Revision to the Manual of Regulations and Procedures for Federal Radio Frequency Management
The National Telecommunications and Information Administration (NTIA) is making certain changes to its regulations relating to the public availability of the Manual of Regulations and Procedures for Federal Radio Frequency Management (NTIA Manual). Specifically, NTIA is releasing an update to the current edition of the NTIA Manual, with which federal agencies must comply when requesting use of radio frequency spectrum.

The First Responder Network Authority (``FirstNet'') announces its intent to prepare five regional Programmatic Environmental Impact Statements (``PEISs'') and conduct public scoping meetings to evaluate the potential environmental impacts of the proposed nationwide public safety broadband network. The specific locations, dates, and times for the scoping meetings will be announced on the FirstNet Web site, no later than one week prior to each meeting.

First Responder Network Authority Proposed Interpretations of Parts of the Middle Class Tax Relief and Job Creation Act of 2012
The First Responder Network Authority (FirstNet) published a notice and request for comments in the Federal Register on September 24, 2014, titled ``Proposed Interpretations of Parts of the Middle Class Tax Relief and Job Creation Act of 2012'' (RFC). The RFC inadvertently included an imprecise summary of the proposed definition of ``rural.'' This notice corrects that error by asking commenters to disregard that summary. FirstNet is also extending the comment period for the RFC to align with the response deadline in a related Request for Information that seeks input from interested parties on approaches to, and objectives for, establishing a nationwide interoperable public safety broadband network.
Membership of the National Telecommunications and Information Administration's Performance Review Board
In accordance with 5 U.S.C. 4314(c)(4), the National Telecommunications and Information Administration (NTIA), Department of Commerce (DOC), announce the appointment of those individuals who have been selected to serve as members of NTIA's Performance Review Board. The Performance Review Board is responsible for (1) reviewing performance appraisals and rating of Senior Executive Service (SES) members and (2) making recommendations to the appointing authority on other performance management issues, such as pay adjustments, bonuses and Presidential Rank Awards for SES members. The appointment of these members to the Performance Review Board will be for a period of twenty- four (24) months.

Community Broadband Workshop

The workshop will present best practices and lessons learned from network infrastructure build-outs and digital inclusion programs from Minnesota and surrounding states, including broadband projects funded by NTIA. It will also explore effective business and partnership models and will include access to regional policymakers, federal funders and industry providers.
Model City for Demonstrating and Evaluating Advanced Spectrum Sharing Technologies
The National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission's (FCC) Office of Engineering and Technology (OET) issue this Joint Public Notice to seek public comment on the President's Council of Advisors on Science and Technology (PCAST) recommendation that the Secretary of Commerce establish a public-private partnership to facilitate the creation of an urban test city that would support rapid experimentation and development of policies, underlying technologies, and system capabilities for advanced, dynamic spectrum sharing. The test services (referenced herein as a ``Model City'') for demonstrating and evaluating advanced spectrum sharing technologies could include large- scale sustainable facilities for systems-level testing in real-world environments across multiple frequency bands, including public safety and selected federal bands. Through this Joint Public Notice, NTIA and OET seek to promote the Model City concept in conjunction with: (1) The new Center for Advanced Communications established by NTIA and the National Institute of Standards and Technology (NIST) and (2) the FCC's existing experimental licensing program.

Notice of Public Meetings on Copyright Policy Topics (as Called for in the Department of Commerce Green Paper, Copyright Policy, Creativity, and Innovation in the Digital Economy)
In the Department of Commerce's Internet Policy Task Force (Task Force) Green Paper on Copyright Policy, Creativity, and Innovation in the Digital Economy (Green Paper), released on July 31, 2013, and in its later Request for Comments issued on Oct. 3, 2013, the Task Force stated its intention to convene roundtables on certain copyright topics, namely: the legal framework for the creation of remixes, the relevance and scope of the first sale doctrine in the digital environment, and the appropriate calibration of statutory damages in the contexts of individual file sharers and of secondary liability for large-scale infringement. In accordance with these previous announcements, the Task Force plans to hold four roundtables in cities across the United States in May, June, and July 2014. In the Department of Commerce's Internet Policy Task Force (Task Force) Green Paper on Copyright Policy, Creativity, and Innovation in the Digital Economy (Green Paper), released on July 31, 2013, the Task Force stated its intention to establish a multistakeholder forum aimed at improving the operation of the notice and takedown system for removing infringing content from the Internet under the Digital Millennium Copyright Act (DMCA). In accordance with its previous recommendations and announcements, the Task Force will launch the multistakeholder forum with an initial meeting on March 20, 2014.
