Ferrosilicon From the Russian Federation: Preliminary Affirmative Determination of Sales at Less Than Fair Value
The U.S. Department of Commerce (Commerce) preliminarily determines that ferrosilicon from the Russian Federation (Russia) is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is July 1, 2023, through December 31, 2023. Interested parties are invited to comment on this preliminary determination.

NMFS announces that the Commonwealth of Virginia is transferring a portion of its 2024 commercial summer flounder quota to the Commonwealth of Massachusetts. This adjustment to the 2024 fishing year quota is necessary to comply with the Summer Flounder, Scup, and Black Sea Bass Fishery Management Plan (FMP) quota transfer provisions. This announcement informs the public of the revised 2024 commercial quotas for Virginia and Massachusetts.
Fisheries of the Caribbean, Gulf of Mexico, and South Atlantic; Reef Fish Resources of the Gulf of Mexico; 2024 Recreational Harvest Closure for Gag
NMFS implements an accountability measure (AM) for the gag recreational sector in the exclusive economic zone (EEZ) of the Gulf of Mexico (Gulf) for the 2024 fishing year. NMFS has projected that the 2024 recreational annual catch target (ACT) for gag will be reached by September 16, 2024. Therefore, NMFS closes the recreational sector for Gulf gag on September 16, 2024, and it will remain closed through the end of the fishing year on December 31, 2024. This closure is necessary to protect the Gulf gag resource.
Agreement Suspending the Antidumping Duty Investigation on Sugar from Mexico: Final Results of the 2021-2022 Administrative Review
The U.S. Department of Commerce (Commerce) determines that the Agreement Suspending the Antidumping Duty Investigation on Sugar from Mexico, as amended (AD Agreement) met the statutory requirements during the period of review (POR) from December 1, 2021, through November 30, 2022. Commerce also determines that the respondents selected for individual examination, Compa[ntilde][iacute]a Industrial Azucarera S.A. de C.V. and its affiliates (collectively, Santos Group) and Ingenio Presidente Benito Juarez S.A. de C.V. (collectively, the respondents), were in compliance with the terms of the AD Agreement during the POR.
Endangered and Threatened Wildlife; 90-Day Finding on a Petition To List Gulf of Alaska Chinook Salmon as Threatened or Endangered Under the Endangered Species Act; Extension of Public Comment Period
We, NMFS, announce the extension of the public comment period on our May 24, 2024, 90-day finding on a petition to list Gulf of Alaska (GOA) Chinook salmon (Oncorhynchus tshawytscha), or any evolutionarily significant unit (ESU) that may exist in the petitioned area, as a threatened or endangered species under the Endangered Species Act (ESA). As part of that finding, we solicited scientific and commercial information about the status of this population and announced a 60-day public comment period to end on July 23, 2024. Today, we extend the public comment period by 45 days until September 6, 2024.

