The U.S. Department of Commerce preliminarily determines that imports of R-410B from the Republic of Turkey (Turkey), which are completed in Turkey using components originating in the People's Republic of China (China), and further processed in the United States, as specified below, are circumventing the antidumping duty (AD) order on hydrofluorocarbon (HFC) blends from China.

The U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty orders on steel concrete reinforcing bars (rebar) from Belarus, the People's Republic of China (China), Indonesia, Latvia, Moldova, Poland, and Ukraine would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Sunset Reviews'' section of this notice.
