Freshwater Crawfish Tail Meat From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Rescission of Review in Part
On October 6, 2008, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China. The review covers one exporter. The period of review is September 1, 2006, through August 31, 2007. Based on our analysis of the comments received, we have made no changes to our margin calculations. Therefore, the final results do not differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of the Review.''
Certain Lined Paper Products From India: Final Results of Countervailing Duty Administrative Review
On October 6, 2008, the U.S. Department of Commerce (``the Department'') published in the Federal Register its preliminary results of the administrative review of the countervailing duty (``CVD'') order on certain lined paper products (``lined paper'') from India for the period of review (``POR'') February 15, 2006, through December 31, 2006.\1\ See Certain Lined Paper Products from India: Notice of Preliminary Results of Countervailing Duty Administrative Review, 73 FR 58121 (October 6, 2008) (``Preliminary Results''). We found that respondent, Navneet Publication India Limited (``Navneet'') received countervailable subsidies during the POR. We received comments on our preliminary results from petitioners \2\ and rebuttal comments from respondent. The final results are listed in the section ``Final Results of Review'' below.
Diamond Sawblades and Parts Thereof from the People's Republic of China and the Republic of Korea: Notice of Court Decision Not In Harmony With Final Determination of the Antidumping Duty Investigations
On January 13, 2009, the United States Court of International Trade (``CIT'') affirmed the International Trade Commission's (``ITC'') amended determination upon remand that an industry in the United States is threatened with material injury by reason of imports of diamond sawblades and parts thereof (``diamond sawblades'') from the People's of China (``PRC'') and the Republic of Korea (``Korea''). Diamond Sawblades Mfrs. Coalition v. United States, No. 06-00247, Slip Op. 09- 05 (CIT January 13, 2009) (``DSMC''). The case arises out of the ITC's final determination in the antidumping duty investigations. See {Investigations Nos. 731-TA-1092 and 1093 (Final){time} Diamond Sawblades and Parts Thereof From China and Korea, 71 FR 39128 (July 11, 2006) (``Final Determination''). The judgment in this case was not in harmony with the ITC's Final Determination. If the CIT's opinion in this case is not appealed, or is affirmed on appeal, then antidumping duty orders on diamond sawblades from the PRC and Korea will be issued. In accordance with the decision of the U.S. Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337, 341 (Fed. Cir. 1990) (``Timken''), the Department will order the suspension of liquidation of the subject merchandise.
