A meeting of the National Conference on Weights and Measures (NCWM) Steering Committee on Automatic Temperature Compensation (ATC) will be held August 27, 2007, beginning at 1 p.m. in Chicago, Illinois, and will end at noon on August 29, 2007. The ATC meeting is open to the public; however, advance registration with the NCWM is required. The NCWM is an organization of state, county, and city weights and measures officials and includes representatives of business, federal agencies, and members of the private sector which come together to develop standards related to weights and measures technology, administration, and enforcement. Pursuant to 15 U.S.C. 272(b)(6), the Weights and Measures Division of the National Institute of Standards and Technology (NIST) supports the NCWM as one of the forums it uses to solicit comments and recommendations on revising or updating a variety of publications related to legal metrology. NIST promotes uniformity among the states in laws, regulations, methods of sale, and testing equipment that comprise the regulatory control of commercial weighing and measuring devices and other practices used in trade and commerce. Publication of this notice on the NCWM's behalf is undertaken as a public service; NIST does not endorse, approve, or recommend any of the proposals contained in this notice or in NCWM publications.

South Atlantic Fishery Management Council; Public Meetings

The South Atlantic Fishery Management Council (Council) will convene a series of public scoping meetings regarding Amendment 16 to the Snapper Grouper Fishery Management Plan. Amendment 16 will end overfishing for gag (grouper) and vermilion snapper. During its June 2007 meeting, the Council received a report from its Scientific and Statistical Committee stating its approval of the Southeastern Data, Assessment, and Review (SEDAR) stock assessments for gag and vermilion snapper. The Council is charged to end overfishing within a one year period. The scoping meetings and public comment period are being held to receive input regarding possible measures to end overfishing, including modifications to current regulations and potential new measures (closed seasons, recreational boat limits, commercial trip limits, etc.) to achieve the necessary reductions.

NOAA published a final rule on May 24, 2007 (72 FR 29208) that established marine reserves and a marine conservation area in the Channel Islands National Marine Sanctuary. Under the National Marine Sanctuaries Act, the final regulations would automatically take effect at the end of 45 days of continuous session of Congress beginning on May 24, 2007. The 45-day review period ended on Sunday, July 29, 2007. This document confirms the effective date as July 29, 2007.

On March 7, 2007, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain forged stainless steel flanges from India. This administrative review covers imports from Echjay Forgings Pvt., Ltd. (Echjay) and Rollwell Forge, Ltd. (Rollwell), manufacturers/ exporters of the subject merchandise; we are rescinding this review with respect to Shree Ganesh Forgings, Ltd. (Shree Ganesh). The period of review is February 1, 2005, through January 31, 2006. As a result of our analysis of Echjay's comments we have made no changes to our calculations. With respect to Rollwell, we have calculated a margin rather than use adverse facts available as in the preliminary results. We disclosed the post-preliminary calculated margin to Rollwell on June 6, 2007. In these final results we have made one change to our June 6, 2007 analysis for Rollwell. The final results for both Echjay and Rollwell are listed below in the Final Results of Review section.

The purpose of the roundtable is to discuss the development of an implementation profile for VoIP between radio system bridging solutions. The results of this and subsequent roundtable discussions will be used in the development of specific implementation profiles for VoIP usage in public-safety owned systems. NMFS implements this final rule pursuant to its authority to issue emergency measures under the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). This emergency action implements measures intended to reduce immediately discards of Georges Bank (GB) and Gulf of Maine (GOM) haddock to prevent excessive waste and comply with the goals of reducing discards and maintaining the rebuilding programs of the Northeast (NE) Multispecies Fishery Management Plan (FMP), while helping to achieve optimum yield at the same time. Specifically, this emergency action reduces the commercial minimum haddock size to 18 inches (45 cm) from the current minimum size of 19 inches (48.3 cm). This action is intended to reduce discarding and maintain consistency with the FMP and the Magnuson-Stevens Act.

NMFS has received a request from Marathon Oil Company (MOC) for an authorization to take small numbers of five marine mammal species incidental to seismic operations in portions of Cook Inlet, Alaska. Under the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to modify the effective dates of the IHA which was issued to UOCC, and to issue a new authorization to MOC to incidentally take, by harassment, small numbers of these species between October 1 and November 30, 2007.

The search and examination of such claims often consume a disproportionate amount of Office resources as compared to other types of claims, because determining the patentability of these claims often requires a separate examination of each of the alternatives within the claims. The Office expects that requiring applicants who choose to draft claims that read on multiple species using alternative language to maintain a certain degree of relatedness among the alternatives will enable the Office to do a more thorough and more reliable examination of such claims.

Polyethylene Retail Carrier Bags from Malaysia: Final Results of Antidumping Duty Administrative Review

On May 10, 2007, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on polyethylene retail carrier bags (PRCBs) from Malaysia. The review covers exports of this merchandise to the United States by Euro Plastics Malaysia Sdn. Bhd. (Euro Plastics) for the period of review August 1, 2005, through July 31, 2006. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments and the revised cost information we received from Euro Plastics, we have made changes in the margin calculation for the final results of this review. The final weighted- average margin is listed below in the ``Final Results of Review'' section of this notice.

NMFS is prohibiting directed fishing for Pacific cod by catcher processor vessels using trawl gear in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to prevent exceeding the 2007 total allowable catch (TAC) of Pacific cod specified for trawl catcher processors in the BSAI.

In accordance with 5 U.S.C., 4314(c)(4), Department of Commerce (DOC) announces the appointment of persons to serve as members of the Departmental Performance Review Board (DPRB). The DPRB provides an objective peer review of the initial performance ratings, performance-based pay adjustment and bonus recommendations, higher- level review requests and other performance-related actions submitted by appointing authorities for Senior Executive Service (SES) members whom they directly supervise, and makes recommendations based on its review. The term of the new members of the DPRB will expire December 31, 2009.
Canned Pineapple Fruit from Thailand: Preliminary Results of Antidumping Duty Administrative Review

In response to timely requests, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on canned pineapple fruit (CPF) from Thailand for the period of review (POR) July 1, 2005 through June 30, 2006. The review covers two respondents, Vita Food Factory (1989) Ltd. (Vita) and Tropical Food Industries Co. Ltd. (Trofco). The domestic interested party for this proceeding is Maui Pineapple Company Ltd. (petitioner). The Department preliminarily determines that Vita and Trofco made sales to the United States at less than normal value (NV). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of Vita's and Trofco's merchandise during the POR. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''
