Honey From Argentina: Preliminary Results of Antidumping Duty New Shipper Review

The Department of Commerce (the Department) is conducting a new shipper review (NSR) under the antidumping duty order on honey from Argentina in response to a request from Villamora S.A. (Villamora), an Argentine exporter of the subject merchandise. The domestic interested parties for this proceeding are the American Honey Producers Association and the Sioux Honey Association (collectively, petitioners). We preliminarily find that the U.S. sale of subject merchandise exported by Villamora was bona fide and not sold below normal value (NV). If these preliminary results are adopted in our final results, the Department intends to instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries covered by this review. See the ``Assessment Rate'' section of this notice. Interested parties are invited to comment on these preliminary results. See the ``Preliminary Results of Review'' section of this notice. The final results will be issued 90 days after the date of signature of these preliminary results, unless extended.

This action is necessary to allow the 2011 total allowable catch of Pacific cod in the BSAI to be harvested.

Stainless Steel Plate in Coils From Italy: Revocation of Antidumping Duty Order

On June 2, 2010, the Department of Commerce (the Department) initiated a second sunset review of the antidumping duty order on stainless steel plate in coils (SSPC) from Italy. See Initiation of Five-Year (``Sunset'') Review, 75 FR 30777 (June 2, 2010) (Initiation). Pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act), the International Trade Commission (ITC) determined that revocation of this order would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. See Stainless Steel Plate From Belgium, Italy, Korea, South Africa, and Taiwan, 76 FR 50495 (August 15, 2011) (ITC Final). Therefore, pursuant to section 751(d)(2) of the Act and 19 CFR 351.222(i)(1)(iii), the Department is revoking the antidumping duty order on SSPC from Italy.

The proposed action was developed by NMFS to increase the fishing year (FY) 2011 catch limits for the skate fishery, which should extend the fishing season over a longer duration than occurred in FY 2010, thus ensuring a more steady market supply. The proposed increases in catch limits are supported by new scientific information indicating significant increases in skate biomass.

NMFS announces a correcting amendment to regulations implementing the Pacific Coast Groundfish Fishery Management Plan (PCGFMP). The regulations implementing Amendments 20 and 21 to the PCGFMP, which included reorganization of the entire groundfish regulations and revision of the trawl related regulations, contained inadvertent non-substantive errors that are being corrected by this action in order to assure the enforceability of the regulations and reduce potential confusion of regulated parties. Amendment 20 established a trawl rationalization program for the Pacific Coast groundfish fishery, which included an individual fishing quota (IFQ) program for the shorebased trawl fleet (including whiting and nonwhiting sectors); and cooperative (coop) programs for the at-sea (whiting only) mothership and catcher/processor trawl fleets. Amendment 21 established fixed allocations for limited entry trawl participants.

The United States Patent and Trademark Office (USPTO) is considering establishing a retention period of one year for patent- related papers that have been scanned into the Image File Wrapper system (IFW) or the Supplemental Complex Repository for Examiners (SCORE). Specifically, the USPTO is considering establishing a one-year retention period that begins on September 1, 2011, for papers scanned into IFW or SCORE prior to September 1, 2011; or a paper's submission date, for papers scanned into IFW or SCORE on or after September 1, 2011. After the expiration of the one-year retention period (after September 1, 2012, or later), the USPTO would dispose of the paper unless, within sufficient time prior to disposal of the paper, the relevant patent applicant, patent owner, or reexamination party files a bona fide request to correct the electronic record of the paper in IFW or SCORE, and the request remains outstanding at the time disposal of the paper would have otherwise occurred. Establishing a one-year retention period for papers scanned into IFW or SCORE would replace the USPTO's past practice of indefinitely retaining the papers, which has been rendered unnecessary and cost-ineffective by improvements in scanning and indexing.

NMFS hereby implements the International Commission for the Conservation of Atlantic Tunas (ICCAT) recommendations 10-07 and 10-08, which prohibit the retention, transshipping, landing, storing, or selling of hammerhead sharks in the family Sphyrnidae (except for Sphyrna tiburo) and oceanic whitetip sharks (Carcharhinus longimanus) caught in association with ICCAT fisheries. This rule affects the commercial HMS pelagic longline (PLL) fishery and recreational fisheries for tunas, swordfish, and billfish in the Atlantic Ocean, including the Caribbean Sea and Gulf of Mexico. This action implements ICCAT recommendations, consistent with the Atlantic Tunas Convention Act (ATCA), and furthers domestic management objectives under the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson- Stevens Act).

On August 11, 2011, the United States Court of International Trade (``CIT'') sustained the Department of Commerce's (``the Department's'') results of redetermination as applied to Shanghai Lian Li Paper Products Co., Ltd. (``Lian Li'') pursuant to the CIT's decision in Association of American School Paper Suppliers v. United States, Court No. 09-00163, Slip Op. 10-82 (July 27, 2010). See Final Results of Redetermination Pursuant to Remand, Court No. 09-00163, dated December 6, 2010 (``Remand Results''), and Association of American School Paper Suppliers v. United States, Court No. 09-00163, Slip Op. 11-101 (August 11, 2011). The Department is notifying the public that the final CIT judgment in this case is not in harmony with the Department's final determination and is amending the final results of the administrative review of the antidumping duty order on certain lined paper products (``CLPP'') from the People's Republic of China (``PRC'') covering the period of review (``POR'') of April 17, 2006, through August 31, 2007, with respect to Lian Li.
