Administrative Review of Certain Frozen Warmwater Shrimp From the People's Republic of China: Final Results, Partial Rescission of Sixth Antidumping Duty Administrative Review and Determination Not To Revoke in Part

On March 2, 2012, the Department of Commerce (``Department'') published in the Federal Register the Preliminary Results of the sixth administrative review (``AR'') of the antidumping duty order on certain frozen warmwater shrimp from the People's Republic of China (``PRC'').\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we have determined that the application of total adverse facts available (``AFA'') to Hilltop,\2\ as part of the PRC- wide entity, is appropriate in this review. Additionally, we continue to find that Zhanjiang Regal Integrated Marine Resources Co., Ltd. (``Regal'') has not sold subject merchandise at less than normal value (``NV'') during the period of review (``POR''), February 1, 2010, through January 31, 2011.

In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating five-year reviews (``Sunset Reviews'') of the antidumping duty orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
Ball Bearings and Parts Thereof From France and Italy: Rescission of Antidumping Duty Administrative Review

In response to requests from interested parties, the Department of Commerce (the Department) initiated administrative reviews of the antidumping duty orders on ball bearings and parts thereof from France and Italy. The period of review is May 1, 2011, through September 14, 2011. As a result of the withdrawals of the requests for review, the Department is rescinding these reviews.
Certain Steel Nails From the People's Republic of China: Preliminary Results and Partial Rescission of the Third Antidumping Duty Administrative Review

The Department of Commerce (``Department'') is conducting the third administrative review of the antidumping duty order on certain steel nails from the People's Republic of China (``PRC'') for the period August 1, 2010, through July 31, 2011. The Department has preliminarily determined that sales have been made below normal value (``NV'') by certain respondents examined in this administrative review. If these preliminary results are adopted in our final results of this review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the period of review.
