Certain Quartz Surface Products From the People's Republic of China: Preliminary Results of 2021-2023 Antidumping Duty and 2021-2022 Countervailing Duty Administrative Reviews
The U.S. Department of Commerce (Commerce) preliminarily determines that certain Malaysian exporters of certain quartz surface products (quartz surface products) continue to be ineligible to participate in the scope certification process established for the antidumping duty (AD) and countervailing duty (CVD) orders on quartz surface products from the People's Republic of China (China) for all imports of quartz surface products from Malaysia. Specifically, we find that these Malaysian exporters did not demonstrate that the quartz slab used to produce their exports to the United States was sourced from a country other than China. Interested parties are invited to comment on these preliminary results of review.
Notice of Scope Rulings
The U.S. Department of Commerce (Commerce) hereby publishes a list of scope rulings and circumvention determinations made during the period January 1, 2024, through March 31, 2024. We intend to publish future lists after the close of the next calendar quarter.
Wooden Cabinets and Vanities and Components Thereof From the People's Republic of China: Final Scope Determination, Certification Requirements, and Recission of Circumvention Inquiries on the Antidumping and Countervailing Duty Orders; Correction
The U.S. Department of Commerce (Commerce) published a notice in the Federal Register of July 17, 2024, in which Commerce implemented a certification regime. This notice did not correctly state the grace period for parties to certify wooden cabinets and vanities and components thereof (wooden cabinets) shipped prior to the publication of the Federal Register Notice.
Certain Uncoated Paper From Portugal: Final Results of the Administrative Review of the Antidumping Duty Order; 2022-2023
The U.S. Department of Commerce (Commerce) determines that the sole producer/exporter subject to this administrative review made sales of certain uncoated paper (uncoated paper) from Portugal at less than normal value during the period of review (POR) March 1, 2022, through February 28, 2023.

The U.S. Department of Commerce (Commerce) determines that countervailable subsidies are being provided to producers and exporters of brass rod from Israel. The period of investigation (POI) is January 1, 2022, through December 31, 2022.

The U.S. Department of Commerce (Commerce) determines that brass rod from Israel is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is April 1, 2022, through March 31, 2023.
Citric Acid and Certain Citrate Salts From Belgium, Colombia, and Thailand: Continuation of Antidumping Duty Orders
As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty (AD) orders on citric acid and certain citrate salts (citric acid) from Belgium, Colombia, and Thailand would likely lead to the continuation or recurrence of dumping and material injury to an industry in the United States, Commerce is publishing a notice of continuation of these AD orders.
