NMFS issues regulations to implement management measures described in Framework Amendment 6 to the Fishery Management Plan (FMP) for Coastal Migratory Pelagics (CMP) of the Gulf of Mexico (Gulf) and Atlantic Region (FMP), as prepared by the South Atlantic Fishery Management Council (Council). This final rule revises the Atlantic migratory group king mackerel commercial trip limits in the Atlantic southern zone during the March through September fishing season. The purpose of this final rule is to support increased fishing activity and economic opportunity while continuing to constrain harvest to the annual catch limit and providing for year-round access for the commercial sector.

Atlantic Highly Migratory Species; Adjustments to 2019 Northern Albacore Tuna Quota, 2019 North and South Atlantic Swordfish Quotas, and 2019 Atlantic Bluefin Tuna Reserve Category Quota
NMFS adjusts the 2019 baseline quotas for U.S. North Atlantic albacore tuna (northern albacore), North and South Atlantic swordfish, and the Atlantic bluefin Reserve category based on available underharvest of the 2018 adjusted U.S. quotas. This action is necessary to implement binding recommendations of the International Commission for the Conservation of Atlantic Tunas (ICCAT), as required by the Atlantic Tunas Convention Act (ATCA), and to achieve domestic management objectives under the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).

Preliminary Draft of the NIST Privacy Framework
The National Institute of Standards and Technology (NIST) seeks comments on the Preliminary Draft of the NIST Privacy Framework: A Tool for Improving Privacy through Enterprise Risk Management (``Preliminary Draft''). The Preliminary Draft was developed by NIST using information collected through the Request for Information (RFI) that was published in the Federal Register on November 14, 2018, and a series of open public workshops and webinars. NIST developed the Preliminary Draft in collaboration with public and private stakeholders. It is intended for voluntary use to help organizations: Better identify, assess, manage, and communicate privacy risks when designing or deploying systems, products, and services; foster the development of innovative approaches to protecting individuals' privacy; and increase trust in systems, products, and services. The Preliminary Draft is available electronically from the NIST website at: https://www.nist.gov/privacy-framework.

Proposed Voluntary Product Standard 1-09, Structural Plywood
The National Institute of Standards and Technology (NIST) is soliciting public comment on a proposed revision to Voluntary Product Standard (PS) 1-09, Structural Plywood. The standard, prepared by the Committee for PS 1, establishes requirements (for those who choose to adhere to the standard) for the principal types and grades of structural plywood and provides a basis for common understanding among producers, distributors, and users of the product. This standard covers the wood species, veneer grading, adhesive bonds, panel construction and workmanship, dimensions and tolerances, marking, moisture content and packaging of structural plywood intended for construction and industrial uses.
Endangered and Threatened Species; Initiation of 5-Year Review for the Scalloped Hammerhead Shark Central & Southwest Atlantic, Eastern Atlantic, Eastern Pacific, and Indo-West Pacific Distinct Population Segments
NMFS announces its intent to conduct a 5-year review for the four distinct population segments (DPSs) of the scalloped hammerhead shark (Sphyrna lewini): Eastern Atlantic DPS, Eastern Pacific DPS, Central & Southwest Atlantic DPS, and Indo-West Pacific DPS. NMFS is required by the Endangered Species Act (ESA) to conduct 5-year reviews to ensure that listing classifications of species are accurate. The 5- year review must be based on the best scientific and commercial data available at the time of the review. We request submission of any such information on these scalloped hammerhead shark DPSs, particularly information on the status, threats, and recovery of the DPSs that have become available since their listing on July 3, 2014 (79 FR 38214).

Certain Hot-Rolled Steel Flat Products From Japan: Notice of Final Results of Antidumping Duty Changed Circumstances Review
On July 19, 2019, the Department of Commerce (Commerce) published its notice of initiation and preliminary results of a changed-circumstances review (CCR) of the antidumping duty (AD) order on certain hot-rolled steel flat products (hot-rolled steel) from Japan. In that notice, Commerce preliminarily determined that (1) Nippon Steel Corporation (NSC) is the successor-in-interest to Nippon Steel & Sumitomo Metal Corporation (NSSMC); (2) Nippon Steel Nisshin Co., Ltd. (Nippon Nisshin) is the successor in interest to Nisshin Steel Co., Ltd. (Nisshin Steel); and (3) Nippon Steel Trading Corporation (NSTC) is the successor in interest to Nippon Steel & Sumikin Bussan Corporation (NSSBC). Additionally, Commerce preliminarily determined that NSC, Nippon Nisshin, and NSTC should be treated as a single entity, and should receive the same AD cash deposit rate with respect to the subject merchandise as NSSMC, the predecessor company. No interested party submitted comments regarding the initiation and preliminary results. For these final results, Commerce continues to find that NSC is the successor-in-interest to NSSMC.
