Notice of Opportunity To Request Administrative Review; Correction and Extension of Certain Deadlines: Certain Walk-Behind Lawn Mowers and Parts Thereof From the People's Republic of China and Certain Pasta From the Republic of Türkiye
The U.S. Department of Commerce (Commerce) published a notice in the Federal Register of July 1, 2024, of opportunity to request administrative reviews of orders, findings, or suspended investigations (opportunity notice). This notice inadvertently omitted listing the antidumping duty (AD) order on certain walk-behind lawn mowers and parts thereof (Lawn Mowers) from the People's Republic of China (China). This notice also inadvertently listed an incorrect period of review (POR) for the countervailing duty (CVD) order on certain pasta (Pasta) from the Republic of T[uuml]rkiye (T[uuml]rkiye). Commerce is extending certain deadlines identified in the opportunity notice due to these errors.

For these final results, Commerce continues to find that TRAPA Forest Products Ltd. (TRAPA) is the successor-in-interest to Trans-Pacific Trading Ltd. (Trans-Pacific).

This notice summarizes the proposed application and seeks public comments on whether the Certificate should be issued.
Wood Mouldings and Millwork Products From the People's Republic of China: Final Results and Partial Rescission of Antidumping Duty Administrative Review; 2022-2023
The U.S. Department of Commerce (Commerce) determines that Fujian Jinquan Trade Co., Ltd./Baiyuan Wood Machining Co., Ltd. (Jinquan/Baiyuan) and 22 non-individually examined exporters of wood mouldings and millworks products (WMMP) from the People's Republic of China (China) sold subject merchandise to the United States at prices below normal value (NV) during the period of review (POR), February 01, 2022, through January 31, 2023. Commerce also determines that Fujian Yinfeng Imp & Exp Trading Co., Ltd./Fujian Province Youxi City Mangrove Wood Machining Co., Ltd. (Yinfeng/Mangrove) did not sell subject merchandise to the United States at prices below NV during the POR. Additionally, we are rescinding this review with respect to 12 companies that had no reviewable entries of subject merchandise during the POR.
Barium Chloride From the People's Republic of China and India: Initiation and Preliminary Results of Changed Circumstances Review and Intent To Revoke the Antidumping Duty and Countervailing Duty Orders
Based on a request from Honeywell International Inc. (Honeywell), the U.S. Department of Commerce (Commerce) is initiating and issuing preliminary results for changed circumstances reviews (CCRs) of the antidumping duty (AD) order on barium chloride from the People's Republic of China (China) and the countervailing duty (CVD) order on barium chloride from India. We preliminarily determine that the AD order on barium chloride from China and the CVD order on barium chloride from India should be revoked, in their entirety. Interested parties are invited to comment on these preliminary results.

The period of review (POR) is August 1, 2022, through July 31, 2023. Commerce preliminarily determines that the exporters under review did not sell subject merchandise at prices below normal value (NV) during the POR, and that eight exporters are eligible for separate rates. We invite interested parties to comment on these preliminary results.
Circular Welded Carbon-Quality Steel Pipe From the United Arab Emirates: Final Results of Antidumping Duty Changed Circumstances Review
On July 29, 2024, the U.S. Department of Commerce (Commerce) published the initiation and preliminary results of the changed circumstances review (CCR) of the antidumping duty (AD) order on circular welded carbon-quality steel pipe (CWP) from the United Arab Emirates (UAE). For these final results, Commerce continues to find that Universal Tube and Pipe Industries FZE (Universal Tube and Pipe), is the successor-in-interest to Universal Tube and Plastic Industries Limited (UTP). Additionally, we determine that Universal Tube and Pipe should be assigned UTP's cash deposit rate for purposes of the AD order.
Certain Pasta From Italy: Final Results of Antidumping Duty Changed Circumstances Review
On July 31, 2024, the U.S. Department of Commerce (Commerce) published the preliminary results of the changed circumstances review (CCR) of the antidumping duty (AD) order on certain pasta (pasta) from Italy. For these final results, Commerce continues to find that Gruppo Milo SpA (Gruppo Milo) is the successor-in-interest to Gruppo Alimentare Mediterraneo Milo Srl (GRAMM) and should be assigned the same AD cash deposit rate as GRAMM for purposes of the AD order on pasta from Italy.
United States Travel and Tourism Advisory Board: Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board or TTAB) will hold a meeting on Wednesday, October 9, 2024. The Board advises the Secretary of Commerce on matters relating to the U.S. travel and tourism industry. The main purpose of this meeting is for Board members to discuss priority issues related to travel and tourism. The final agenda will be posted on the Department of Commerce website for the Board at https://www.trade.gov/ttab-meetings at least two days prior to the meeting.

The U.S. Department of Commerce (Commerce) preliminarily finds that certain exporters made sales of certain metal lockers and parts thereof (metal lockers) from the People's Republic of China (China) and that certain companies had no shipments of metal lockers from China during the period of review during the period of review (POR), August 1, 2022, through July 31, 2023. Additionally, Commerce is rescinding this review with respect to certain companies. Interested parties are invited to comment on these preliminary results.

Commerce preliminarily finds that Hoa Phat Steel Pipe Company Limited (Hoa Phat) had no subject shipments of LWRPT and that Hoa Phat will be eligible to participate in the certification program previously established with respect to the AD order on LWRPT from China. In addition, we are rescinding this review with respect to Hangzhou Ailong Metal Product Co., Ltd. (Ailong). We invite interested parties to comment on these preliminary results.

Large Power Transformers From the Republic of Korea: Preliminary Results and Rescission, in Part, of Antidumping Duty Administrative Review, 2022-2023
The U.S. Department of Commerce (Commerce) preliminarily finds that Iljin Electric Co., Ltd. (Iljin), and non-individually examined companies for which a review was requested, made sales of large power transformers from the Republic of Korea (Korea) at prices below normal value (NV) during the period of review (POR) of August 1, 2022, through July 31, 2023. Commerce also preliminarily finds that HD Hyundai Electric Co., Ltd. (Hyundai) did not make sales of large power transformers from Korea at prices below NV during the POR. Additionally, Commerce is rescinding this administrative review, in part, with respect Hyosung Heavy Industries Corporation (Hyosung) because Hyosung had no entries of subject merchandise during the POR. (Perfiles) made sales of subject merchandise at less than normal value during the period of review (POR) August 1, 2022, through July 31, 2023.
