Circular Welded Carbon Steel Pipes and Tubes from Thailand: Court Decision Not in Harmony with Final Results of Administrative Review
On January 4, 2010, the U.S. Court for International Trade (CIT) sustained the Department of Commerce's (the Department) results of redetermination pursuant to the CIT's remand and entered final judgment in Saha Thai v. United States, Ct. 08-380, Slip Op. 09-116. Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's final results of the administrative review of the antidumping order on circular welded carbon steel pipes and tubes from Thailand covering the period March 1, 2006 through February 28, 2007. Silicon Metal from the People's Republic of China: Final Results and Partial Rescission of Antidumping Duty Administrative Review
On July 9, 2009, the Department of Commerce (the ``Department'') published in the Federal Register the Preliminary Results of the 2007-2008 administrative review of the antidumping duty order on silicon metal from the People's Republic of China (``PRC''). We gave interested parties an opportunity to comment on the Preliminary Results.\1\ Based upon our analysis of the comments and information received, we made changes to the margin calculations for the final results. We continue to find that certain exporters have sold subject merchandise at less than normal value during the period of review (``POR''), June 1, 2007, through May 31, 2008.
Wire Decking from the People's Republic of China: Notice of Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination
The Department of Commerce (``Department'') preliminarily determines that wire decking from the People's Republic of China (``PRC'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. Pursuant to requests from interested parties, we are postponing the final determination and extending the provisional measures from a four-month period to not more than six months. Accordingly, we will make our final determination not later than 135 days after publication of the preliminary determination.
Hand Trucks and Certain Parts Thereof from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Rescission in Part
The Department of Commerce (the Department) is currently conducting an administrative review of the antidumping duty order on hand trucks and certain parts thereof (hand trucks) from the People's Republic of China (PRC) covering the period December 1, 2007, through November 30, 2008. We preliminarily determine that sales made by Since Hardware (Guangzhou) Co., Ltd. (Since Hardware) were made below normal value (NV). We invite interested parties to comment on these preliminary results. In addition, we are also rescinding this administrative review with respect to New-Tec Integration (Xiamen) Co., Ltd. (New-Tec).
Export Trade Certificate Of Review
The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to Wood Machinery Manufacturers of America (``WMMA'') on December 24, 2009. The Certificate has been amended ten times. The previous amendment was issued to WMMA on July 9, 2008, and published in the Federal Register July 17, 2008 (73 FR 41032). The original Export Trade Certificate of Review No. 88-00016 was issued to WMMA on February 3, 1989, and published in the Federal Register on February 9, 1989 (54 FR 6312).
First Administrative Review of Certain Polyester Staple Fiber From the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On July 7, 2009, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the first administrative review of the antidumping duty order on certain polyester staple fiber (``PSF'') from the People's Republic of China (``PRC''). Certain Hot-Rolled Carbon Steel Flat Products From India: Preliminary Results of Countervailing Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on certain hot-rolled carbon steel flat products from India for the period of review (POR) January 1, 2008, through December 31, 2008. These preliminary results cover one company Tata Steel Limited (Tata). For the information on the net subsidy rate for the reviewed company, see the ``Preliminary Results of Review'' section.
Certain Hot-Rolled Carbon Steel Flat Products from India: Notice of Preliminary Results of Antidumping Duty Administrative Review, and Intent to Rescind in Part
In response to requests from petitioners,\1\ the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping order on certain hot-rolled carbon steel flat products from India (``Indian Hot-Rolled'') manufactured by Essar Steel Limited (``Essar''), Ispat Industries Limited (``Ispat''), JSW Steel Limited (``JSW''), and Tata Steel Limited (``Tata''). The period of review (``POR'') covers December 1, 2007, through November 30, 2008. We preliminarily determine to calculate an antidumping duty margin based upon the application of adverse facts available (``AFA'') with respect to Essar's sales. We also preliminarily determine that Ispat, JSW and Tata had no entries of subject merchandise subject to review under this antidumping order during the POR. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR.
Certain Activated Carbon From the People's Republic of China: Notice of Rescission of Changed Circumstances Review
On January 29, 2009, the Department of Commerce (``Department'') published a notice of initiation and preliminary results of changed circumstance review (``CCR'') of the antidumping duty order on certain activated carbon from the People's Republic of China (``PRC''). See Certain Activated Carbon From the People's Republic of China: Notice of Initiation and Preliminary Results of Changed Circumstances Review, and Intend To Revoke Order in Part, 74 FR 4736 (January 29, 2009) (``Initiation and Preliminary Results''). We are now rescinding this CCR because the Department, on December 7, 2009, resolved the underlying issue for the CCR in a parallel final scope ruling on the same matter.
Diamond Sawblades and Parts Thereof From the People's Republic of China and the Republic of Korea: Notice of Anniversary Month and First Opportunity To Request an Administrative Review
On November 4, 2009, the Department of Commerce (``the Department'') published antidumping duty orders and ordered the collection of cash deposits on subject merchandise in the antidumping duty investigations of diamond sawblades and parts thereof (``diamond sawblades'') from the People's Republic of China (``PRC'') and the Republic of Korea (``Korea''). Carbazole Violet Pigment 23 From India: Preliminary Results of Countervailing Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of Alpanil Industries, Ltd. (Alpanil) under the countervailing duty order on carbazole violet pigment 23 (CVP-23) from India for the period January 1, 2007, through December 31, 2007. We preliminarily determine that subsidies are being provided to Alpanil on the production and export of CVP-23 from India. See ``Preliminary Results of Administrative Review'' section, below. If the final results remain the same as the preliminary results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties. Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Extension of Preliminary Results of Antidumping Duty New Shipper Review
The Department of Commerce (``Department'') is extending the time limit for the preliminary results of the new shipper review of certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam''). The Department of Commerce (the Department) has determined that three timely requests for a new shipper review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC), meet the statutory and regulatory requirements for initiation. The period of review (POR) of these new shipper reviews is November 1, 2008 through October 31, 2009.
Wooden Bedroom Furniture From the People's Republic of China: Rescission of Antidumping Duty New Shipper Review
In response to a request from Rise Furniture Co., Ltd. (``Rise''), the Department of Commerce (``Department'') initiated a new shipper review of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC'') covering the period January 1, 2009, through July 30, 2009.\1\ On November 10, 2009, Rise withdrew its request for a new shipper review. Accordingly, the Department is rescinding the new shipper review with respect to Rise.

The International Trade Administration's (ITA) Manufacturing & Services Unit held a Sustainability and U.S. Competitiveness Summit on October 8, 2009. Manufacturing & Services is notifying the public of outcomes of this summit and requesting input on next steps.
Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating a five-year review (``Sunset Review'') of the antidumping duty orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
