SUPPLEMENTARY INFORMATION: The
National Advisory Committee on Racial,
Ethnic, and Other Populations was
established this year and comprises up
to thirty-two members. The Committee
provides a channel of communication
between outside experts and the Census
Bureau. The Committee provides advice
about economic, housing, demographic,
socioeconomic, technological,
operational variables, etc., affecting the
cost, accuracy and implementation of
Census Bureau programs and surveys.
The Committee also provides an
outside-user perspective and advice on
research and early design plans for the
2020 Census, the American Community
Survey, and other related programs
particularly as they pertain to increasing
census participation. The Committee
assists the Census Bureau in
understanding ways that census data
can best be disseminated to diverse
racial and ethnic populations and other
users. The Committee is established in
accordance with the Federal Advisory
Committee Act (Title 5, United States
Code, Appendix 2.
All meetings are open to the public.
A brief period will be set aside at the
meeting for public comment on October
26. However, individuals with extensive
questions or statements must submit
them in writing to Ms. Jeri Green at least
three days before the meeting. If you
plan to attend the meeting, please
register by Monday, October 22, 2012.

ACTION: Notice of public meeting.
AGENCY:
The Bureau of the Census
(Census Bureau) is giving notice of a
meeting of the National Advisory
Committee on Racial, Ethnic, and Other
Populations. The Committee will
address issues related to the American
Community Survey, Mixed-Mode Data
Collection, and early 2020 Census
planning. The Committee will meet in a
plenary session on October 25–26, 2012.
Last-minute changes to the schedule are
possible, which could prevent giving
advance public notice of schedule
adjustments.
SUMMARY:
October 25–26, 2012. On October
25, the meeting will begin at
approximately 9 a.m. and end at
approximately 5:15 p.m. On October 26,
the meeting will begin at approximately
9 a.m. and end at approximately 2:15
p.m.
DATES:
The meeting will be held at
the U.S. Census Bureau, 4600 Silver Hill
Road, Suitland, Maryland 20746.

interpretation or other auxiliary aids
should be directed to the Committee

ACTION:
Pursuant to Section 251 of the Trade
Act 1974, as amended (19 U.S.C. 2341
et seq.), the Economic Development
Administration (EDA) has received
petitions for certification of eligibility to
apply for Trade Adjustment Assistance
from the firms listed below.
Accordingly, EDA has initiated
investigations to determine whether
increased imports into the United States
of articles like or directly competitive
with those produced by each of these
firms contributed importantly to the
total or partial separation of the firm’s

Jayuya, Puerto Rico.
The notification was processed in
accordance with the regulations of the
FTZ Board (15 CFR part 400), including
notice in the Federal Register inviting
public comment (77 FR 36997, 6/20/
2012). The FTZ Board has determined
that no further review of the activity is
warranted at this time. The production
activity described in the notification is
authorized, subject to the FTZ Act and
the Board’s regulations, including
Section 400.14.

SUMMARY: In response to requests from
interested parties, the Department of
Commerce (the Department) is
conducting an administrative review of
the antidumping duty order on certain
lined paper products (CLPP) from India.
The period of review is September 1,
2010, through August 31, 2011 and the
review covers 57 producers/exporters of
the subject merchandise. We have
preliminarily found that sales of the
subject merchandise have been made at
prices below normal value.

The Department has conducted this
review in accordance with Section
751(a)(2) of the Tariff Act of 1930, as
amended (the Act). Export prices and
constructed export prices have been
calculated in accordance with section
772 of the Act. Normal value is
calculated in accordance with section

we have relied, in part, on facts
available and because one or more
respondents did not act to the best of
their ability to respond to the
Department’s requests for information,
we have drawn an adverse inference in
selecting from among the facts
otherwise available. See sections 776(a)
and (b) of the Act. In accordance with
section 773(b) of the Act, we
disregarded the below-cost sales of
Riddhi in the most recent administrative
review of this company completed
before the initiation of this review. With
regard to SAB, petitioners filed an
allegation demonstrating that SAB made
sales below the cost of production.
Therefore, we have reasonable grounds
to believe or suspect that Riddhi’s and
SAB’s sales of the foreign like product
under consideration for the
determination of normal value in this
review may have been made at prices
below the cost of production (COP) as
provided by section 773(b)(2)(A)(ii) of
the Act. Accordingly, pursuant to
section 773(b)(1) of the Act, we have
conducted a COP analysis of Riddhi’s
and SAB’s sales in India in this review.
Based on this test, we disregarded
certain sales made by Riddhi and SAB
in their respective comparison markets
which were made at below-cost prices.
