Request for Comments on “Report to NIST on the Smart Grid Interoperability Standards Roadmap” (Contract No. SB1341-09-CN-0031-Deliverable 7)
The National Institute of Standards and Technology (NIST) seeks comments on a report, entitled ``Report to NIST on the Smart Grid Interoperability Standards Roadmap'' (the ``EPRI Report''), prepared by the Electric Power Research Institute (EPRI) under a contract (Contract No. SB1341-09-CN-0031Deliverable 7) awarded to engage Smart Grid stakeholders in the development of a draft interim standards roadmap. NIST will consider the EPRI Report, and comments received on the EPRI Report, in the development of NIST's interim ``roadmap'' for Smart Grid interoperability standards, a responsibility assigned to NIST under the Energy Independence and Security Act of 2007. All comments submitted should reference this notice.
Jointly Owned Invention Available for Non-Exclusive, Royalty-Free Licensing for Advanced Encryption Standard S-box Applications
The invention listed below is jointly owned by the U.S. Government, as represented by the Department of Commerce, and the University of Southern Denmark. The Department of Commerce's interest in the invention is available for non-exclusive, royalty-free licensing in the Field of Use of Advanced Encryption Standard S-box applications, in accordance with 35 U.S.C. 207 and 37 CFR part 404 to achieve expeditious commercialization of results of federally funded research and development.
Technology Innovation Program Advisory Board
Pursuant to the Federal Advisory Committee Act, 5 U.S.C. app., notice is hereby given that the Technology Innovation Program Advisory Board, National Institute of Standards and Technology (NIST) will meet Tuesday, July 7, 2009 from 8:30 a.m. to 3 p.m. The Technology Innovation Program (TIP) Advisory Board is composed of ten members appointed by the Director of NIST who are eminent in such fields as business, research, science and technology, engineering, education, and management consulting. The purpose of this meeting is to review and make recommendations regarding general policy for the Technology Innovation Program, its organization, its budget, and its programs within the framework of applicable national policies as set forth by the President and the Congress. The agenda will include a TIP Update. Agenda may change to accommodate Board business.
Announcing a Workshop on the Protocol for Lightweight Authentication of Identity (PLAID)
The National Institute of Standards and Technology (NIST), in cooperation with the Australian Federal Government agency, Centrelink, will hold a public workshop on July 13-15, 2009, at the NIST Gaithersburg campus. The workshop is open to the public but requires registration. The goal of the 3-day workshop is to explore potential commercial implementations of the Protocol for Lightweight Authentication of Identity (PLAID) and the potential usefulness of this protocol to U.S. Federal agencies.
Announcement of a Workshop on Privilege (Access) Management
The National Institute of Standards and Technology (NIST), in conjunction with the National Security Agency, will hold a public workshop on September 1-3, 2009, at the NIST Gaithersburg campus. The workshop is open to the public but requires registration and an attendance fee. The goal of this workshop is to have the workshop serve as the first step towards the development of a Special Publication on Privilege (Access) Management. A four-pronged approach will be taken to create a suite of definitions for Privilege (Access) Management, create standard models and frameworks for the U.S. Government, based on ITU-T X.812, create a statement on technology and needed research, and to document scenarios and policy considerations. There will be subsequent workshops to further develop and refine the content of this draft Special Publication.

Announcing Approval of Federal Information Processing Standard (FIPS) Publication 186-3, Digital Signature Standard (DSS)
This notice announces the Secretary of Commerce's approval of Federal Information Processing Standard (FIPS) Publication 186-3, Digital Signature Standard (DSS). FIPS 186-3 is a revision of FIPS 186- 2. The FIPS specifies three techniques for the generation and verification of digital signatures that can be used for the protection of data: the Digital Signature Algorithm (DSA), the Elliptic Curve Digital Signature Algorithm (ECDSA) and the Rivest-Shamir-Adelman (RSA) algorithm. Although all three of these algorithms were approved in FIPS 186-2, FIPS 186-3 increases the key sizes allowed for DSA, provides additional requirements for the use of RSA and ECDSA, and includes requirements for obtaining the assurances necessary for valid digital signatures. FIPS 186-2 contained specifications for random number generators (RNGs); this revision does not include such specifications, but refers to NIST Special Publication (SP) 800-90 for obtaining random numbers. Recovery Act Measurement Science and Engineering Research Grants Program
The National Institute of Standards and Technology (NIST) is establishing a financial assistance program to award research grants and cooperative agreements to support measurement science and engineering research proposals in the following six focus areas: Energy; environment and climate change; information technology/ cybersecurity; biosciences/healthcare; manufacturing; and physical infrastructure, as part of NIST's activities implementing the American Recovery and Reinvestment Act of 2009 (ARRA or Recovery Act).
Recovery Act Measurement Science and Engineering Research Fellowship Program
The National Institute of Standards and Technology (NIST) is establishing a financial assistance program for awardees to develop and implement with NIST a measurement science and engineering fellowship program as part of NIST's activities implementing the American Recovery and Reinvestment Act of 2009 (ARRA, or Recovery Act), Pub. L. 111-5, 123 Stat. 115. The fellowship program is intended to promote training and practical experience in science and engineering, and to advance NIST's mission to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life.