Taking and Importing of Marine Mammals
This provides notice that on June 5, 2023, the NMFS Assistant Administrator (Assistant Administrator) completed an affirmative finding annual renewal for the Governments of Colombia, Ecuador, Guatemala, Mexico, Peru and Spain (referred to hereafter as "The Nations") under the portions of the Marine Mammal Protection Act (MMPA) related to the eastern tropical Pacific Ocean (ETP) tuna purse seine fishery and the importation of yellowfin tuna from nations participating in this fishery. These affirmative findings allowed for the importation into the United States of yellowfin tuna and yellowfin tuna products harvested in the ETP from April 1, 2023, through March 31, 2024, in compliance with the Agreement on the International Dolphin Conservation Program (AIDCP), by purse seine vessels operating under The Nations' jurisdiction or exported from The Nations. NMFS based the affirmative finding annual renewals on reviews of documentary evidence submitted by the Governments of The Nations and of information obtained from the Inter-American Tropical Tuna Commission (IATTC). NMFS typically publishes notice of affirmative finding annual renewals shortly after the Assistant Administrator makes those findings; however, due to an oversight, this notice was not published in 2023, and is therefore being published now to provide the public with notice of the findings.
Fisheries of the Caribbean, Gulf of Mexico, and South Atlantic; 2024 Commercial Closure for Gag in the South Atlantic
NMFS implements an accountability measure for the commercial sector of gag in South Atlantic Federal waters. NMFS projects that commercial landings of gag will reach the adjusted commercial quota for 2024. Therefore, NMFS closes the commercial sector of gag in South Atlantic Federal waters to protect the gag resource from overfishing.
Taking and Importing of Marine Mammals
This provides notice that on June 5, 2023, the NMFS Assistant Administrator (Assistant Administrator) issued a new 5-year affirmative finding for the Government of El Salvador under the portions of the Marine Mammal Protection Act (MMPA) related to the eastern tropical Pacific Ocean (ETP) tuna purse seine fishery and the importation of yellowfin tuna from nations participating in this fishery. The U.S. Department of Commerce (Commerce) is amending the final results of the administrative review of the antidumping duty (AD) order on certain carbon and alloy steel cut-to-length plate (CTL plate) from Italy to correct a ministerial error. The period of review (POR) is May 1, 2022, through April 30, 2023.
Certain Softwood Lumber From Canada: Notice of Initiation of Changed Circumstances Review
Based on a request from the Committee Overseeing Action for Lumber International Trade Investigations or Negotiations (the petitioner), the U.S. Department of Commerce (Commerce) is initiating a changed circumstances review (CCR) of the countervailing duty (CVD) order on certain softwood lumber from Canada.
Determination of Overfishing or an Overfished Condition
This action serves as a notice that NMFS, on behalf of the Secretary of Commerce (Secretary), has found that California Quillback rockfish and the Queets spring/summer Chinook salmon stock are now overfished; Gulf of Mexico Lane snapper is now subject to overfishing; and Atlantic mackerel and the Klamath River fall-run Chinook salmon stock remain overfished. NMFS, on behalf of the Secretary, is required to provide this notice whenever it determines that a stock or stock complex is subject to overfishing, overfished, or approaching an overfished condition.
Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to Furie Operating Alaska, LLC Oil and Gas Activities in Cook Inlet, Alaska; Correction
On June 14, 2024, a notice was published in the Federal Register announcing the proposed issuance of two incidental harassment authorizations (IHAs) for take of marine mammals incidental to oil and gas activities in Cook Inlet, Alaska. That document inadvertently contained errors in tables 7 and 10. This document only corrects those errors; all other information is unchanged.
Fisheries Off West Coast States; West Coast Salmon Fisheries; 2024 Specifications and Management Measures; Correction
NMFS established fishery management measures for the ocean salmon fisheries off Washington, Oregon, and California for the season beginning May 16, 2024, and anticipated to end May 15, 2025 (the 2024 ocean salmon fishing season), under the authority of the Magnuson- Stevens Fishery Conservation and Management Act (MSA). The final rule, published in the Federal Register on May 21, 2024, included errors in the management measures for the recreational and commercial ocean salmon fisheries in the area from the California/Oregon border to the U.S./Mexico border. This action corrects those errors by adding the language that was omitted from the May 21, 2024 rule.

In accordance with the Marine Mammal Protection Act (MMPA) as amended, and implementing regulations, notification is hereby given that a Letter of Authorization (LOA) has been issued to Sunrise Wind, LLC (Sunrise Wind), a 50/50 joint venture between [Oslash]rsted North America, Inc., ([Oslash]rsted) and Eversource Investment, LLC, for the taking of marine mammals incidental to the construction of the Sunrise Wind Offshore Wind Farm Project (hereafter known as the "Project").

NMFS announces four inseason actions for the 2024 portion of the 2023-2024 ocean salmon fisheries. These inseason actions modify the recreational and commercial salmon fisheries in the area from the United States/Canada border to the United States/Mexico border.
Fisheries of the Exclusive Economic Zone; Bering Sea and Aleutian Islands Crab Rationalization Program; Correction
On June 4, 2024, NMFS published a final rule to implement amendment 55 to the Fishery Management Plan for Bering Sea and Aleutian Islands King and Tanner Crabs (Crab FMP). The final rule inadvertently omitted amendatory instructions for regulations implementing amendment 55 for custom processing exemptions. This correction fixes these errors.

Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to the SouthCoast Wind Project Offshore Massachusetts
NMFS received a request from SouthCoast Wind Energy LLC (SouthCoast) (formerly Mayflower Wind Energy LLC), for Incidental Take Regulations (ITR) and an associated Letter of Authorization (LOA) pursuant to the Marine Mammal Protection Act (MMPA). The requested regulations would govern the authorization of take, by Level A harassment and Level B harassment, of small numbers of marine mammals over the course of five years (2027-2032) incidental to construction of the SouthCoast Wind Project (SouthCoast Project) offshore of Massachusetts within the Bureau of Ocean Energy Management (BOEM) Commercial Lease of Submerged Lands for Renewable Energy Development on the Outer Continental Shelf (OCS) Lease Area OCS-A 0521 (Lease Area) and associated Export Cable Corridors (ECCs). Specified activities expected to result in incidental take are pile driving (impact and vibratory), unexploded ordnance or munitions and explosives of concern (UXO/MEC) detonation, and site assessment surveys using high-resolution geophysical (HRG) equipment. NMFS requests comments on this proposed rule. NMFS will consider public comments prior to making any final decision on the promulgation of the requested ITR and issuance of the LOA; agency responses to public comments will be summarized in the final rule. The regulations, if promulgated, would be effective April 1, 2027 through March 31, 2032.
Florida Keys National Marine Sanctuary: Establishment of Temporary Special Use Area for Coral Nursery
The National Oceanic and Atmospheric Administration (NOAA) is issuing an interim final rule, temporary emergency rule in the Florida Keys National Marine Sanctuary (FKNMS) establishing three special use areas that will prohibit all entry except for restoration activities under a valid Office of National Marine Sanctuaries (ONMS) permit. These special use areas are needed for the relocation of coral nursery stock to cooler waters in response to an anticipated marine heatwave this summer with a high likelihood of coral bleaching. NOAA is establishing three special use areas, each of which are individually approximately 0.07 square miles and are within Federal waters of FKNMS. This temporary rule is necessary to prevent or minimize destruction of, loss of, or injury to sanctuary resources by facilitating restoration activities to improve or repair living habitats through protecting coral nursery stock at this site from potential impacts caused by anchor damage and/or fishing gear. These special use areas would expire within 60 days unless they are extended an additional 60 days. NOAA also requests comments on this action.
Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Initiation and Preliminary Results of Changed Circumstances Review
The U.S. Department of Commerce (Commerce) is initiating and issuing preliminary results of changed circumstances reviews (CCR) of the antidumping duty (AD) and countervailing duty (CVD) orders on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells) from the People's Republic of China (China), with respect to Hanwha Q CELLS Malaysia Sdn. Bhd. Interested parties are invited to comment on these preliminary results.
Stilbenic Optical Brightening Agents From Taiwan and the People's Republic of China: Notice of Court Decision Not in Harmony With the Results of Antidumping Sunset Reviews, Reinstatement of Antidumping Duty Orders, and Reconduction of Sunset Reviews
On May 28, 2024, the U.S. Court of International Trade (CIT) issued its final judgment in Archroma U.S., Inc., v. United States et al., Court No. 22-00354, finding that the regulatory provision upon which the U.S. Department of Commerce relied to revoke the antidumping duty orders on stilbenic optical brightening agents (OBAs) from Taiwan and the People's Republic of China (China) violates section 751(c) of the Tariff Act of 1930, as amended (the Act) and ordering the U.S. Department of Commerce (Commerce) to: accept the domestic interested party Archroma U.S., Inc.'s (Archroma) substantive response; and conduct a full sunset reviews of these orders. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the sunset reviews, and that Commerce intends to: reinstate the antidumping duty orders on OBAs from Taiwan and China; accept Archroma's substantive response; and conduct full sunset reviews of these orders under section 751(c)(1) and (d)(2) of the Act. Commerce will begin reconducting the sunset reviews on July 1, 2024.
United States-Mexico-Canada Agreement (USMCA), Article 10.12: Binational Panel Review: Notice of Request for Panel Review
A Request for Panel Review was filed on behalf of Grupo Aceroro S.A. de C.V. with the United States Section of the USMCA Secretariat on June 6, 2024, pursuant to USMCA Article 10.12. Panel Review was requested of the U.S. Department of Commerce's Final Results in the 2021-2022 Administrative Review of Antidumping Duty Order on Steel Concrete Reinforcing Bar from Mexico.
Magnuson-Stevens Act Provisions; General Provisions for Domestic Fisheries; Coastal Pelagic Species Fishery; Applications for Exempted Fishing Permits; 2024-2025 Fishing Year
The Regional Administrator, West Coast Region, NMFS, has made a preliminary determination that two exempted fishing permit (EFP) applications warrant further consideration. Both applications are from the California Wetfish Producers Association (CWPA) and request an exemption from the expected prohibition on primary directed fishing for Pacific sardine during the 2024-2025 fishing year to collect Pacific sardine as part of industry-based scientific research. NMFS requests public comment on the applications.

