The National Institute of Standards and Technology (NIST) seeks comments on a report, entitled ``Report to NIST on the Smart Grid Interoperability Standards Roadmap'' (the ``EPRI Report''), prepared by the Electric Power Research Institute (EPRI) under a contract (Contract No. SB1341-09-CN-0031Deliverable 7) awarded to engage Smart Grid stakeholders in the development of a draft interim standards roadmap. NIST will consider the EPRI Report, and comments received on the EPRI Report, in the development of NIST's interim ``roadmap'' for Smart Grid interoperability standards, a responsibility assigned to NIST under the Energy Independence and Security Act of 2007. All comments submitted should reference this notice.

Announcement of a Workshop on Privilege (Access) Management

The National Institute of Standards and Technology (NIST), in conjunction with the National Security Agency, will hold a public workshop on September 1-3, 2009, at the NIST Gaithersburg campus. The workshop is open to the public but requires registration and an attendance fee. The goal of this workshop is to have the workshop serve as the first step towards the development of a Special Publication on Privilege (Access) Management. A four-pronged approach will be taken to create a suite of definitions for Privilege (Access) Management, create standard models and frameworks for the U.S. Government, based on ITU-T X.812, create a statement on technology and needed research, and to document scenarios and policy considerations. There will be subsequent workshops to further develop and refine the content of this draft Special Publication.

Announcing Approval of Federal Information Processing Standard (FIPS) Publication 186-3, Digital Signature Standard (DSS)

This notice announces the Secretary of Commerce's approval of Federal Information Processing Standard (FIPS) Publication 186-3, Digital Signature Standard (DSS). FIPS 186-3 is a revision of FIPS 186- 2. The FIPS specifies three techniques for the generation and verification of digital signatures that can be used for the protection of data: the Digital Signature Algorithm (DSA), the Elliptic Curve Digital Signature Algorithm (ECDSA) and the Rivest-Shamir-Adelman (RSA) algorithm. Although all three of these algorithms were approved in FIPS 186-2, FIPS 186-3 increases the key sizes allowed for DSA, provides additional requirements for the use of RSA and ECDSA, and includes requirements for obtaining the assurances necessary for valid digital signatures. FIPS 186-2 contained specifications for random number generators (RNGs); this revision does not include such specifications, but refers to NIST Special Publication (SP) 800-90 for obtaining random numbers.
