The Department of Commerce (the Department) has determined that imports of certain steel nails (nails) from the United Arab Emirates are being, or are likely to be, sold in the United States at less than fair value (LFTV), as provided in section 735 of the Tariff Act of 1930, as amended (the Act). The estimated margins of sales at LTFV are listed in the ``Continuation of Suspension of Liquidation'' section of this notice.

Sodium Hexametaphosphate From the People's Republic of China: Preliminary Results of Second Antidumping Duty Administrative Review

The Department of Commerce (the ``Department'') is conducting the second administrative review of the antidumping duty order on sodium hexametaphosphate (``sodium hex'') from the People's Republic of China (``PRC'') for the period of review (``POR'') March 1, 2010, through February 28, 2011. The Department has preliminarily determined that sales have been made below normal value (``NV'') by Hubei Xingfa Chemical Group Co., Ltd. (``Hubei Xingfa''). If these preliminary results are adopted in the final results of this review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.

On November 2, 2011, the Department of Commerce (``Department'') published its preliminary determination of sales at less than fair value (``LTFV'') in the antidumping investigation of certain steel wheels (``steel wheels'') from the People's Republic of China (``PRC'').\1\ We invited interested parties to comment on our preliminary determination of sales at LTFV. Based on our analysis of the comments we received, we have made changes to our margin calculations for the mandatory respondents. The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below.