Pacific Halibut Fisheries of the West Coast; 2024 Catch Sharing Plan; Inseason Action
NMFS announces inseason action for the Oregon Central Coast subarea in the Pacific halibut recreational fishery in the International Pacific Halibut Commission's (IPHC) regulatory Area 2A. Specifically, this action announces that the Oregon Central Coast subarea's spring all-depth fishery will be open 7 days per week from July 1 through July 31. This action is intended to provide opportunity for anglers to achieve the catch limit in the Pacific Fishery Management Council's (Council) 2024 Pacific Halibut Catch Sharing Plan.
Takes of Marine Mammals Incidental to Specified Activities; Taking Marine Mammals Incidental to Ferndale Refinery Dock Maintenance and Pile Replacement Activities in Ferndale, Washington
NMFS has received a request from Phillips 66 Co. (Phillips 66) for authorization to take marine mammals incidental to Ferndale Refinery Dock Maintenance and Pile Replacement Activities in Ferndale, Washington. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an incidental harassment authorization (IHA) to incidentally take marine mammals during the specified activities. NMFS is also requesting comments on a possible one-time, 1-year renewal that could be issued under certain circumstances and if all requirements are met, as described in Request for Public Comments at the end of this notice. NMFS will consider public comments prior to making any final decision on the issuance of the requested MMPA authorization and agency responses will be summarized in the final notice of our decision.

On March 21, 2024, the U.S. Court of International Trade (the Court) issued its final judgment in Trina Solar (Changzhou) Science & Technology Co., Ltd., et al. v. United States, Court No. 23-00219 (CIT March 21, 2024), sustaining the U.S. Department of Commerce's (Commerce) final remand results pertaining to the countervailing duty administrative review on certain crystalline silicon photovoltaic products (solar products) from the People's Republic of China (China), covering the period of review (POR) January 1, 2021, through December 31, 2021. Commerce is notifying the public that the Court's final judgment is not in harmony with the final results of the administrative review, and that Commerce is amending its final results.

Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Final Results of Antidumping Duty New Shipper Review; 2022-2023
The U.S. Department of Commerce (Commerce) has conducted a new shipper review of Co May Import-Export Company Limited (Co May) regarding the antidumping duty order on certain frozen fish fillets (fish fillets) from the Socialist Republic of Vietnam (Vietnam). The period of review (POR) is August 1, 2022, through January 31, 2023. Based on our analysis, Commerce finds that Co May did not make sales of subject merchandise at prices below normal value during the POR.
National Artificial Intelligence Advisory Committee
The National Institute of Standards and Technology (NIST) announces that the National Artificial Intelligence Advisory Committee (NAIAC or Committee) will hold a series of virtual briefing sessions. These sessions will be held via web conference on Tuesday, July 9, 2024, Wednesday, July 10, 2024, and July 11, 2024, from 2:00 p.m.-3:30 p.m. Eastern Time each day. The primary purpose of these meetings is to have invited guests brief the full Committee on topics of interest related to the Committee's year three efforts. The briefings are from outside subject matter experts to the full Committee from areas such as industry, nonprofit organizations, the scientific community, the defense and law enforcement communities, and other appropriate organizations. Fisheries of the Exclusive Economic Zone off Alaska; Pacific Ocean Perch in the Bering Sea Subarea of the Bering Sea and Aleutian Islands Management Area
NMFS is opening directed fishing for Pacific Ocean perch (POP) in the Bering Sea subarea of the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to fully use the 2024 total allowable catch of POP specified for the Bering Sea subarea of the BSAI.
