The National Oceanic and Atmospheric Administration publish this notice to announce the availability for public comments of the draft Report for one of the U.S. Climate Change Science Program (CCSP) Synthesis and Assessment Products (SAP). This draft Report of SAP 4.6 addresses the following CCSP Topic: ``Analyses of the Effects of Global Change on Human Health, Welfare, and Human Systems'' and analyzes the effects of global change, especially the effects of climate variability and change, along with the associated impacts of land use and population dynamics on three broad dimensions of the human condition: human health, human settlements, and human welfare. After consideration of comments received, a revised Report along with the comments received will be published on the CCSP web site.

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on granular polytetrafluoroethylene resin (PTFE) from Italy, covering the period August 1, 2005, through July 31, 2006. We preliminarily determine that sales of subject merchandise by Solvay Solexis, Inc. and Solvay Solexis S.p.A (collectively, Solvay) have been made below normal value (NV). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on appropriate entries based on the difference between the export price (EP) and the NV. Interested parties are invited to comment on these preliminary results.

Six Technical Advisory Committees (TACs) advise the Department of Commerce on the technical parameters for export controls applicable to dual-use commodities and technology and on the administration of those controls. The TACs are composed of representatives from industry and Government representing diverse points of view on the concerns of the exporting community. Industry representatives are selected from firms producing a broad range of goods, technologies, and software presently controlled for national security, non-proliferation, foreign policy, and short supply reasons or that are proposed for such controls, balanced to the extent possible among large and small firms. TAC members are appointed by the Secretary of Commerce and serve terms of not more than four consecutive years. The membership reflects the Department's commitment to attaining balance and diversity. TAC members must obtain secret-level clearances prior to appointment. These clearances are necessary so that members may be permitted access to the classified information needed to formulate recommendations to the Department of Commerce. Each TAC meets approximately 4 times per year. Members of the Committees will not be compensated for their services. The six TACs are responsible for advising the Department of Commerce on the technical parameters for export controls and the administration of those controls within the following areas: Information Systems TAC: Control List Categories 3 (electronics), 4 (computers), and 5 (telecommunications and information security); Materials TAC: Control List Category 1 (materials, chemicals, microorganisms, and toxins); Materials Processing Equipment TAC: Control List Category 2 (materials processing); Regulations and Procedures TAC: The Export Administration Regulations (EAR) and procedures for implementing the EAR; Sensors and Instrumentation TAC: Control List Category 6 (sensors and lasers); Transportation and Related Equipment TAC; Control List Categories 7 (navigation and avionics), 8 (marine), and 9 (propulsion systems, space vehicles, and related equipment). On June 22, 2007, the Department of Commerce (``Department'') published in the Federal Register the final results of the eleventh administrative review and concurrent new shipper reviews of the antidumping duty order on fresh garlic from the Peoples Republic of China (``PRC''). See Fresh Garlic from the People's Republic of China: Final Results and Partial Rescission of the Eleventh Administrative Review and New Shipper Reviews, 72 FR 34438 (June 22, 2007) ``(Final Results'') and accompanying Issues and Decision Memorandum. The period of review (``POR'') covered November 1, 2004, through October 31, 2005. We are amending our Final Results to correct ministerial errors made in the calculation of the antidumping duty margin for Jinxiang Shanyang Freezing Storage Co., Ltd. (``Shanyang''), pursuant to section 751(h) of the Tariff Act of 1930, as amended (``Act'').
