On February 24, 2005, the Department of Commerce (the Department) published in the Federal Register a notice announcing the initiation of an administrative review of the antidumping duty order on prestressed concrete steel wire strand from Mexico, covering the period July 17, 2003, to December 31, 2004. (ISG) and United States Steel Corporation (USSC) (collectively, petitioners), the U.S. Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on certain hot-rolled carbon steel flat products from the Netherlands for Corus Staal BV (Corus) for the period November 1, 2003, through October 31, 2004. No other interested party requested a review of Corus for this period of review. For the reasons discussed below, the Department is rescinding this administrative review.

On September 21, 2004, the Department of Commerce (the Department) initiated a changed circumstances review of polyethylene terephthalate film, sheet and strip (PET film) from India in order to determine whether Jindal Poly Films Limited is the successor-in- interest for purposes of antidumping duties to Jindal Polyester Limited. Jindal Polyester Limited changed its name to Jindal Poly Films Limited on April 19, 2004. United States, Slip Op. 05-3, the Court of International Trade affirmed the Department of Commerce's Final Results of Redetermination Pursuant to Remand, dated September 30, 2004, and entered a judgment order. This litigation related to the Department of Commerce's review of the antidumping order on tapered roller bearings and parts thereof, finished and unfinished, from the People's Republic of China, covering the period June 1, 1998, through May 31, 1999. As no further appeals have been filed and there is now a final and conclusive court decision in this action, we are amending the final results of review in this proceeding and we will instruct U.S. Customs and Border Protection to liquidate entries subject to this review.
Stainless Steel Bar From Germany: Final Results of Antidumping Duty Administrative Review

Revocation of Antidumping Duty Order: Frozen Concentrated Orange Juice from Brazil

Pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act), the United States International Trade Commission (the ITC) determined that revocation of the antidumping order on frozen concentrated orange juice (FCOJ) from Brazil would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time (70 FR 15884 (Mar. 29, 2005)). Therefore, pursuant to section 751(d)(2) of the Act and 19 CFR 351.222(i)(1)(iii), the Department of Commerce (the Department) is revoking the antidumping order on FCOJ from Brazil. Pursuant to section 751(c)(6)(A)(iv) of the Act and 19 CFR 351.222(i)(2)(i), the effective date of revocation of the antidumping duty order is August 5, 2004.

The United States Court of International Trade has affirmed the Department of Commerce's redetermination pursuant to remand regarding the administrative review of the countervailing duty order on stainless steel plate in coils from Belgium covering the period September 4, 1998, through December 31, 1999. See ALZ N.V. v. United States, Slip Op. 04-38, Court No. 01-00834 (CIT April 22, 2004). Although the Department of Commerce appealed the United States Court of International Trade's decision to the United States Court of Appeals for the Federal Circuit, the Department of Commerce did not further pursue this appeal, and the United States Court of Appeals for the Federal Circuit dismissed the case. As there is now a final and conclusive court decision in this case, we are amending the final results of review and we will instruct U.S. Customs and Border Protection to liquidate entries subject to this review.

Certain Pasta From Italy: Preliminary Results and Partial Rescission of the Eighth Countervailing Duty Administrative Review

The Department of Commerce is conducting an administrative review of the countervailing duty order on certain pasta from Italy for the period January 1, 2003 through December 31, 2003. We preliminarily find that the countervailing duty rates during the period of review for all of the producers/exporters under review are less than 0.5 percent and are, consequently, de minimis. See the ``Preliminary Results of Review'' section, below. If the final results remain the same as these preliminary results, we will instruct U.S. Customs and Border Protection to liquidate entries during the period January 1, 2003 through December 31, 2003 without regard to countervailing duties in accordance with 19 CFR 351.106(c)(1). We are also rescinding the review for Pastificio Carmine Russo S.p.A./Pastificio Di Nola S.p.A. and Pastificio Antonio Pallante S.r.1. in accordance with 19 CFR 351.213(d)(3).
