On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act of 2009 (Pub.L. No. 111-5, 123 STAT. 115). Included in that omnibus measure was the Trade and Globalization Adjustment Assistance Act of 2009 (``TGAAA''), which contains specific amendments to chapters 3 and 4 of the Trade Act of 1974, as amended (19 U.S.C. 2341 et seq.) (``Trade Act''). See Subtitle I (letter ``I'') of Title I of Division B of Public Law No. 111-5, 123 Stat. 367, at 396-436. Chapter 3 of the Trade Act authorizes the Trade Adjustment Assistance for Firms (``TAAF'') Program, under which a national network of eleven Trade Adjustment Assistance Centers provide technical assistance to firms that have lost domestic sales and employment due to increased imports of similar or competitive goods. Chapter 4 of the Trade Act establishes the Community Trade Adjustment Assistance (``Community TAA'') Program, which is designed to help local economies adjust to changing trade patterns through the coordination of federal, State, and local resources and the creation and implementation

Pursuant to this notice, EDA solicits applications for Economic Adjustment Assistance investments (CFDA No. 11.307). This Economic Adjustment Assistance will help devise long-term economic redevelopment strategies and carry out implementation activities and public works projects to address economic development challenges in regions impacted by hurricanes, floods and other natural disasters during 2008 and covered by a major disaster declaration under the Robert T. The Economic Development Administration (``EDA'') published final regulations in the Federal Register on September 27, 2006. In March 2007, the Office of the Inspector General (``OIG'') published a report titled Aggressive EDA Leadership and Oversight Needed to Correct Persistent Problems in the RLF Program. In the time since the publication of this report, EDA has made significant improvements in the management and oversight of its revolving loan fund (``RLF'') program, including the issuance of written guidance that provides EDA staff with reasonable steps to help better ensure grantee compliance with RLF requirements. EDA is publishing this interim final rule (this ``IFR'') to synchronize the RLF regulations with that guidance. Additionally, EDA is publishing this IFR to make changes to certain definitions in the Trade Adjustment Assistance for Firms Program regulations set out in 13 CFR part 315. This IFR also provides notice of other substantive and non-substantive revisions made to the EDA regulations.

The Economic Development Administration (EDA) publishes this notice to introduce its new Application for Investment Assistance (Form ED-900). Previously, applicants were required to complete and submit a Pre-Application for Investment Assistance (Form ED-900P), followed by an Application for Investment Assistance (Form ED-900A) if EDA deemed that the proposed project merited further consideration. In addition, applicants were required to submit additional application forms to address EDA's programmatic requirements, depending on the type of funding assistance sought. The new Form ED-900 consolidates all EDA- specific requirements into a single application form. EDA will continue to require additional government-wide federal grant assistance forms from the Standard Form 424 family as part of the application package. This change, which is effective November 1, 2008, is prospective and will not affect previously submitted applications or require the submission of new application packages.

The Economic Development Administration (EDA) publishes this notice to solicit applications for funding under its National Technical Assistance, Training, Research and Evaluation Program (NTA Program). On June 21, 2007, EDA published in the Federal Register a notice regarding NTA Program funding, to solicit applications for funding that address one or both of the following two projects: (1) Information dissemination to practitioners serving economically distressed areas; and (2) a national symposium to bring together leaders to discuss current and future trends in economic development. On July 6, 2007, EDA published another notice in the Federal Register to solicit applications for funding that address one or more of four research projects, including one relating to business incubators. After completing its review of applications submitted in response to the June 21, 2007 and July 6, 2007 Federal Register notices, EDA decided not to make an award for either the information dissemination project or the business incubator research project. Through this notice, EDA solicits applications for funding that address only the information dissemination project or the business incubator research project. EDA encourages applicants to read the descriptions of both projects as EDA has provided additional information on important requirements that were not in the original Federal Funding Opportunity (FFO) announcements and Federal Register notices.
