnished information under an express promise that the sources' identity would be held in confidence. The exemption will allow DoD to provide protection against notification of investigatory material including certain reciprocal investigations which might alert a subject to the fact that an investigation of that individual is taking place, and the disclosure of which would weaken the on-going investigation, reveal investigatory techniques, and place confidential informants in jeopardy who furnished information under an express promise that the sources' identity would be held in confidence. Further, requiring OSD to grant access to records and amend these records would unfairly impede the investigation of allegations of unlawful activities. To require OSD to confirm or deny the existence of a record pertaining to a requesting individual may in itself provide an answer to that individual relating to an on-going investigation. The investigation of possible unlawful activities would be jeopardized by agency rules requiring verification of record, disclosure of the record to the subject, and record amendment procedures.
