Polyethylene Retail Carrier Bags From Thailand: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on polyethylene retail carrier bags (PRCBs) from Thailand.\1\ This review covers six companies. The period of review (POR) is August 1, 2012, through July 31, 2013. We preliminarily find that subject merchandise has been sold at less than normal value by the companies subject to this review. Interested parties are invited to comment on these preliminary results.
Endangered and Threatened Wildlife and Plants; Notice of 12-Month Finding on Petitions To List the Great Hammerhead Shark as Threatened or Endangered Under the Endangered Species Act (ESA)
We, NMFS, announce a 12-month finding on two petitions to list the entire population of great hammerhead shark (Sphyrna mokarran), the northwest Atlantic population, or any distinct population segments (DPSs) of great hammerhead sharks, as threatened or endangered under the Endangered Species Act (ESA). We have completed a comprehensive status review of the great hammerhead shark in response to these petitions. Based on the best scientific and commercial information available, including the status review report (Miller et al., 2014), we have determined that the species is not comprised of DPSs and does not warrant listing at this time. We conclude that the great hammerhead shark is not currently in danger of extinction throughout all or a significant portion of its range and is not likely to become so within the foreseeable future.

The Office of Trade and Economic Analysis (``OTEA'') of the International Trade Administration, Department of Commerce, has received an application to amend an Export Trade Certificate of Review (``Certificate''). This notice summarizes the proposed amendment and requests comments relevant to whether the amended Certificate should be issued.
Export Trade Certificate of Review
The Secretary of Commerce, through the International Trade Administration, Office of Trade and Economic Analysis (OTEA), issued an amended Export Trade Certificate of Review (``Certificate'') to the U.S. Shippers Association (``USSA'') on May 27, 2014. USSA's application to amend its Certificate was announced in the Federal Register on March 6, 2014 (79 FR 12687). The original Certificate No. 85-00018 was issued to USSA on June 3, 1986 (51 FR 20873). The previous amendment (No. 85-17A18) was issued to USSA on February 15, 2013 (78 FR 13861).
Fisheries of the Exclusive Economic Zone Off Alaska; Prohibited Species Donation Program
NMFS announces the renewal of permits to SeaShare, authorizing this organization to distribute Pacific salmon and Pacific halibut to economically disadvantaged individuals under the prohibited species donation (PSD) program. Salmon and halibut are caught incidentally during directed fishing for groundfish with trawl gear off Alaska. This action is necessary to comply with provisions of the PSD program and is intended to promote the goals and objectives of the North Pacific Fishery Management Council.
